La Jolla’s Birch Aquarium is bringing back its Green Flash Concert Series with monthly performances from May through September. The Wednesday evening shows have a view of the Pacific Ocean with a chance of seeing the “green flash”, the optical phenomenon caused by refracting light as the sun sets. LA MESA, Calif. (KGTV) — La Mesa Police Department released body camera footage on Wednesday showing the events that led up to an arrest video that surfaced last week.About 30 seconds of the video provide by police starts without any sound. LMPD Chief Walt Vasquez said the beginning of the video is muted because of the way the body camera is activated. (See the video above and below.)Raw footage of bodycam footage would be released for four officers involved in the arrest of Amaurie Johnson on May 27, according to La Mesa Mayor Mark Arapostathis.Last week, video surfaced showing an argument between Johnson and an officer escalate at the Grossmont Trolley Station. The officer is seen pushing Johnson into a sitting position onto a bench during the video. Eventually, Johnson is handcuffed and told he is being charged with assaulting an officer.Vasquez added that the officer involved in the video has been an officer for about three years. He added that while Johnson was initially stopped for smoking in a trolley area, he wasn't charged with that when he was arrested.Johnson also denied in a separate press conference after city officials spoke that he was smoking. (Press conference below.)“For that situation to escalate the way it did, and for the cop, you know, to stand firm in his beliefs that I should be detained or taken in with no prior evidence or reasoning, I think that should be seen by the people,” Johnson told Team 10 investigator Adam Racusin.He said he was waiting for his friend at the trolley stop, near a building where that friend lives. He added that the officer started questioning him and that he gave the officer the information that he wanted.Johnson adds that he didn't resist or assault anyone."I feel as though people that look like me, um, feel the same way I do and we're tired of it. We're tired of having to deal with stuff like that,” Johnson said.The video prompted the city to begin a special investigation into the incident and LMPD to place the officer involved on administrative leave pending the investigation. 2072

LEMON GROVE, Calif. (KGTV) - Supporters of a sales tax increase in Lemon Grove plan to gather signatures for the final time this weekend in hopes of qualifying a ballot measure that they say is needed to save the city from disincorporation.Facing gloomy revenue projections in a city with the lowest sales tax rate in the county, supporters want to put a three-quarter cent increase before voters on the March ballot.Without the hike, the city might be forced to dissolve into the county, which would take possession of city assets and likely sell City Hall, said councilman Jerry Jones."We've done all the cuts that we can do," he said. "We're in worse shape than we were 10 years ago."The city spends roughly 80 percent of its budget on public safety, leaving little for infrastructure and other programs like addressing homelessness, Jones said.The tax hike would generate 3 million dollars, raising the city's total sales tax revenue by 38 percent, he said.At the Grove Grinder restaurant, business owner Sharon Jones is skeptical of the doomsday scenario."I think it's just a scare tactic," she said.She thinks the city should help its business community grow, and says raising the sales tax might do just the opposite."There are more businesses closing down here in lemon grove. If they think they're getting the sales tax that comes from businesses, they're not going to get as much as they think they're going to get," she said.Councilman Jones was once opposed to a tax increase too, but now he say it's necessary."There are just no other alternatives if we want to stay a city," he said.Supporters have until September 30 to gather 1,489 signatures to qualify for the March 2020 ballot."We think we can" get enough signatures by the deadline, said Yadira Altamirano, one of the proponents of the Lemon Grove Tax Measure. LEHIGH ACRES, Fla. - A Lee County, Florida woman is fed up with her delivered packages being roughed up.Nora Martin has discovered her stuff in some weird places. "They've ended up all over the front of my house," Martin said. "Even in the flower bed."Martin and her husband set up a surveillance camera to see how their postal carrier delivered packages.They couldn't believe their eyes as they watched their son's box tossed from the delivery car's window with zero care.  "10 feet from my door, and the best she could do was hurl my package out the window," Martin said.Martin said she was upset because her son was the one who ordered collectibles. She was the one who saw his disappointment when he saw the damaged box."He works very hard for his money. LAGUNA BEACH, Calif. (AP) — A body was recovered in the ocean off a Southern California beach in the same area where a person was found dead in the water a week earlier. A search was launched Friday following reports of a missing swimmer in the Table Rock area of Laguna Beach. It wasn’t immediately known if the person found dead on Saturday is the swimmer reported missing the previous day. It’s the third death along Orange County’s coastline in the past week.
