Capping days of commemorations of her extraordinary life, Supreme Court Justice Ruth Bader Ginsburg becomes the first woman in American history to lie in state in the U.S. Capitol.Ginsburg, who died last week at age 87, also will be the first Jewish-American to lie in state and just the second Supreme Court justice. The first, Chief Justice William Howard Taft, also had been president.Ginsburg’s casket will be brought to the Capitol Friday morning for a private ceremony in Statuary Hall attended by her family and lawmakers, and with musical selections from one of Ginsburg’s favorite opera singers, mezzo-soprano Denyce Graves. Democratic presidential nominee Joe Biden and his wife, Jill, planned to attend.Members of the House and Senate who are not invited to the ceremony because of space limitations imposed by the coronavirus pandemic will be able to pay their respects before a motorcade carrying Ginsburg’s casket departs the Capitol early afternoon. The honor of lying in state has been accorded fewer than three dozen times, mostly to presidents, vice presidents and members of Congress. Rep. John Lewis, the civil rights icon, was the last person to lie in state following his death in July. Henry Clay, the Kentucky lawmaker who served as Speaker of the House and also was a senator, was the first in 1852. Rosa Parks — a private citizen, not a government official — is the only woman who has lain in honor at the Capitol.Ginsburg has lain in repose for two days at the Supreme Court, where thousands of people paid their respects, including President Donald Trump and first lady Melania Trump on Thursday. Spectators booed and chanted “vote him out” as the president, who wore a mask, stood silently near Ginsburg’s casket at the top of the court’s front steps.Trump plans to announce his nomination Saturday of a woman to take Ginsburg’s place on the high court, where she served for 27 years and was the leader of the liberal justices.Ginsburg, the second woman to serve on the Supreme Court, will be buried next week in Arlington National Cemetery beside her husband, Martin, who died in 2010. 2122

CARSON (CNS) - San Diego State is scheduled to begin in its coronavirus-delayed football season tonight against UNLV at Dignity Health Sports Park in Carson, its home for this season and next as SDCCU Stadium is demolished and Aztec Stadium is built.San Diego State initially planned to make 2020 its final season at SDCCU Stadium, where it had played since 1967, but being able to expedite its demolition and construction of Aztec Stadium and the stadium's condition when the university took ownership of it from the city prompted a change of plans, according to athletic director John David Wicker.``The building was not in very good condition when we took it over,'' Wicker said at a Sept. 15 news conference announcing the decision. ``The amount of effort and dollars to get it up to speed to have people able to come in was somewhat challenging.''The university considered a site in San Diego to play its games until the planned opening of Aztec Stadium in 2022, ``but when you think about a Division 1 football experience and all of the different things that go along with that there wasn't a venue in town that was going to be consistently available for us to play in,'' Wicker said.``We just didn't think there were any venues in San Diego that could satisfy what we wanted to present for our student-athletes and also our fans,'' Wicker said.``As you think about some of the things around the game, our television partners and having the ability to come in and set up and do the television experience we want to put out led us to where we are today.''Fans will not be allowed to attend Saturday's game because of state health orders related to the coronavirus pandemic. It is unlikely they will be able to attend the Aztecs' three other games in 2020 at the 27,000-seat stadium, best known in the San Diego area as the home to the Los Angeles Chargers from 2017-19.The game marks the start of Brady Hoke's second stint as San Diego State's coach. He succeeds Rocky Long, who retired on Jan. 8, then on Jan. 27 was hired as New Mexico's defensive coordinator on his 70th birthday.Hoke coached San Diego State to a 13-12 record in 2009 and 2010, including a 35-14 victory over Navy in the 2010 Poinsettia Bowl, the Aztecs' first bowl game since 1998.Hoke then coached Michigan from 2011-14, getting fired in 2014 after the Wolverines were 7-6 and 5-7 in his final two seasons. They were 11-2 and 8- 5 in his first two.Hoke returned to San Diego State in 2019 as the defensive line coach. The Aztecs return seven starters on offense and eight on defense from a team that went 10-3 in 2019, including a 48-11 victory over Central Michigan in the New Mexico Bowl.Redshirt sophomore quarterback Carson Baker is set to make his second career start for the Aztecs. He completed 19 of 24 passes for 172 yards and a touchdown in a 13-3 victory over Brigham Young in the regular-season finale. The game also marks Marcus Arroyo's debut as UNLV's coach. Arroyo succeeds Tony Sanchez, who was fired after posting a 20-40 record over six seasons, including 4-8 records each of his final two seasons. Sanchez was Oregon's assistant head coach and offensive coordinator in the 2018 and 2019 seasons. 3199

CHICAGO, Ill. -- As coronavirus cases continue to spike, some states are reinstating restrictions on indoor dining. Restaurants already reeling with huge financial strains are trying to find innovative solutions to keep their doors open. Some are thinking outside the box and into a bubble.“What you're seeing in Washington D.C. and Chicago and elsewhere are local mayors trying to incentivize and help restaurants winterize their outdoor spaces and really doing whatever they can to encourage outdoor dining,” said Mike Whatley, vice president of state and local affairs for the National Restaurant Association. But with indoor dining shut down in many places across the country, geodesic domes or igloos, tents and mini greenhouses are popping up to help keep diners warm and safe. The National Restaurant Association says a recent survey indicates 49% of full-service restaurant operators say they are taking actions like installing tents or patio heaters to extend their outdoor dining season.Restaurant owner Sophie Huterstein and her staff built 14 4x6 greenhouses for use outside her restaurant, The Darling.“We’ve been utilizing this system of being able to dine together, apart from the moment we reopened after the initial shutdown, as a genuine intent to protect the guests and our staff,” she said. The idea was inspired by an installation in Amsterdam. Each one can accommodate two to four people and is helping sustain her business while indoor dining is restricted.“You are sitting closely in there, but it is our hope that no one would dine with people that they are not very familiar with,” said Huterstein.Safety experts say this type of seating can keep people safe if there’s frequent cleaning and ventilation.California resident Sarah Moffat dined inside a greenhouse for the first time.“I don't know if we're gonna have a sense of normalcy ever again,” said Moffat. “But to have moments that you can share with friends and your close loved ones in a safe environment is kind of amazing.”The City of Chicago challenged designers from across the country to propose winter dining solutions.Atlanta-based national design firm ASD/Sky created a modular cabin inspired by ice fishing huts that would fit inside the footprint of a parking space. Their goal was to create a reason to stay on-site instead of taking out.“People just want an experience that’s what we're lacking right now,” said ASD Sky Designer Nicole Grillet. “So that was the driver behind creating this idea.”Urban development designers Neil Reindel and Flo Mettetal were inspired by Legos with their "Block Party" concept. The compact, heated two-seater eat-in modules can be deployed and retracted.“Much like how you would previously push tables together, the idea would be that these frames of two could be connected in increments of two and you could have larger or smaller groups based on that,” said Reindel. It’s something they say could be utilized anywhere in the country.“It was really meant to be user friendly and kind of fit the needs of the restaurant wherever it is,” said Mettetal. With 40% of restaurant owners worried about staying in business through February, many are banking on futuristic dine-in concepts to help them brave the uncertain winter ahead. 3260

CARLSBAD (CNS) - Federal agents foiled an attempted maritime human smuggling attempt Monday in northern San Diego County, intercepting a skiff that had ferried a group of suspected undocumented immigrants into the United States by sea, authorities reported.Customs and Border Protection officers captured the seven men about 6 a.m., after they landed on Ponto State Beach in Carlsbad, according to CBP public affairs. The federal personnel detained the group of Mexican nationals, who will be processed for deportation, and impounded the small outboard-motor boat. 571
