SAN DIEGO (KGTV) - If San Diego County has a case rate higher than 7.0 next week, it could be moved into the state’s purple tier which is the most restrictive tier for area businesses.Wednesday, county health officials said San Diego County was at a 4.5% testing positivity rate and 7.9 cases per 100,000 people. The current case rate it over the state's threshold of 7.0 cases per 100,000 residents reserved for the purple tier, the state's most restrictive.According to a breakdown from the California Department of Public Health, retail stores will have to lower to 25% capacity indoors, from 50% capacity.Restaurants must move to outdoor dining only, after operating at 25% capacity indoors or 100 people, whichever is fewer.Shopping centers will move to 25% capacity with closed common areas and a closed food court. SAN DIEGO (KGTV) -- Immigration and Customs Enforcement issued new guidelines that could have a big impact on many international students studying in the U.S.The modifications were posted to ICE's website, outlining the new rules for students on F-1 or M-1 visas. The guidelines say students may not take a full online course load and remain in the United States and that the Department of State won't issue visas to students enrolled in programs that are fully online or allow them to enter the country. The news comes as many schools including San Diego State University and UC San Diego have moved to online only or a hybrid format because of the COVID-19 pandemic.In their modified guidelines, ICE said they had issued a temporary exemption regarding online courses for the spring and summer semesters. If a student attends a school with a hybrid model, the school must certify that the program isn't online only and that the student is only taking the minimal number of online courses. SAN DIEGO (KGTV) - Less than a week before the election, there are reports of political yard signs being stolen and vandalized, and in some cases, appearing in yards.Sunday night, just before midnight in a cul-de-sac in El Cajon, surveillance video shows a car driving slowly before it stops to let someone out."A shadowy figure, looks young, maybe 10 years old, gets out of the vehicle, runs in, and grabs a political sign," said Brandon Spaulding.Spaulding says the sign being taken belonged to his neighbor and it read "Trump/Pence, Make America Great Again." That same night, Spaulding's sign, which had been vandalized days before, also disappeared.The apparent thieves in the Sunday's thefts: a child and an adult."Very disappointed and frustrated ... being a terrible role model.
