The organizers behind Time's Up said they will "stand down" on the red carpet at this weekend's Oscar ceremony.Filmmaker Ava DuVernay, who is one of the leaders of the organization, told members of the press on Thursday that the message of Time's Up is not about wearing black to awards shows and overshadowing the main event. Celebrities wore black at January's Golden Globe Awards to show support for the newly-formed anti-sexual harassment initiative."We are not an awards show protest group," DuVernay said. "So we stand down this time. It's really important that you know that Time's Up is not about the red carpet. The look on Seth Dixon’s face as he proposed to his girlfriend said it all, but not in the way you might think.According to a?post on wedding photographer Staci Dabney’s Facebook page, Dixon had taken his girlfriend, Ruth Salas, to Loose Park to ask her one of the most important questions in both of their lives."We've been dating for almost four years and we knew this day was coming," he explained. The setting was as picturesque as it gets. Imagine a beautiful wooden bridge stretching over a pond with gorgeous fall weather and lush greenery creating a dreamy background."I knew I wanted to propose (at Loose Park) just because it's kind of our spot," Dixon explained. "We just kind of fell in love with the park and the beauty of it."Of course, cameras were rolling as Dixon fell to his knee."Next thing you know, it's happening. I couldn't believe it," Salas explained. "At first, I was like, 'Oh my goodness. This is happening. He's on one knee.'" Excitement was written all over his and Salas’ faces, but their expressions soon turned to looks of horror.Dixon opened the little black box to reveal the ring… just before it flipped out of his hands, through a tiny crack in the boards of the bridge, and into that pond below."It ping-ponged through the crack and I hear it plop in the water," Salas said. "I didn't know what else to think but, 'Oh my goodness.'" ??????Friends of the couple got to work to try to find the ring, donning goggles and other swimming gear to search the neck-deep water for the lost band.Maddie Villareal, a longtime friend of Dixon, was one of the people who helped in the search."The bottom was the worst part because it was like slimy, muddy and there were sticks everywhere," she explained. "I know (finding the ring) was important to them. If it was me, I would hope they would do it for me."They sadly were not able to find it, so instead set up a GoFundMe page to help the couple purchase a new one.Amazingly, the couple now maintains a positive spirit following the incident."It's been a roller coaster. Emotions have been up and down," Dixon said. "After seeing the video over and over we just started laughing about it." Moving forward, the couple said the ring incident would add to the story of their relationship."We've been together for four years with ups and downs," Salas explained. The National Hurricane Center said it is currently monitoring three storms that could potentially develop into tropical cyclones in the coming days, adding more anxiety to what has already been an extremely active hurricane season.One of the systems, located just off the North Carolina coast, became the 15th tropical depression of the Atlantic hurricane season Monday afternoon. The depression is expected to form into a tropical storm in the coming days, and pass to the north of Bermuda. The potential tropical storm is not expected to affect the United States mainland. The National Weather Service defines a tropical depression as a low-pressure system that is being fueled by warm, tropical water and is rotating around a "well-defined" center. Once these storms have sustained winds of at least 39 mph, they become a "named" tropical storm."Nana" is the name that will be given to the next tropical storm, followed by "Omar" and "Paulette." There have been 13 named storms so far this hurricane season. At this time last year, there had only been five named storms.A second system is brewing in the Caribbean sea. The system has a 70% chance of development in the next 48 hours, and could impact Jamaica,Honduras, Belize, Guatemala and the Yucatan later in the week.A third system emerging off the coast of Africa is not expected to develop in the next 48 hours, but has a 30% chance of becoming a tropical depression or storm later in the week.The developments come just days after Hurricane Laura made landfall in Louisiana, a storm that killed 14 people and caused extensive damage near Lake Charles and other towns in the western part of the state 1667

The Justice Department has dropped its case against a woman who laughed out loud during the confirmation hearing for Attorney General Jeff Sessions, ending months of legal wrangling.The woman, Desiree Fairooz, was protesting with Code Pink, a progressive group whose activists are regularly seen around Washington. She was arrested by a Capitol Police officer after audibly laughing during Sessions' confirmation hearing in January.But prosecutors filed a "nolle prosequi," or notice that it would no longer pursue charges, with the DC Superior Court on Monday.She had been prosecuted by the DC US Attorney's Office and had been convicted of a misdemeanor before a judge threw out the conviction in July and ordered a new trial. The government had decided to retry the case after Fairooz rejected a plea deal, and a trial date had been set for next week.Fairooz tweeted the notice was a "relief" Monday night."Just received this, "Governments Notice of Nolle Prosequi" What a relief!
