(KGTV) — A Northern California judge has ruled against Gov. Gavin Newsom, saying he overstepped his authority when requiring all California registered voters receive a mail-in ballot for the 2020 election.Sutter County Judge Sarah Heckman said Friday that Gov. Newsom did not have the authority to amend or change the state's law through an executive order, which mandated all registered voters get a mail-in ballot and allowed counties to reduce the number of polling locations if in-person voting is offered ahead of Nov. 3, according to court documents.The ruling doesn't affect the results of the 2020 election.Newsom's executive order was made as part of the California Emergency Services Act, or CESA. The act gives the governor special powers during a public emergency.The ruling stemmed from a lawsuit by Assembly members James Gallagher (R-Yuba City) and Kevin Kiley (R-Rocklin), who claimed Newsom didn't have the authority to make the order. California's legislature later passed a similar law to the order.Kiley posted the judge's ruling online, in which the judge wrote, "Executive Order N-67-20 issued by the Governor on June 3, 2020 is void as an unconstitutional exercise of legislative power and shall be of no further force or effect. The California Emergency Services Act (CA Government Code §8550 et seq.) does not authorize or empower the Governor of the State of California to amend statutory law or make new statutory law, which is exclusively legislative function not delegated to the Governor under the CESA."The judge's ruling also put an injunction in place against Newsom, prohibiting him from changing any laws under CESA, according to the documents. 1687

(KGTV) - A group of people sprang into action to catch a young girl who slipped off a ski lift in Big Bear.This past weekend, video shot by Instagram user explosive_comics_art showed a 5-year-old girl dangling from a chairlift during an outing at Bear Mountain Ski Resort.Moments later, as the girl was coming dangerously close to falling off, being held by only her hoodie by a ski instructor, according to ABC Los Angeles affiliate KABC, as she dangled above the ground.RELATED: San Diego native and wife caught in Squaw Valley avalancheA group of people below rush off and bring back a tarp to create a safety net for her to drop down to. Newsom’s office, the free CA Notify system “will help reduce the transmission of COVID-19.” Californians can opt into the digital tool “to receive COVID-19 notifications informing them if they have been exposed to someone who has tested positive for the virus,” Newsom’s office said.Officials confirmed CA Notify is “a completely private, anonymous and secure tool that does not collect location data from any device and never shares user identities.”iPhone users can enable CA Notify by going to Settings, and then to Exposure Notifications. From there, users will have the option to Turn On Exposure Notifications. Users will then choose United States, followed by California.Android device users who want to be notified will have to download the CA Notify app from the Google Play store.How CA Notify functions, according to state officials:“When individuals voluntarily activate CA Notify, the tool uses Bluetooth technology to exchange random codes between phones without revealing the user’s identity or location.If a CA Notify user tests positive for COVID-19, they will receive a verification code to plug into the app, if they choose. Any other CA Notify users who have been within 6 feet for 15 minutes or more of the COVID-19 positive individual will get an anonymous notification of possible exposure.CA Notify will accelerate how quickly people get notified of a possible COVID-19 exposure, giving people the information they need to make responsible decisions around quarantine and testing.Users who have tested positive for COVID-19 will get a text from the California Department of Public Health at 855-976-8462 with a code which they can enter into CA Notify triggering an alert to phones of people who may have been exposed in the previous 14 days.”The CA Notify system began this fall as a pilot program at UC San Diego and UC San Francisco. 2011

(KGTV) — California Lutheran University students and staff gathered Saturday to remember an alumnus and Coronado native killed in the Thousand Oaks mass shooting this month.A memorial service for Justin Meek was held on campus and live-streamed on the school's website. Meek, 23, was working at the Borderline Bar & Grill on Nov. 8 when a gunman stormed in an killed 12 other people. RELATED:  435
