(KGTV) -- Governor Gavin Newsom's new proposal would make California the first state to establish its own generic drug label in hopes of lowering the cost of medications, CalMatters reports. The proposal is part of the state budget expected to be sent to the legislature on Friday. Newsom released a summary of the proposal Thursday, although the exact cost of the plan is unclear. “It’s time to take the power out of the hands of greedy pharmaceutical companies,” the Governor said in Tweet Thursday. SAN DIEGO (CNS) - A 19-year-old man was behind bars Friday on suspicion of fatally shooting an acquaintance at a San Ysidro motel.Customs officers who recognized Jonathan Orduno of Chula Vista from a be-on-the-lookout bulletin took him into custody at the San Ysidro Point of Entry on Thursday night in connection with the death last week of 22-year-old Adrian Torres-Garcia, according to San Diego police.A housekeeper found Torres-Garcia dead in a rented room at a motel in the 100 block of Calle Primera shortly before noon March 18, homicide Lt. Matt Dobbs said. The victim, a South Bay native with no known permanent address, died of at least one gunshot to his upper body.RELATED: San Diego police investigate death of man at San Ysidro motelDobbs declined to disclose a suspected motive for the shooting or release details on what led investigators to identify Orduno as the alleged killer. The lieutenant also would not say if the suspect was trying to leave the country or was re-entering the United States at the time of his arrest.Police have not recovered the gun that killed Torres-Garcia, Dobbs said.Orduno was booked into San Diego Central Jail on suspicion of first- degree murder. Colleen Grace is the first to give an in-depth view of what led up to an entire SEAL platoon being withdrawn from Iraq following a Fourth of July barbecue and the alleged sexual assault of a sailor. Grace detailed what she witnessed that night and described other misconduct. Special Warfare Operator First Class Adel A. Enayat was charged with sexual assault. He denies any wrongdoing. The AP initially withheld his name because he filed a counter complaint saying the sailor raped him. SAN DIEGO (CNS & KGTV) -  Police believe a woman who crashed her car into a home in Talmadge  was intoxicated at the time.The crash happened about 2:30 p.m. Saturday at a home on Winona Avenue near Lucille Drive, according to San Diego police.A 23-year-old woman was driving her 2017 Honda on Winona Avenue at a high speed when she veered off the road and ran into the corner of a nearby home, according to San Diego Police Officer Robert Heims. The woman suffered serious head injuries and fractures to her right leg, and had to be taken to a hospital.No one in the home was injured.Police processed the driver for allegedly driving under the influence, Heims said.A building engineer was called in to assess structure damage, and the Red Cross helped with two residents displaced by the crash, San Diego Fire-Rescue spokesman Jose Ysea said. 880

  

SAN DIEGO (CNS) - A 38-year-old man was stabbed Wednesday morning after confronting a man he saw attempting to break into cars in a Rancho Bernardo parking lot, police said.It happened shortly before 2:10 a.m. near the intersection of Fairlie Road and Bernardo Center Drive, San Diego police Officer Robert Heims said.The 38-year-old man saw a man trying door handles of cars in a parking lot in the area and confronted him, Heims said.They got into an argument before the suspect ran away and the victim chased him, the officer said.The victim caught up to the man and they got into a fight, during which the victim was stabbed at least once, Heims said, adding that the man was taken to a hospital for treatment of non-life-threatening injuries.After the fight, the assailant was last seen running southbound on Bernardo Center Drive.The suspect was described as a 5-foot-10 white man who weighs between 140 and 160 pounds. He was last seen wearing a black hoodie and blue jeans. 989
