ENCINITAS, Calif. (KGTV) - People who live on Bonita Drive in Encinitas want the city to stop a 10-home development on their street. They say it will make the area more dangerous if a wildfire breaks out."It's a huge concern," says Sione Schad-Siebert. "When the fire starts, and Santa Ana winds blow, they move fast, and you need to get out fast."Plans for the project call for 10 single-family homes to be built on a mostly empty 2.4-acre lot. People who live around it say adding the homes will allow fires to spread faster and cause more congestion on the street if people need to evacuate.Schad-Siebert showed 10News parts of the street where the road narrows to just over the width of a couple of cars. She says fire engines can hardly get through as it is. She also worries that a nearby open-space nature trail could catch fire and decimate the neighborhood."If there's ever a fire in the canyon or if a house here catches on fire, the fire department will not get here in time to stop the fire from spreading through the neighborhood because of poor access," she says.The City Planning Commission approved the project in November, but the residents have filed an appeal.In the appeal, they list fire danger as one of six problems the new homes will bring to the area. Among the other claims are traffic issues, environmental concerns, and questions about ways they say the project skirted city rules during the approval process."I feel like the city's kind of losing its soul," says Schad-Siebert. "I feel it's selling out to developers from out of town that just want to make a lot of money."Housing has been a problem in Encinitas, where city leaders have traditionally shunned large developments. Until 2019, it had been more than two decades since the city successfully submitted a housing and growth plan to the state. The mayor says that has to change.As for the appeal, the Planning Department staff issued a 23-page memo refuting the claims point-by-point. It says the City Council should deny the appeal and move forward with the project.Schad-Siebert says if that happens, she and her neighbors plan to file a lawsuit to stop the construction.The Encinitas City Council will vote on the appeal at Wednesday night's meeting, which begins at 6 pm. (KGTV) - Police are searching for a hit-and-run driver who abandoned a vehicle after striking and killing a cyclist Saturday in Escondido.The cyclist was identified Monday as Kevin Lentz of Vista, a married father of a 1-year-old son, according to Escondido Police Lt. Scott Walters and friends of Lentz.The 36-year-old Lentz was cycling with a group on La Honda Road north of El Norte Parkway when he was hit head-on Saturday around noon, according to the Escondido Police Department.RELATED: Bicyclist killed in Escondido hit-and-run crash“The driver of the car was on the wrong side of the road, traveling at high speed on a blind curve when he hit Kevin head-on, killing him instantly,” wrote Devin Rickey on a GoFundMe page set up for Lentz’ family.Officers found the dark Toyota sedan abandoned a half-mile away, in the 600 block of Aster Street. ESCONDIDO (CNS) - A 57-year-old man in a pickup truck was killed at a head-on collision in Escondido with a Honda Accord, a police lieutenant said Saturday.The crash involving the 2005 Honda Accord and a 1996 Toyota Tacoma occurred on Valley Parkway, north of Beven Drive, said Escondido police Lt. Michael Kearney.The Honda was going west on Valley Parkway and the pickup truck was going eastbound on Valley Parkway, just north of Beven Drive, at the time of the crash, Kearney said.Police were dispatched to the scene at 11:30 p.m Friday, where the 57- year-old man was pronounced dead at the scene and paramedics rushed the motorist in the Honda, a 36-year-old man, to Palomar Medical Center, where he was being treated for non-life threatening injuries, he said.Escondido police asked witnesses to the crash to call them at (760) 839-4470. 851

FALLBROOK, Calif. (CNS) - A fire that broke out at a Fallbrook home Friday morning spread to surrounding vegetation, but firefighters halted the blaze at a quarter-acre.The blaze was reported just before 4:45 a.m. at an estimated 3,000-square-foot house in the 40300 block of Sandia Creek Drive, San Diego County Sheriff's Lt. Pat McEvoy said.North County Fire Protection District crews responded and found the structure fully engulfed, Cal Fire Capt. Thomas Shoots said. Cal Fire crews were called in once the flames spread to the vegetation surrounding the home.By 5:40 a.m., firefighters had halted the spread of the fire at a quarter-acre, Shoots said. Crews were expected to remain on scene for at least two hours to mop up any hot spots.Deputies and neighbors helped evacuate about 50 horses from the property, McEvoy said. (KGTV) - Neighbors are calling for action from the City of Encinitas after a pair of crashes along a stretch of Manchester Avenue."It's too fast," says Judy Blanchard, who lives on Manchester. "They need to do some traffic calming."Friday, a car lost control coming around a curve near the 4200 block of Manchester Avenue and crashed into a light pole. Two days before that, a pair of cars collided near the same spot.People who live nearby say speed on the road is a constant problem."People gun it. They really do," says Blanchard. "All these wannabe fast drivers, it's exciting for them to come through the curve."Blanchard had a car crash through her front yard a few years ago. It almost knocked down her prized palm tree, Bubba.City officials tell 10News they studied the road in 2017. They sent this statement from the City Manager's Office:“Based on the California Vehicle Code (CVC) and California Manual on Uniform Traffic Control Devices (CA-MUTCD), an Engineering and Traffic Study (Speed Survey) was conducted in 2017 which showed the 85th percentile speed (the speed at or below which 85 percent of all vehicles are observed to travel under) on this roadway was 47 mph. As a result, the speed limit was set by the City at 40 mph which is the lowest speed limit legally allowed based on the results of the Speed Survey. The Sheriff’s Office has been notified to increase enforcement efforts along the corridor.” Neighbors say that may not be enough. They say the street needs more warning signs and the city should reduce lanes from two to one near Rancho Santa Fe Road.
