SHENYANG, Aug. 22 (Xinhua) -- Some 253,500 residents have been safely evacuated in northeast China's Liaoning Province after torrential rains caused waters to rise to the highest level in more than a decade along a major river bordering China and the Democratic People's Republic of Korea (DPRK), local officials said Sunday.The hundreds of thousands of residents, mostly in Dandong City, were relocated in less than 24 hours from late Saturday to Sunday, provincial flood control authorities said. Among those rescued was a 23-year-old woman who gave birth to a healthy baby just hours after she was air-lifted out of the flood zone.No new casualties were reported on Sunday. Previously, authorities said four people were killed and one remains missing following floods in Dandong, a border city facing Sin'uiju City in the DPRK.Heavy rainfalls that began Thursday have swelled the Yalu River, which marks the border of China and the DPRK. On Saturday night, the water level at one monitoring station in Dandong rose to 2.35 meters above the warning line, the highest in a decade and the second highest since records began being kept in 1934.However, water levels began to dip late Sunday as rains stopped, though provincial authorities warned that the danger has not yet passed.Workers are racing to build sand bag flood barriers along part of the river where the water has overflowed. Over two thousand soldiers and crews have been mobilized to rescue stranded residents. About 70 vehicles, 38 speed boats and six helicopters were used in the rescue operations, local officials said.BABY BORNOn Sunday, a healthy baby weighing 3.9 kilograms was born in the Women and Children's Hospital of Dandong. Hours before, her mother, 23-year-old Liu Li, was stranded at home in rural Kuandian County waiting for mid-wives to come amid heavy flooding.After learning of Liu, Liaoning Governor Chen Zhenggao first ordered helicopters to send experienced doctors to Liu and later had Liu air-lifted to Dandong. Liu was immediately admitted to the hospital as she arrived."I never thought my daughter could be born in this way. If not for the emergency rescue, we both could have died," she told reporters.She was still unable to tell her family the good news as traffic and telecommunication services have not been fully restored. But doctors at the hospital said Liu and her daughter were being well taken care of and most of her hospital fees had been waived.

ZHOUQU, Gansu, Aug. 8 (Xinhua) -- At least 127 people have been confirmed dead in rain-triggered mudslides Sunday in a northwest China county, while rescuers are racing against the clock to search nearly 1,300 others who are still missing.Heavy downpours triggered landslides and mud-rock flows in Zhouqu County, Gannan Tibetan Autonomous Prefecture in Gansu Province, early Sunday morning.The rescue headquarters in Zhouqu estimated that 1,294 people are missing as of 9 p.m. Sunday. Earlier the provincial civil affairs department put the figure at nearly 2,000.Another 117 were injured, including 29 in serious condition, as of 9:25 p.m.. In addition, 1,242 have been rescued from debris or brought to safety from places such as tops of buildings.About 45,000 people have been evacuated, according to a statement from the provincial civil affairs department.The water level in the county seat of Chengguan Township had declined by 40 cm, after floodwaters carrying mud and rocks submerged half the town in the small hours on Sunday, said Mao Shengwu, head of the prefecture.Chinese President Hu Jintao and Premier Wen Jiabao instructed the Gansu provincial government and other related departments to spare no efforts to save lives. XINING, Aug. 16 (Xinhua) -- A senior anti-corruption official of the Communist Party of China (CPC) Monday urged strict supervision and inspection of relief and reconstruction work in Zhouqu County, which was devastated by a massive mudslide on Aug. 8.A supervision and inspection system must be established to ensure thorough implementation of the central authorities' instructions on disaster relief and reconstruction, said He Yong, deputy secretary of the CPC's Central Commission for Discipline Inspection.He made the remarks at a conference on supervision and inspection of relief funds and supplies.He instructed intensified supervision and inspection of medical, mud-clearing, infrastructure rebuilding, resident relocation and epidemic prevention operations.He also ordered stepped-up supervision of the use of disaster relief funds, supplies and donations, and asked local officials to make public how they were utilizing the funds in a timely manner.He said the principle of openness and transparency must be applied throughout the period of disaster relief work and reconstruction, and vowed to punish any misuse of relief funds and supplies.The mudslide has killed 1,254 while 490 people remain missing as of Monday.
