SANTA BARBARA (KGTV) - Mandatory storm evacuation orders were lifted Tuesday morning for areas burned in Santa Barbara County's fires.Residents of some vulnerable communities were ordered to leave Monday night by the Santa Barbara County Sheriff's Office.By Tuesday morning, the National Weather Service determined the critical levels of rain did not arrive, lowering the risk of debris flow.The SBCSO said several weather systems are due in the area this week but none appear to be a mudslide hazard.Evacuation and debris flow maps will be updated as needed, the SBCSO said. 593

SAN TAN VALLEY, Ariz. — Authorities are asking people to be on alert after a man in a white SUV attempted to lure a 10-year-old girl in San Tan Valley, Arizona on Wednesday. According to the Pinal County Sheriff's Office, shortly before 4 p.m., a 10-year-old girl was walking with a friend near a park in the North Pecan Creek neighborhood when a man driving a white SUV pulled up next to them.The man reportedly told the girl that her brothers were in a serious accident and that she needed to go with him. The girl then asked the man what the "code word" was, but the man did not know and drove off."Kudos to the parents of this child for having a code word and talking about to their children about stranger danger," said Sheriff Mark Lamb. "We hope by putting this out, it will encourage parents to have that conversation and create a plan with their children, so they know what to do if they are in that situation."The SUV has been reportedly seen circling the park several times a day, according to children who live in the neighborhood. “This is generally what I consider a pretty safe area, I’ve never heard of anything bad,” said Patrick McDonald, who lives nearby.“This one time, it saved my daughters life,” said Brenda James, the girl’s mother.James talked to KNXV and the media so that other parents could learn about code words as she did.“We actually just came up that few months ago. So it was something really recent from a story that I read,” James said.The man is described as being possibly in his 40s with a short beard. He specializes in mass shootings, and the mind of a killer. “You will have some people who are true psychopaths. That's relatively rare,” he said. “The majority of these folks, and they’re men, they have a grievance of some sort.  It may be real, it may be imagined.  But whatever it is, it is real to them.”An FBI report released in 2014 looked at 160 active shootings and found gunmen almost always acted alone, were usually male, had a wide range of ages, and killed themselves about 40 percent of the time.But what makes a person want to carry out such a horrific crime in the first place? Cooter says something makes them lose empathy and disconnect from their conscience. Often, he says they become overwhelmingly angry.  “They tend to isolate from people and they just ruminate over this grievance and over a period of time they will come to a point they can’t stand it anymore," he said.The Sandy Hook shooter was apparently mad at his mother. The Pulse nightclub shooter who pledged allegiance to ISIS was said to be “angry at the world,” Cooter said.Cooter believes they may let the anger simmer, building until it makes them direct their rage at society.Other shooters are what he would consider highly psychotic and unable to feel remorse.  He points to the shooter who opened fire in a movie theater in Aurora, Colorado. Doctors testified he had a psychotic mental illness. The gunman who targeted Arizona congresswoman Gabby Giffords and others was diagnosed with schizophrenia.Cooter says there’s another factor. For the deeply disturbed, a mass shooting can offer instant fame and a way to make their lives seem to have meaning.  “They become famous for a while. They’re usually not around to know it, but that’s the plan,” Cooter said. "There seem to be copycat sorts of things.”Even so, Cooter says there are plenty of people who have deep anger or other hallmarks of a mass shooter, but it’s extremely rare to actually decide to kill scores of innocent people. 2434

SAN YSIDRO (CNS) - Police have little to go on today in the case of a 19-year-old who was shot in San Ysidro, authorities said.According to the teen, he was standing on the street by himself around 11:50 p.m. Saturday when it happened, said Officer Robert Heims of the San Diego Police Department.``He heard his name called,'' Heims said. ``He then heard several shots and felt pain to his back.''The victim fell to the ground, Heims said.He wasn't able to provide police with any other information about what happened.The teen was taken to a local hospital with non-life-threatening injuries.Police ask anyone with information to contact the SDPD Southern Division at 619-424-0400 or Crime Stoppers at 1-888-580-8477. 726

SAN MARCOS (KGTV) -- A homicide investigation is underway after one person was killed in a San Marcos crash Friday afternoon.According to the San Diego County Sheriff’s Department, the crash happened around 4:15 p.m. on West San Marcos Boulevard and South Rancho Santa Fe Road.When deputies arrived, they found an unidentified woman in the back seat with trauma to her body. She was pronounced dead at the scene and the driver of the vehicle was detained.The department’s homicide unit responded and has taken over the investigation, the department said Saturday.The names of the driver and victim haven’t been released at this time and the details surrounding the crash remain unclear. 694
