BEIJING, Jan. 10 -- Shanghai has set a GDP growth rate target for the year of more than 8 percent, almost the same as 2009's economic development rate.     Party Secretary Yu Zhengsheng yesterday announced the target at a one-day session of the Shanghai Committee of the Communist Party of China.     He added the growth rate of value-added output from the service industry should be much higher than the GDP rate.     The city didn't set a higher GDP goal because it wanted to put more effort into restructuring the economy than simply seeking more GDP growth, Yu told the meeting.     The city's GDP growth was estimated to be more than 8 percent last year, a little lower than the average national level. Total retail sales of consumer goods rose by about 14 percent and growth of fixed assets investment was around 10 percent in 2009.     Yu said the targeted rate was a suitable development speed for Shanghai, which was hit by the global financial crisis during its economic restructure transition.     He told the session that the World Expo 2010 Shanghai was the most important task for the government this year.     It requires not only coordination of all districts and departments but also active participation and devotion by citizens, he said.     "We should spare no efforts to ensure a successful, wonderful and unforgettable Expo," he said.     "We should make full use of the opportunity to stimulate investment and consumption, enhance friendly cooperation with the world and build a city with international influence."     Yu emphasized the importance of security during Expo. He requested government officials to strengthen anti-terrorism efforts, guarantee food and drug safety and quality, and keep monitoring and preventing public health events, such as outbursts of swine flu.     To enhance transport during Expo, the government will continue a series of infrastructure works. More Metro lines and cross-river projects will be completed this year.     Construction of the Bund, Shanghai-Nanjing inter-city railway and the Hongqiao transport hub are planned to be finished this year.     Yu stressed that government officials should consider people's interests at all time and listen to their advices. He said the government should reduce impact on life during Expo as much as possible.     Also, Yu said regulation and control in the real estate market will be improved to help it develop in a healthy and sustainable way. And 500,000 new jobs will be created to keep the unemployment rate around 4.5 percent.

GUANGZHOU, Nov. 1 (Xinhua) -- China is to maintain basic stability and continuity in the economic policies and RMB exchange rate to ensure a foreseeable prospect for its businesses.     Minister of Commerce Chen Deming made the remarks Sunday at the Canton Fair, an important barometer of China's foreign trade, in Guangzhou City, capital of southern Guangdong Province.     In the following months, China would maintain stability of the macro-economic policies, stick to the proactive fiscal policy and moderately easy monetary policy, Chen said.     Meanwhile, the RMB exchange rate should also maintain relatively stable so that domestic manufacturers and exporters can better predict and adjust to the market, Chen added.     Chen said the number of participants to the fair and the trade volume showed China's foreign trade was recovering, but uncertainties remained.     Chen urged Chinese enterprises to enhance their competitiveness with better quality and lower cost by technological upgrading and restructuring. "Next year, our focus will be on the quality of export products," he said.     "Enhancing competitiveness with better product quality and brand-building is also an effective way of avoiding trade protectionism," Chen added.     In the previous three quarters this year, 19 countries and regions have launched 88 trade remedy investigations against Chinese goods, totaling 10.2 billion U.S. dollars.     "In addition to the recovering export, China's import is also on the rise, contributing significantly to the recovery of the world economy," Chen said.

BEIJING, Dec. 1 (Xinhua) -- The Purchasing Managers' Index (PMI) of China's manufacturing sector stood at 55.2 percent in November, unchanged from the previous month, the China Federation of Logistics and Purchasing (CFLP) said on Tuesday.     It was the ninth straight month that the PMI reading stayed above 50.     A reading of above 50 suggests expansion, while one below 50 indicates contraction. The PMI includes a package of indices that measure economic performance.     In November, new order index and output index both held steady from figures in the previous month at 58.4 percent and 59.4 percent, respectively.     New export order index was 53.6 percent, down by 0.9 percentage points compared to November while purchasing price index rose by 6.5 percentage points to 63.4 percent.     Only three out of the 20 surveyed sectors reported a PMI index reading below 50, which were paper making and printing, oil processing, and beverages making.    

MANILA, Nov. 19 (Xinhua) -- China's top political adviser, Jia Qinglin, and Philippines Senate President Juan Ponce Enrile pledged to boost cooperation between the Chinese People's Political Consultative Conference (CPPCC) and the Philippine Senate when they met here Thursday.     Jia, chairman of the CPPCC National Committee, said China-Philipines ties had witnessed healthy development since the two countries established diplomatic ties in 1975.     "China and the Philippines share broad common interests," Jia said, highlighting the enhanced mutual political trust, booming economic and trade ties, frequent humanitarian and cultural exchanges and close coordination on international and regional issues. BEIJING, Jan. 4 (Xinhua) -- Beijing saw smooth flow of traffic Monday, the first workday of 2010, after a snow storm Sunday caused traffic breakdown in the national capital.     The city's bus and subway services went smoothly on Monday, with no gridlock and serious traffic accidents reported, according to the Beijing Traffic Management Bureau.     During the peak hours on Monday morning, the Beijing Subway Operating Company dispatched 20 additional subway trains to ease the passenger flow.     The early bus of all routes started off on time in the morning, according to the Beijing Public Transport Holdings.     Most of the bus services ran smoothly, while only 19 lines leading suburban mountainous areas were suspended, it said.     From 9:00 p.m. Saturday to 8:00 a.m. Monday, more than 20,000 sanitation workers were dispatched to clean the snow in the city's main roads with 15,710 tonnes of snow-dissolving agent, said Zhang Zhiqiang, an official with the Beijing Environmental Sanitation Group Co., Ltd.     By 9:00 a.m., all expressways in Beijing reopened to traffic, while some national and municipal highways were shut down due to the slippery road conditions.     The vehicle flow in Beijing was reduced Monday after authorities announced on Sunday that classes in primary and middle schools would be suspended on Monday, and urged institutions and companies to stagger their work time.     However, transportation in eastern Shandong Province and northern Inner Mongolia Autonomous Region was seriously affected by the heavy snow.     By 9:30 a.m. Monday, many expressways in Shangdong were closed and 19 flights cancelled in the Yantai International Airport.     In Inner Mongolia, 13 trains were delayed Monday in Hohhot, the regional capital, said the Hohhot railway authorities.     The No. 1820 train, carrying more than 800 passengers, started off at 5:10 p.m. after being stranded for 12 hours, they said.
