INDIANAPOLIS -- 14 offenders at the Indiana Women's Prison are now enrolled in a year-long program that will teach them how to create web applications.The non-profit "Last Mile" is offering the software engineering training. Governor Eric Holcomb joined members of the first class on Thursday, along with Last Mile board members, including rapper and entrepreneur MC Hammer, to kick off the program."I've been in and out of DOC a few times in my life in the past, so I know firsthand about some of the stumbling blocks that exist. Therefore, when I heard about this program, it just really inspired me to apply, because I want to be a success," said Stacy Jennings, a Last Mile participant.Fifty women applied for the program but only 14 were selected.The idea is to arm the women with the skills needed to knock down barriers and land a job once their time behind bars is done.Business and community partners will offer internships."What I hope to get is a new beginning. The opportunity to be able to support myself, be financially stable and also help others to know it's never too late to keep moving forward," Jennings said. Introduction on coding in the Indiana Women's Prison starts on Monday. The women will be in class about 30 hours per week.Indiana is the second state in the nation to launch "Last Mile."  1365

It's been six months since President Donald Trump moved to end a program that protected young undocumented immigrants from deportation, and Washington seems to be no closer to a resolution on the day everything was supposed to be solved by.March 5 was originally conceived to be a deadline of sorts for action. When Trump ended the Deferred Action for Childhood Arrivals program in September, he created a six-month delay to give Congress time to come up with a legislative version of the policy, which protected young undocumented immigrants who had come to the US as children.The Department of Homeland Security was going to renew two-year DACA permits that expired before March 5, and Monday was to be the day after which those permits began expiring for good.But multiple federal judges ruled that the justification the Trump administration was using to terminate the program was shaky at best -- and ordered DHS to resume renewing all existing DACA permits. And the Supreme Court declined the administration's unusual request to leapfrog the appellate courts and consider immediately whether to overrule those decisions.That court intervention effectively rendered the March 5 deadline meaningless -- and, paired with a dramatic failure on the Senate floor to pass a legislative fix, the wind has been mostly taken out of the sails of any potential compromise.Activists are still marking Monday with demonstrations and advocacy campaigns. Hundreds of DACA supporters were expected to descend on Washington to push for action.But the calls for a fix stand in contrast with the lack of momentum for any progress in Washington, with little likelihood of that changing in the near future. Congress has a few options lingering on the back burner, but none are showing signs of imminent movement.March 23 is the next government funding deadline, and some lawmakers have suggested they may try to use the must-pass package of funding bills as a point of leverage.But sources close to the process say it's more likely that efforts will be made to keep a bad deal out of the omnibus spending measure than to come up with a compromise to attach to it, as no solution has a clear path to passing either chamber and the House Republican leadership has opposed attaching any immigration matter to a spending deal."I have a feeling that anything that goes with the omnibus is going to be a punt, so I'm not excited about that. That's not my goal," Rep. Carlos Curbelo, a Florida Republican who has been one of the loudest voices pushing for a DACA fix on the GOP side, told reporters last week.In the Senate, Jeff Flake, an Arizona Republican, and Heidi Heitkamp, a North Dakota Democrat, have introduced a bill that would give three-year extension to the DACA program along with three years of border security funding, though that legislation has yet to pick up any momentum and many lawmakers remain hesitant to give up on a more permanent fix. The Senate is also still feeling the residual effect of the failure of a bipartisan group to get 60 votes for a negotiated compromise bill, which suffered from a relentless opposition campaign from the administration. Trump's preferred bill failed to get even 40 votes, far fewer than the bipartisan group's.On the House side of the Capitol, a more conservative bill than even Trump's proposal has been taking up the focus. The legislation from Judiciary Chairman Bob Goodlatte, a Virginia Republican, and others contains a number of hardline positions and no pathway to citizenship for DACA recipients, and it fails to have enough Republican votes even to pass the House. It is considered dead on arrival in the Senate.But conservatives in the House, buoyed by the President's vocal support for the bill, have gotten leadership's commitment to whip the measure, and leadership has been complying for now. According to lawmakers and sources familiar, House Speaker Paul Ryan, a Wisconsin Republican, talked about the bill in a GOP conference meeting during the House's short workweek last week, and continued to discuss ways to get enough votes.Lawmakers estimate that at this point, the measure had somewhere between 150 and 170 votes in its favor, far fewer than the 218 it would need. But the bill's authors are working with leadership to see whether it can be changed enough to lock up more, even as moderates and Democrats remain skeptical it can get there."The vote count is looking better every day," said Rep. Jim Jordan, a conservative Ohio Republican who has been a vocal advocate for the bill. "I think if leadership puts the full weight of leadership behind it, we can get there. ... The most recent report I've heard is whip count is getting better."Moderate Republicans, however, are holding out hope that the party can move on from that bill and seek something that could survive the Senate and become law."Bring up the Goodlatte bill that went through Judiciary. If it does not have 218 votes, then let's go to the next one that makes sense for DACA," said Rep. Jeff Denham, a California Republican who has supported a compromise on DACA.In the meantime, most think DACA recipients will continue in limbo, especially with the courts ensuring that renewals can continue for now."It's good news for people in the DACA program, because they can continue renewing their permits. I have mixed feelings on what it means for us here, because we know this institution sometimes only works as deadlines approach, and now there isn't a deadline," Curbelo said.  5518

In the hectic eight days after President Donald Trump fired FBI Director James Comey, Deputy Attorney General Rod Rosenstein and top FBI officials viewed Trump as a leader who needed to be reined in, according to two sources describing the sentiment at the time.They discussed a range of options, including the idea of Rosenstein wearing a wire while speaking with Trump, which Rosenstein later denied. Ultimately, then-acting FBI Director Andrew McCabe took the extraordinary step of opening an obstruction of justice investigation even before special counsel Robert Mueller was appointed, the sources said. The obstruction probe was an idea the FBI had previously considered, but it didn't start until after Comey was fired. The justification went beyond Trump's firing of Comey, according to the sources, and also included the President's conversation with Comey in the Oval Office asking him to drop the investigation into his former national security adviser Michael Flynn.The new details about the genesis of the obstruction case into Trump that became a key element of the Mueller probe shed light on the chaotic week following Comey's firing and the scramble to decide how best to respond. They also help to explain the origins of the Mueller investigation that has stretched across 19 months, consumed Trump's presidency and is building toward a dramatic day of courtroom filings on Friday.A Justice Department official strongly disputed Rosenstein sought to curb the President, emphasizing that his conversations with McCabe were simply about talking through ways to conduct the investigation. "He never said anything like that," the source added.Other sources said that the FBI would only take such dramatic action if officials suspected a crime had been committed. But Rosenstein and other senior FBI officials also had deep concerns about Trump's behavior and thought he needed to be checked, according to the sources.A spokeswoman for McCabe did not provide comment for this story."It's shocking that the FBI would open up an obstruction case for the President exercising his authority under Article II," said the President's attorney Rudy Giuliani.The Washington Post first reported last year that the obstruction investigation started before Mueller's appointment, but the sources offered a more complete picture of the drastic actions law enforcement leaders took during that feverish period.Prior to Comey's firing, top FBI officials had discussed opening an obstruction investigation based on the President saying to Comey, "I hope you can let this go" when discussing Flynn. That episode was later described in memos Comey wrote following the February meeting that the former FBI director would leak soon after his firing.Comey's attorney did not comment for this story, but pointed to Comey's 2017 testimony to the Senate Intelligence Committee.Comey, however, hinted at the discussion in his book."We resolved to figure out down the road what to do with the president's request and its implications as our investigation progressed," he wrote.Then, on May 9, Comey was fired.The subsequent meetings led by Rosenstein and McCabe were held soon after the White House made clear that Rosenstein's memo addressing concerns about Comey's conduct during the Hillary Clinton probe was central to the President's decision. One of the sources likened it to "spitballing" about potential steps in the mold of "What are the options. What makes sense. What doesn't?"For the deputy attorney general, the obstruction investigation into Trump and the appointment of the special counsel has turned his entire Justice Department tenure into an awkward role of supervising the Mueller investigation after he -- voluntarily, sources said -- wrote the memo justifying Comey's firing. INDIANAPOLIS — A special prosecutor chose not to press charges against Indiana Attorney General Curtis Hill, after four people accused him of sexual misconduct. The alleged sexual misconduct happened in the early morning hours of March 15, 2018, at a party at A.J's Bar in Indianapolis. The alleged behavior included suggestive statements and unwanted touching by Hill.  Hill did not deny touching occurred but said it was either incidental to conversation or movement in the bar, according to the prosecutor's report.The special prosecutor, Daniel Sigler, investigated a potential charge of misdemeanor battery. Fifty-six witnesses were interviewed during the investigation, and a video statement was obtained by Curtis Hill."Mr. Hill was cooperative with my requests throughout the process as were all witnesses interviewed," Sigler wrote in his statement. Sigler said he found the women's claims as "true and credible.""Their motives appeared sincere and I found all to be credible in their belief that Hill touched them in a way that was inappropriate," Sigler wrote. "The decision made today should not and does not reflect on their credibility," Sigler wrote at the end of his statement. "They addressed their concerned in an appropriate fashion and forum and should be subjected to no criticism."The Indiana Inspector General also released a report about the investigation. The Inspector General's report is more detailed in those interviewed, and the exact allegations against Hill. Of the 39 people interviewed who attended the party at A.J.'s Bar, 20 of them said Hill appeared to be intoxicated. When asked why they believed that, some said he was slurring his words or had trouble standing up. One witness described him as "acting like a freshman at a college frat party," while another said he behaved in a "predatory, intoxicated manner." Another 15 people at the party said they couldn't comment, weren't sure, or couldn't remember if Hill was intoxicated. Four said they didn't believe he was intoxicated. The initial accusation against Hill came from Mara Candelaria Reardon, an Indiana State Representative from Munster, Indiana. She told investigators Hill put his hand on her back at the party, then slid it down her dress and grabbed her buttocks. She said she told him to back off, then left the conversation.Later in the evening, Reardon said Hill returned to her and touched her back. She reported that Hill said "that back, that skin" when he touched her.The investigators interviewed a male witness to the incident, who said he saw Hill touch her "with his own two eyes." Other witnesses said they saw them together and saw Hill touching her back, but didn't see how far down his hands went. One of those witnesses said Reardon approached him and said that Hill was "a creep," but said she didn't elaborate further.Hill's second accuser told investigators he approached her and started rubbing her back. She told investigators "she felt trapped," and was uncomfortable and embarrassed, and afraid of how others would see what happened. A third accuser told investigators Hill approached her and made her uncomfortable with the conversation. She said she told him "it's really hot in here," and Hill replied, "Yes, you're really hot."In addition to the known four public accusations, investigators also learned of two more incidents where people stated they were made uncomfortable by Hill's actions at the party, according to the Inspector General's report.“While the findings of our investigation did reveal unacceptable behavior by a state officeholder, and which significantly impacted those affected, we respect the grounds on which Special Prosecutor Sigler made his decision,” Inspector General Lori Torres said. In an announcement shortly after Sigler's, the women who accused Hill said they are pursuing a civil lawsuit against him. Hill's attorneys released a statement about the announcement.
