SAN DIEGO (KGTV) -- One month before the start of the new school year, San Diego Unified School District released the details of its online learning plan for the 2020-2021 school year.The school district's plans were created over weeks of discussions with parents, students, educators and administrators. San Diego Unified will start the school year Aug. 31. Details of the online learning plan include:A six-hour school day with customized learning experiences for each K-12 studentAll students will have daily, live interaction with their teachers via video conferencingCustom learning experiences will be based on student needs and will include daily live, online instruction (up to three hours), independent learning (at least two hours), working with other students in small groups or participating in educator office hours (at least one hour)All Elementary students will receive instruction in reading, writing, mathematics, science, social studies, physical education, and the artsStudents will receive grades to measure their progress“We continue working to bring all students back to campus as soon as it is safe and responsible to do so. In the meantime, we must ensure our students continue to learn and make academic progress,” said Superintendent Cindy Marten.Superintendent Marten said the district will continue working on access and providing free computers and Wi-Fi service to families that need them.SDUSD plans to release additional details of the online learning plan for the fall on Aug. 10, the same day on which the district plans to provide the next public assessment of when it will be safe to physically reopen. 1646

SAN DIEGO (KGTV) - One CHP officer is dead, two were injured in a shootout in Riverside Monday and one CHP officer was injured in El Cajon by a hit-and-run drunk driver Tuesday night. CHP is now examining their protocols, seeing if there are lessons to be learned from Riverside.10News spoke with a veteran CHP officer to find out what protocol is in place to protect officers.Veteran CHP officer Phil Konstantin dedicated a decade to the force and has many stories to tell. "Crashed into by vehicles, I've had to jump out of the way of vehicles, and I've been shot at," he said.Around 10:30 p.m. Tuesday night a CHP officer was trying to remove debris from the 94 freeway when officers say a man drove into the center divide multiple times. The officer tried to wave the man down and was hit. The man drove away and was stopped a short time later.He was driving 13 mph in the shoulder with his hood obscuring the windshield. Our 10News Breaking News Tracker recorded the driver stumbling during his field sobriety test. The man was arrested for DUI.His girlfriend drove to the scene and was also arrested for DUI.Konstantin says a traffic stop is one of the most dangerous parts of their job.He said when they pull a car over, officers turn their wheels away from the shoulder so if their car is hit, it rolls into traffic instead of into the car the officer pulled over or the officer. He also said he kept a vigilant eye on the people in the car and on traffic."All of the sudden if I lose sight of you and you're jumping into the car very quickly, are you going for a gun like with what happened in Riverside?" He said being vigilant will save your life.In 1987 Konstantin's training was put to the test. "As soon as the car stopped moving someone got out of the passenger side and shot at us.'' He and his partner were working the graveyard shift and pulled over what they thought was a drunk driver. It turned out being a pair who had kidnapped a restaurant owner they robbed and they were trying to go to the man's home to ransack it."The guy aims at the car in general and then at someone who would've been standing by the driver's side door. Has I been standing at the driver's side door, I would've been hit by buckshot," he said staying in the car and ducking saved his life.He said any driver can help an officer by keeping their hands on the wheel, listening to an officer's directions, and telling an officer if they need to reach somewhere to get their license, so they don't think you will harm them. 2524

SAN DIEGO (KGTV) - Police are searching for a man who reportedly grabbed three women on three separate occasions before running away.The most recent incident was reported on Feb. 25, at about 7:30 p.m. near the intersection of Iris Ave. and Oro Vista Rd. A 22-year-old woman was walking when an unknown man walking in the opposite direction grabbed the woman's breasts and ran away, San Diego Police said.The incident is similar to two others reported in the same area.The first one, on Oct. 30, 2017, happened at about 7:30 p.m. and the second on Jan. 17, 2018, at about 9:30 p.m. Both occurred in the 1500 block of Oro Vista Rd. with a similarly described suspect who grabbed the women and ran away.The suspect is described as a Hispanic male in his early 20s, about 5-foot-6, and weighing about 220 pounds. SAN DIEGO (KGTV) -- One man is behind bars after a series of events in Rancho Penasquitos, including nearly running over a firefighter. Around 2:30 p.m. California Highway Patrol received a report of a reckless vehicle on SR-76 near Cole Grade Road Monday. The blue Toyota RAV4 was reported after unsafely passing vehicles and speeding in the area. Shortly after, CHP reported that the driver - Falahi Abrahim - was involved in a crash and started a brush fire.Shortly after Cal Fire responded to the fire, 37-year-old Abrahim from fled the scene - nearly hitting the firefighter who was trying to help him.Police officers followed, but Abrahim refused to stop and a pursuit began. The pursuit continued westbound on SR-76 to I-15 and transitioned to I-15 Southbound. The vehicle continued to flee from officers on I-15 Southbound and exited the freeway at Camino Del Norte where the vehicle progressed eastbound.During the chase Abrahim failed to stop for two red lights at separate intersections and officers discontinued the pursuit in the interest of public safety.A San Diego Police Department helicopter continued to follow the car, communicating Abrahim's location to the CHP. At 3:11 p.m. the driver stopped near the 10000 block of Carmel Mountain Road. After a short foot pursuit, Abrahim was taken into custody and arrested under suspicion of driving under the influence of a drug and felony evading charges.The incident involving the assault of the firefighter at the collision scene is still under investigation. 1572

SAN DIEGO (KGTV) — One man was seriously injured after being struck by a vehicle while leaving a flower shop in Rolando.The 68-year-old man was walking northbound in an intersection in the 7000 block of El Cajon Blvd. at about 12:30 p.m. when he was hit be a Honda Fit traveling eastbound, San Diego Police said. The man was taken to a nearby hospital and treated for life-threatening injuries.The driver remained at the scene. Police do not suspect alcohol to be a factor.Witnesses at the scene told 10News the man had just purchased flowers from someone nearby before being hit.SDPD's traffic division was investigating the incident. 643
