NEW YORK, N.Y. - In August of 1956, Ellerbe, North Carolina resident Henry Frye was on his way to get married in a town about an hour away. He thought he’d kill two birds with one stone and register to vote at the Ellerbe Town Clerk's office before the wedding. In Ellerbe, you could only do it on Saturdays.Frye was a former air force captain, and college graduate just about to enter the University Of North Carolina Law school. But the clerk, who knew Frye's family and all about his accomplishments, asked Frye a series of test questions on history and the constitution.“Well, I said, 'why are you asking me all these questions? I’m just here to register to vote,'" Frye told PIX 11. “And he said, 'they’re all in the book and if you don’t answer, I’m not going to register you to vote.'”Frye said the clerk pulled out a blue, nondescript book and showed it to him. Frye was being subjected to what’s called a literacy test. He did get married that day, but after he refused to answer the clerk’s questions, he did not register to vote that day.In 1969, elected as the state’s first black lawmaker since reconstruction, Frye had one thing in his sights.“The first bill I introduced was a resolution to abolish the literacy test as a requirement for voting in North Carolina," he said.Two years after Frye was elected to the state General Assembly, he was joined by the Reverend Joy Johnson and two years after that by attorney Mickey Michaux. The three men formed the state’s first Black Caucus and, together, they worked to strengthen the state’s voting protections.It all began to unravel in 2010, Michaux said.‘When the Republicans took over in 2010 and 2011 after we had passed everything we needed, they began to erode all we had done,” said Michaux.The 1965 Landmark Voting Rights act should have been the last word on the subject, but 2013 changed all that.In the 2013 U.S. Supreme Court ruling in Shelby County vs. Holder, the “pre-clearance authority" was gutted. The ruling basically nullified part of the law that mandated that any state that wanted to make changes to its voting laws had to get the move cleared by the Justice Department to guard against discriminatory laws. As warned by critics, the ruling had the subtle effect of a sledgehammer on a swollen damn.“The discriminatory voter ID law went into effect in Texas as soon as the decision came down,” said Sean Morales Doyle of the Brennan Center for Justice. “North Carolina acted to pass laws that the Supreme Court itself said targeted Blacks with a surgical decision.”Michaux argued against one of North Carolina’s Republican-backed voting bills on the floor of the North Carolina General Assembly.“I think I said on the floor that they should send that bill to hell where it would never rise again," he said.A 2018 Brennan Center report concluded that previously covered states, nine as a whole, and some counties and townships in five others, had purged voters off their rolls at significantly higher rates than non-covered jurisdictions. They had also enacted laws and other measures to restrict voting.As of 2019, 29 states had put new voting restrictions in place, from cutting down the number of days to vote to eliminating early voting as well as closing polling places.“One of the tactics we’ve seen in the aftermath of Shelby versus Holder is that many states have closed down polling sites which just happen to be in low-income, African American communities, and communities of color,” Congressman Hakeem Jeffries (D-NY) said.The Leadership Conference on Civil and Human Rights has found that since 2013, nearly 1,700 polling places have been closed in 13 states, including nearly 1,200 in southern States. In Georgia, seven counties now have just one polling site each to serve hundreds of square miles.Democrats are also concerned about voting during the pandemic. President Donald Trump and Attorney General William Barr assailed mail-in voting as wrought with fraud, despite evidence to the contrary. There are also concerns about Trump mega-donor and new Postmaster General Louis DeJoy. There are concerns that DeJoy is degrading the postal services capabilities to handle mail-in ballots in the run-up to the election.Henry Frye, meanwhile, has retired from public service as Chief Justice and the first African American to serve on North Carolina’s Supreme court. And Mickey Michaux retired as the longest-serving member of the state’s General Assembly in North Carolina’s history. Michaux has little love for those seeking to tear down all that he and his colleagues in the North Carolina Black Caucus worked for.“Like one Republican said to me 'Y’all just want everybody to vote don’t you,'" he recalled. New data shows that those who use Duolingo — a popular language app — can learn the equivalent of four semesters of university study. The app is free for all, and parents and teachers say it is a good supplement for students of all ages who are learning from home this fall.Averill, 10, is quite the Duolingo master. Her Spanish teacher recommended the app to pair with her in class lessons a few years back. Averill took that one step further.She's currently learning Korean. When she masters that, it will be her third language."My dad is Korean, and so my grandparents speak Korean," Averill said. "I'm trying to learn it because we're planning a trip to Korea to visit some relatives and I'm trying to learn it so I can speak to them a little bet,ter than I can right now."She likes to take what she's learned and practice on her grandparents. So far, she says, she's doing pretty well.Korean and Spanish are two of the 39 featured languages on Duolingo. This spring, when COVID-19 sent America into lockdown, new users flocked to the app. Dr. Cindy Blanco is a learning scientist at Duolingo."Our new users spiked 66%, which in any other time would be enormous but the spike continued the rest of the month," said Dr. Cindy Blanco, a learning scientist at Duolingo. "Our new user growth in March was 113%, which is unprecedented — kind of the word of the year."People were also downloading the app to keep their language skills sharp and because teachers needed help."The most important thing to not fall behind in a language course is to keep getting in front of that language," Blanco said.As a Doctor of Linguistics, Blanco is a Duolingo user herself. She's currently trying to keep up with her Russian. She's already well-versed in Spanish, French, Catalan, Italian and American Sign Language.Blanco says Duolingo offers all sorts of content, including lessons, short stories, podcasts, and seven a virtual language practicing event. Because Duolingo is app-based, it means users can access it from anywhere, anytime."It's more important than ever that we create products that can meet people where they are and where they are is at home with small handheld devices," Blanco said. "So, how can we get language learning literally in your hands?"It's also fun. The program moves away from textbooks and worksheets that many find monotonous, especially when it comes to language."We often associated language-learning with dry high school classes of textbooks and worksheets," Blanco said. NEW YORK CITY — A shark washed up on Rockaway Beach in Queens on Monday afternoon, just days before the scheduled reopening of New York City beaches for swimming.The shark appears to have been injured after being caught up on a jetty, a Parks Department spokesperson said. The shark has since died.Parks staff removed the shark's body from the beach."We kindly ask New Yorkers to respect the space of any wild animal and appreciate them from a distance," the spokesperson said. "If you see a wild animal, report the sighting to the WildlifeNYC website."There are about 25 species of sharks in the waters off of New York, according to New York Aquarium Director Jon Dohlin. NEW YORK, N.Y. - There is no secret ingredient at Enoteca Maria on Hyatt Street in Staten Island.But someone special is always in the kitchen. The restaurant closed its dining room with the rest of the city in mid-March.It seats about three dozen people in the St. George section of Staten Island. Since opening in 2007, it has featured a rotating special menu prepared by the women along with an Italian menu.It’s known as the Nonna Project, which is Italian for “grandma.”To create a revenue stream and protect the health of the grandmothers and staff, they have not reopened.The women head to the kitchen one at a time to make batches of sauce to sell on the restaurant website.Rosa Correa will share her recipe for her delicious sauce from Peru. Don’t forget the chilies.“Amarillo, onions, garlic, that’s it,” she said.Maral Tseylikman is from Azerbaijan. She says she misses the customers.“I do for you the best I can and you will enjoy,” she said.Owner Joe Scaravella hasn’t planned for a reopening yet. New numbers just released by the American Academy of Pediatrics (AAP) on Monday show the number of COVID-19 cases is going up sharply among a group of children.The new numbers show children now account for 9.5 percent of all COVID-19 cases across the United States with 476,439.“Children are not immune. Children can get this disease. Some children can get very sick from this disease,” said Dr. Sally Goza, president of the AAP. “When we first started with this, we were saying children were about 2 percent of all the cases, so they’re now 9.5 percent, so we are seeing a number of children that are cases.”Since May 21 COVID-19 cases in children have increased by more than 700 percent, while the total number of cases has risen 270 percent.In the same time frame, child hospitalizations from COVID-19 have nearly tripled that of the general population, rising 356 percent compared to 122 percent.Deaths have doubled in proportion, as well, as child COVID-19 hospitalizations have risen 229 percent compared to 115 percent for all age groups.“Kids are back playing sports. Some kids are back in school,” said Dr. Goza. “So, it would make sense that children would be increasing as well.”Dr. Goza says as we resume a more normal lifestyle a rise in children is expected, but it is the quick increase in proportions that is concerning. She says it comes down to one thing doctors have been preaching for months now: reducing community spread.“The whole thing of we need to decrease the community spread of this disease,” said Dr. Goza. “That’s what [these numbers] tell me is that we have not done a good job of decreasing community spread, because it’s now spreading to our young children.”Dr. Goza says the new numbers are not worthy of panic, but it is a sobering reminder that even those deemed most resilient to this disease are at-risk and need to heed precautions just as much as everyone else.“This virus is serious. We’re not done with it. We may feel like we’re done with it, but this virus is not done with us yet,” she said. 2045
