(KGTV) -- A proposition that would give more power to local governments over rent control has failed. Proposition 21 would have allowed counties to apply rent control to housing more than 15 years old, with the exception of some single-family homes.Single-family homes owned by people with no more than two properties would have been exempt under proposition 21.Those in support say it’s the change needed to combat homelessness and keep people in their homes. (KGTV) — As a caravan of migrants from Honduras marches through Mexico, participants have said they are determined to press on to Tijuana.The caravan has also drawn daily discussions among U.S. leaders as to how to deal with the incoming group, who have said they plan to apply for asylum.It's not clear how close the caravan will be when Election Day rolls around on Nov. 6, but the group's journey is expected to play a large part in the elections.RELATED: As many as 15,000 troops to be deployed to borderThe caravan has said they fled Honduras because of the state of employment, quality of life, and the threat of crime they are faced with in the country — similar to a caravan which came to the U.S.-Mexico border in Tijuana in April.Here is a look at the caravan and actions by U.S. leaders since the group's journey began in October:Oct. 13 — Migrant caravan forms in the Honduran city of San Pedro Sula and begins to head north.Oct. 15 — The caravan arrives at the Guatemala-Honduran border, facing a blockade by local police for nearly two hours. Police eventually allowed the migrants to continue through after they refused to turn back. Oct. 16 — President Donald Trump tweets he's told Honduran President Juan Orlando Hernández, El Salvador, and Guatemala that "no more money or aid" will be given if they allow the caravan to continue to the United States.Oct. 19 — Migrants reach the Guatemala-Mexico border and begin to request asylum in Mexico.Oct. 20 — Battling sweltering heat while waiting to cross the border, some migrants begin to cross into Mexico using makeshift rafts to cross the Suchiate River and climbing over fences.Oct. 21 — Crowds of migrants continue their journey north from the Mexican border town of Ciudad Hidalgo. (KGTV) - A San Diego father who lost his daughter after she was hit by shrapnel from an exploding airbag spoke to Team 10 about the latest death connected to these faulty devices.The latest death occurred in June, according to a statement released by Honda, which made the car involved in the crash. The driver, Armando Vargas Ortega, was hit by shrapnel from the airbag when a 2002 Honda Civic crashed at an intersection, a Honda spokesman said. The death occurred a few days later.Alexander Brangman understands their pain. On Sept. 7, 2014, his daughter Jewel Brangman rear-ended a van in her rental car on a freeway in Los Angeles. Four vehicles were involved. Everyone walked away from the crash, except her.Alexander Brangman said shrapnel pierced her neck. (KGTV) - A former Veterans of Foreign Wars official is in custody in Bakersfield on suspicion of sex crimes which alleged victims say started in San Diego. Timothy Machin, 51, was arrested on July 2 and is currently being held on ,000,000 bail. The VFW confirmed to Scripps affiliate KERO that Machin was the commander of VFW Post 97 in Bakersfield. According to the police report, one person estimated that Machin had sex with her "almost 1,700 times." There are also multiple victims, according to the report. Child Protetctive Services was called by one of the alleged victims on July 1. CPS contacted Bakersfield Police on the same day to report the allegations. One alleged victim told Bakersfield Police that Machin forced her to perform oral sex on him during some of the encounters. The same person someone walked into the room one time when Machin was having sex with her. The alleged victim said Machin and the other person argued, but nothing happened beyond the argument, according to the documents. The accusers told investigators that the abuse started when Machin lived in San Diego. Machin moved to Bakersfield from San Diego in 2009. One alleged victim told police she didn't come forward sooner because previous reports of abuse went unheeded and she thought reporting the "incident would be meaningless." Machin resigned the position of commander July 10, according to Wayne Wright, who has taken over command of the post. He added that Machin is still a member of the VFW Post. Wright declined to comment on the allegations because it is an active investigation. Wright said the commander position is the top-ranking official at a VFW Post. Machin was arraigned on Friday, July 5, and pleaded not guilty. He's been charged with two counts of incest and three counts of lewd or lascivious acts with a child under the age of 14. He's expected back in court on July 17. 1896
