SAN DIEGO (KGTV) - A Delta passenger mauled by an emotional support dog has filed a lawsuit against the airline and the dog's owner, a Marine combat veteran.In June 2017, Marlin Jackson boarded a San Diego-bound flight in Atlanta headed for a work conference. Soon after, fellow passengers watched in horror as a brutal dog attack played out in front of them.Jackson sat in a window seat. In the middle seat was a Marine veteran was with an emotional support dog, a chocolate lab pointer mix, in his lap. According to a Jackson's just-filed lawsuit, while he was securing his seat belt, "the animal began to growl."RELATED: Service dog or pet? Hillcrest businesses take action against the fakes Jackson says the dog's owner, Ronald Mundy, reassured him before the dog lunged and bit Jackson several times in the face . The lawsuit states the dog was briefly restrained, before pinning Jackson against the window and mauling Jackson again, resulting in 28 stitches and permanent loss of sensation in his face. He bled so profusely that "an entire row of seats had to be removed."The incident sparked national headlines, and tighter policies for emotional support and service animals. For example, Delta now requires proof of training, adding rules for the types and ages of the animals, as well the duration of flights that allow emotional support animals.Delta declined to comment citing pending litigation. SAN DIEGO (KGTV) - A 55-year-old homeless man who was attacked with a skateboard while sleeping in North Park has died, San Diego Police said.Arthur Angulo was sleeping in alley in the 2800 block of El Cajon Boulevard  at around 4:30 a.m. Saturday when a man bashed him repeatedly with a skateboard, according to police.  Angulo suffered ``visible signs of major trauma to his upper body,'' San Diego police homicide Lt. Todd Griffin said.``The attack was unprovoked," officer Tony Martinez said over the weekend.RELATED: Sleeping homeless man attacked in North ParkAngulo was taken to Scripps Mercy Hospital, where medical staff determined he would not survive and placed him on life support, Griffin said.He was removed from life support Thursday "and died in the hospital as the result of his injuries,'" Griffin said.Police said the attacker is white, about six feet tall, and between 19 and 26 years old. SAN DIEGO (KGTV) - A candidate for the County Board of Supervisors says he may open his own doors to the homeless.Attorney and North Park resident Omar Passons is now leaning towards renovating his detached garage and housing homeless.Passons first began mulling it over after reading a recent local opinion piece touting the idea of a so-called "foster care system" for the homeless, matching transients with willing homeowners.Passons says the foster homes would likely house those needing transitional housing - perhaps several weeks - with applicants screened by a city or county agency.He plans more research on the topic, but says the idea could fit as one part of a comprehensive plan to combat homelessness."Because of the housing shortage, this becomes - at least in a portion of the circumstances - a lower-cost alternative to standing up an 80-unit building.  I do think there is space for creative solutions, and I hope this starts to open people's minds to what is possible," said Passons.Passons posted his idea on the Nextdoor app, which drew a sharply divided reaction.  Among those voicing concerns is his neighbor Anastasia Colfer, who has frequently found transients sleeping in her yard."If the transients aren't screened properly, then we have got major problems," said Colfer.  1322

  

SAN DIEGO (KGTV) - A 21-year-old man was hospitalized Monday after he was stabbed in the back and arm by a home intruder in the Oak Park neighborhood, police said.It happened around 11:55 p.m. Sunday at a home on Fauna Drive, located off College Grove Drive just northwest of state Route 94, San Diego police Officer John Buttle said.The victim went downstairs to get some milk for his daughter and found a man standing in his kitchen, Buttle said.A struggle ensued and the victim was stabbed in the back and the right arm before his assailant fled, the officer said.The victim's wife drove him to a hospital for treatment of his injuries, which were not believed to be life-threatening, Buttle said.No detailed suspect descriptions were immediately available.Detectives with the San Diego Police Department's southeastern division were investigating the stabbing. 872

  

SAN DIEGO (KGTV) - 36,000 pounds of cocaine seized in the Eastern Pacific Ocean will be offloaded Tuesday from the U.S. Coast Guard Cutter Bertholf onto San Diego’s B Street Pier.The contraband is from 17 busts on smuggling vessels off the coasts of Central and South America, officials said. Five Coast Guard cutters were involved in the seizures between early February and early March.Rear Adm. Todd Sokalzuk, the 11th Coast Guard District commander who oversees the law enforcement phase of counter-smuggling operations in the Eastern Pacific region, said the Coast Guard is seizing record amounts of cocaine for the third year in a row.“I’m proud of the hard work and dedication of my crew, as well as the crews of Coast Guard Cutters Bear, Diligence, Harriet Lane, Venturous and the joint and interagency personnel who work hand-in-hand to secure our nation,” said Capt. John Driscoll, the Bertholf’s commanding officer. “These crews worked around-the-clock to seize this load of contraband that denies traffickers about half a billion dollars’ worth of illicit proceeds that would have gone to fund the nefarious work of transnational criminal organizations, helps prevent a great deal of human suffering and will likely save hundreds of lives that would have been lost to these illegal drugs.”  1314
