SAN DIEGO (KGTV) -- San Diego Police are investigating an attempted kidnapping after a man reportedly tried to grab a woman holding an infant in La Jolla Wednesday afternoon.Police say the woman was on the 5100 block of La Jolla Hermosa Avenue around 4:30 p.m. when a man walked by and grabbed her arm as she held a 1-year-old.The man then left the area on a bicycle that didn’t have any tires before ditching the bike and running away on foot.The woman, identified as the child’s nanny, received a scratch on her arm, but the baby is uninjured, police say.The suspect was arrested after running into the water and floating. Lifeguards helped police get the man out of the water. Police identified the suspect as 51-year-old Michael Hudson. Jail records show Hudson was booked on four counts, including felony kidnapping and battery.Hudson is being held on 0,000 bail. An Oct. 30 date has been scheduled for his arraignment. 935

SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer issued a warning to motorized scooter and bike companies, tweeting a letter Friday night. In part it reads, "ongoing violations will result in revocation of your permit to operate within the City, or will serve as justification for not renewing your permit when it expires in six months... It is your responsibility to proactively move your devices within three hours... or it will be impounded."The companies could face an impounding fee of per device.Several riders told 10News they had no idea what the rules for riding and parking scooters were. They didn't know about the 300 freshly painted corrals around San Diego streets.Other infractions include riding on the sidewalk, riding two at a time, ignoring the rules of the road and dumping or parking scooters on the sidewalk."We enjoyed it but I got pulled over by two police officers, they said read the signs there were no signs anywhere," Rider Melissa Sherman said in frustration.The only sign you can see is the painted warning on the foot of the scooters, reading 'do not ride on sidewalk.'"You see them laying all over the ground, wherever, people don't want to take the responsibility of them so it is what it is, everybody has to abide by the rules. you know? SAN DIEGO (KGTV) — Ridership of dockless scooters and bikes has dropped off dramatically since the summer.New data from the city says 222,076 people rode the vehicles in the two week period ending Oct. 15. That was down from 441,830 rides from July 15 to July 30. "When I first started they were littered everywhere," said Kelly Callaghan, who rides scooters in Pacific Beach. "It's pretty insane how the change happened like this."On Monday, only a handful of people could be spotted riding dockless scooters in some of San Diego's most traveled areas, including downtown and the Mission Beach and Pacific Beach boardwalks. The change could be due to more than just the summer being over.In July, the city instituted new rules that — among other things — required scooter operators to use geofencing technology to reduce speeds on the waterfront and boardwalks to 3 miles per hour. Additionally, police have issued 383 citations and the city has impounded 3,733 devices. So far, two operators have pulled out, and a city hearing office may revoke Lime's permit within the next 30 days. In a statement, Lime said it hopes to continue operating in San Diego“We’re proud of our partnership with the City of San Diego and we believe the evidence presented demonstrates that Lime is the most compliant scooter operator in the city," the company said. "We look forward to addressing all concerns, proving our compliance, and continuing to serve the San Diego community.”On Monday, the City Council approved a response to a grand jury report that said in part the city should increase scooter enforcement. SAN DIEGO (KGTV) - San Diego Metropolitan Transit System officials say ridership spiked in the first quarter of the 2020 fiscal year by more than a million trips compared to the same time last year.From July through September of 2019, 22,258,345 trips were taken on an MTS trolley or bus. In 2018, MTS saw 21,313,801 trips. It's a 4.4% rise from one year to the next."It's encouraging," says MTS Chair Nathan Fletcher.MTS officials say a heavy focus on investment over the past few years is starting to pay off. They recently completed a million plan to streamline services and add frequency to many bus routes. They also added the South Bay Rapid route from Otay Mesa to Downtown and expanded the Rapid Superloop service in the University City area."As we add those services where folks want them, as we squeeze every dime we can get out of our existing budget, as we make a full commitment to engage the community in what they want, people will use it," says Fletcher.The surge in riders helps MTS buck a nationwide trend where public transportation is on the decline.Even in San Diego, year-to-year numbers had been dropping for four straight years, since hitting a record high in 2015 (see chart above).Fletcher says it's a positive step as the city tries to meet strict climate goals that require a reduction in greenhouse gas emissions.Recently, SANDAG put out a plan to increase transit ridership to 10%. That sparked a debate over how much money should go towards transit vs. road construction.Fletcher says any money spent on transit also benefits drivers."Every person who chooses transit is one less car driving," he says. "The individual who says, 'I'm always gonna drive,' should support transit because that means less congestion. Less congestion means less toxic pollution and less greenhouse gas emissions. SAN DIEGO (KGTV) - San Diego lawmakers responded Friday to President Donald Trump’s comments about border wall construction and funding as the government shutdown stretched into day 13. Trump declared he could keep parts of the government closed for "months or even years" as he and Democratic leaders failed in a second closed-door meeting to resolve his demand for billions of dollars for a border wall with Mexico. “We did a lot of wall in San Diego,” Trump said at a White House news conference. “They wanted it very badly.” Trump cited concerns about the U.S.-Mexico border, including entry by terrorists, drug smuggling, and human trafficking. San Diego County’s congressional representatives emailed comments to 10News regarding the president’s statements. “San Diegans view our proximity to Mexico as an opportunity, not a threat, and we recently celebrated building a bridge between our two countries – not a wall – a bridge with adequate customs staffing so people can travel back and forth easily, and legally,” wrote Rep. Scott Peters. “San Diegans want smart, innovative border security – not the wasteful wall that President Trump wants to build as a monument to himself.” Congressman Duncan Hunter, San Diego County’s lone Republican representative, issued a statement through his public information officer. “Congressman Hunter believes President Trump needs to stand strong on the issue of border security and his description of it as a ‘national emergency’ means he has a firm grasp of its importance. A border barrier is absolutely necessary, some of which is already in existence which many in Congress initially supported.
