(KGTV) — El Cajon City Council voted Friday not to make any changes in how the city enforces the county's coronavirus public health orders.Thursday, Mayor Bill Wells called for the special meeting to discuss stopping El Cajon Police from enforcing public health measures around facial coverings and distancing.City Council leaders said the city would continue enforcing the rules as they have on a case-by-case basis, according to the mayor. So while police won't respond to complaints like who is or is not wearing a mask or whether a restaurant has too many people inside, they will focus on more egregious violations, like large parties or businesses being fully opened.RELATED: El Cajon Mayor calls for police to stop enforcing county COVID-19 measuresHowever, after California implemented new guidance on Friday that allows San Diego County to reopen several businesses indoors with modifications starting Monday, Wells said no major action by the city was needed.Thursday, Wells told ABC 10News that he understands that the county and state may continue to hand out fines or criminal charges on businesses despite the stance, but the mental health issues surrounding restrictions are too much."I don't enjoy taking a stand like this, this isn't going to be any fun. But I think my responsibility to the people are more important than my comfort," Wells, a mental health professional, said Thursday. "I want to emphasize I'm not telling people not to wear masks. I'm not telling people not to social distance. And I think people who are elderly with co-morbidities should stay in their homes and not socialize with people."According to data from the county on Friday, El Cajon has reported 1,828 coronavirus cases, or 4.9% of the county's total cases. 1781
Dolly Parton spent Thursday at Vanderbilt's Children's Hospital to celebrate a deeply personal milestone. Her niece, Hannah Dennison, turns 30 years old on Sunday — a birthday Parton wasn't always sure she'd be able to celebrate."Twenty-six years ago is when Hannah was diagnosed with leukemia, and for five years we didn't know if we'd be keeping her or not," Parton told a room full of doctors, nurses, patients and families. "But Hannah now stands here as our chemo hero. She shows that miracles do happen with good care, great doctors and great nurses."Parton met some of those doctors and nurses last fall when she visited the hospital to release her first-ever children's album. During that visit, she decided to donate million to the hospital."They took such good care of her and just looking at the little faces of the kids going through this and the parents who suffer so much as well; it's just touching and moving," she said. "If you're in a position where you can do something, you should do something."In return, the Children's Hospital dedicated it's second floor butterfly garden to Dennison on Thursday."Now that we have Hannah's butterfly garden, we may come up and do little shows now and then and bring some joy to the kids," Parton said. EL CAJON, Calif. (KGTV) -- Grossmont College and the office of Senator Joel Anderson came together for the eighth year in a row to honor the victims of September 11th. The day before the ceremony, volunteers put up 2,977 flags one for each life taken that September morning. San Diego native and 9/11 survivor, Bill Hay, was the keynote speaker for the memorial. Hay was on the 55th floor of the north tower when the first plane hit.Hay is 89-years-old and a Marine veteran with two purple hearts. He says he shares his story every year because he doesn't want younger generations to forget about what happened. The ceremony included other speakers from Grossmont College, CAL-FIRE and students from Steele Canyon High School. 755
