OCEANSIDE, Calif. (KGTV) - A sales tax increase approved by voters in November took effect Monday in the City of Oceanside. The city put Measure X on the ballot last fall to raise the tax rate from 7.75 to 8.25 percent. Voters passed the measure, 55 percent to 44 percent. The estimated revenues are expected to bring in million annually, according to city officials.New tax revenues, minus a state administrative fee, will go to the city. The half-cent sales tax was designed to provide money for first responders, pothole maintenance, graffiti clean-up, and public infrastructure projects. The tentative spending plan for the revenues includes an additional Homeless Outreach team, Crime Suppression team, road repairs, and a new police station at the beach."We are grateful to the Citizens of Oceanside for approving Measure X and are working to ensure that they receive tangible enhanced public safety services and infrastructure improvements," said Assistant City Manager Deanna Lorson in a statement to 10News.Measure X is set to expire in seven years. Any extension would require another vote, according to the city’s website. 1145

One of Marjory Stoneman Douglas High School's most visible student activists will postpone his first year of college to devote time to political causes.David Hogg has been accepted at the University of California, Irvine, "But he will not be going to college this year because he's decided to take a year off and work on the midterm elections," his mother, Rebecca Boldrick, told CNN Monday. She said her son hopes to register and educate new voters and to "get people to vote."Hogg, 17, is a senior at the Parkland, Florida, school where 17 people were fatally shot in February. Since then, he has emerged as a high-profile advocate for gun control measures, speaking at the March for Our Lives rally in Washington, being interviewed on TV and appearing on the cover of Time magazine.Hogg's college aspirations made national headlines last month when Fox News host Laura Ingraham mocked him on Twitter over a report that he had been rejected by at least three universities to which he had applied. (He was accepted by several others.)She later apologized after Hogg urged his 700,000-plus Twitter followers to pressure companies to stop advertising on Ingraham's show.Hogg has told CNN and other media outlets that he is interested in pursuing a career in journalism or filmmaking. 1329

OAKLAND, Calif. — A bust of Breonna Taylor was vandalized in Oakland, California. The Oakland Police Department is investigating after large pieces of the statue were found broken off sometime over the weekend, KGO and KTVU report. The sculpture was made by artist Lee Carson to honor the 26-year-old EMT who was shot and killed in her apartment by Louisville police officers in March. The deaths of Taylor, George Floyd and Ahmaud Arbery prompted countless people across the country to take to the streets over the summer to protest police violence against people of color.Carson told KTVU that he hoped the piece would energize the Black Lives Matter movement, which seeks to eradicate white supremacy and intervene in violence inflicted on Black communities.Carson told KGO that the vandalism felt like an attack on Taylor and those fighting against racial injustice. The statue is made of clay, concrete, wood and foam, and was reportedly installed in the downtown area this month. Along with a bust of Taylor, it includes the words “say her name Breonna Taylor,” which has become a rallying cry.Carson told KGO that he intends to repair the statue as soon as possible and he may cast it in bronze this time. 1217

On World Autism Awareness Day, Monday, April 2, Pennsylvania theme park Sesame Place announced that it was the first theme park in the world to complete training to become a Certified Autism Center (CAC). The park's certification was granted by the International Board of Credentialing and Continuing Education Standards (IBCCES). IBCCES says that Sesame Place is "the first theme park in the world to receive such a distinction."Sesame Place is located at 100 Sesame Road in Langhorne, Pennsylvania. The park features rides, shows, parades, and full size characters and opens for the season on April 28 at 10:00 a.m.The Sesame team members were trained in sensory awareness, motor skills, autism overview, program development, social skills, communication, environment, and emotional awareness, so that staff members can cater to all guests who visit the park. One of the most helpful outcomes of this certification is the IBCCES?Sensory Guide, which breaks down each of the rides' stimuli. This guide grades the rides in terms of touch, taste, sound, smell, and sight stimulation. The senses are scored from 1, which is a low stimulation, to 10, which is a high stimulation. The park has quiet rooms for guests needing to recover from sensory stimulation from the rides. They also have noise-canceling headphones, or WhispEars, on a first come, first served basis for guests with hearing sensitivity. The park has special areas people can go to and still enjoy parades, without being overwhelmed with direct character interaction. Guests can also take pictures with Julia, a Sesame Street character with autism. Additional resources include Autism Travel, which can help parents explore travel options, and a workshop called See Amazing in All Children, which offers tips to simplify daily life and grow support in the community.Sesame Place has many more options to accommodate with guests needs. On the ground, forecasters looking at weather maps warned that a monster nor'easter would bring flooding and wind damage. But the view was even worse from 4,000 feet, as one passenger jet pilot soon learned flying through the storm Friday morning. After making it through a tough patch of turbulence as the plane headed toward Washington Dulles International Airport, the pilot sent a report to the Aviation Weather Center. The center, which is run by the National Weather Service, swiftly relayed the message to its Twitter followers. It was a report from a pilot that no passenger wants to hear. "Pretty much everyone on the plane threw up," the tweet said.RELATED:?'Bomb cyclone' pounds east coast with heavy flooding, high windsThe pilot of the flight, which took off in Charlottesville, Virginia, was able to send the message as soon as it got close enough to the ground, said Clinton Wallace, the center's deputy director.Later Friday, United Airlines, which operated the flight, offered a slightly less drastic account of what had occurred."Air Wisconsin Flight 3833 operating as United Express from Charlottesville, Va. to Washington Dulles International encountered turbulence because of high winds," United said in a statement. "A few customers onboard the regional jet became ill as the aircraft was preparing to land. The aircraft landed safely and taxied to its gate. No customers required medical attention because of the turbulence."According to Air Wisconsin's website, the aircraft was a Bombardier CRJ200 with a passenger capacity of 50 and a crew of three. It was not clear how many passengers were on the flight.Friday's nor'easter brought heavy rains, strong winds and intermittent snow. It also caused many areas in the northeastern United States to flood. During the storm, there was a temporary ground stop at Dulles Airport, according to a tweet from the airport Friday morning.Wallace told CNN this isn't the first time he's received reports of severe turbulence during a storm -- and it likely won't be the last."(It's) a warning to the (other) aircrafts, if possible, to try and avoid that area due to these conditions," Wallace said.The-CNN-Wire? & ? 2018 Cable News Network, Inc., a Time Warner Company.
