SAN DIEGO (KGTV) - The city of San Diego has a long to-do list when it comes to improving their Bridge homeless shelters. On Saturday morning, 300 people moved into the new Alpha Project bridge shelter in East Village, after the facility was flooded on December 6th. But for all of those residents, their stay is temporary. “This exists for one reason. To help people get back onto their feet. To help them get that apartment, and get that job,” Mayor Kevin Faulconer said while pointing at the mended Alpha Project tent.After contaminated flood water inundated the area, the city scrambled for a week to reopen the shelter. For nine days, residents spent their nights at SDCCU stadium. Once the East Village facility was sterilized and fixed, residents were bused back and moved into their bunks Saturday morning. But the city faces several other challenges. According to FEMA, the improved Alpha Project tent housing sits directly on top of a floodplain. Instead of rebuilding on a lower-risk area, the city decided to rehouse 325 residents in the same spot. SAN DIEGO (KGTV) - The mother of two children killed in a Rancho Bernardo condo fire last month wants to meet the person who called 911, a family friend says.7-year-old Isabella Lopez and her 10-year-old brother Christos died in a fire at Bernardo Terrace, October 28.The children’s funeral is November 10 and the friend who has been helping plan it says the kids’ mom wants to thank the 911 caller for giving her a final moment with her dying son.RELATED: Two children dead, father in critical condition after Rancho Bernardo fire“She didn’t get it with her daughter, but she got it with her son and that means the world to her,“ said Sam Trink, “If they didn’t call when they did, she would not have gotten an extra three minutes with her son.”The funeral is being held at Grace Point church in Del Mar Heights. SAN DIEGO (KGTV) -- The family of the man killed in a wrong-way crash on Interstate 5 Monday morning says the California Highway Patrol got it wrong. According to them, their brother - Justin Callahan - was a driver, but not the driver who caused the crash. RELATED: Driver killed, 2 hurt in wrong-way crash on I-5On Monday CHP told 10News the following: Just before 2 a.m. Monday, a Volkswagon Jetta was traveling eastbound in the westbound lanes of Inerstate 8 from Sunset Cliffs Boulevard. As CHP officers responded, the Jetta entered the northbound Interstate 5 transition ramp to the westbound I-8 in the wrong direction and collided head-on with a Toyota Camry.An SUV then crashed into the back of the Camry, the CHP said.The driver of the Jetta was 35-year-old Justin Callahan, who was declared dead at the scene. Justin's family says he usually drives home from work at the time and would have been traveling in the opposite direction - from Chula Vista to his home in Ocean Beach. Based on that information, they tell 10News the CHP's report just doesn't add up. "It doesn't make any sense," his brother, Tommy Villafranca, said.  "Why would he get back on the freeway and get back the opposite direction?"And if Callahan did turn around and got back on the freeway, the timing doesn't add up,  his brother said.  He says his work caught on security video leaving at 1:38 a.m. and the crash happened less than 20 minutes later."It takes 21 minutes just to get from his work to Sunset Cliffs Boulevard," Villafranca said.   "He’s still got to turn around go back, and that would take even more time, so the timeline is not working at all."The family has created a GoFundMe to help them pay for arrangements necessary to get Callahan back to Wheatland, California and arrange a funeral. "Justin was an artist and an inspiration to the people around him," James O'Callahan wrote on the GoFundMe page. "At this point I am too broken up inside to write anything worth reading. SAN DIEGO (KGTV) — The Federal Bureau of Investigation is asking for the public's help to connect dozens of victims to the confessions made by a convicted serial killer.Samuel Little, 79, has confessed to 93 murders to date, according to the FBI, and all of his confessions are believed to be credible. The murders took place between 1970 and 2005 in multiple states across the country.The FBI says Little is the most prolific serial killer in U.S. history. He was arrested in 2012 and extradited to California on a narcotics charge. After his arrest, Little's DNA was connected to three unsolved homicides between 1987 and 1989. He was convicted and sentenced in 2014 to three consecutive life terms without parole.In 2018, Little provided the FBI with detailed information on dozens of additional murders he is believed to have committed across the country, including murders in Illinois, Kentucky and Ohio.Law enforcement have been able to verify 50 of Little's confessions, but that leaves dozens of victims still unnamed and yet to be found. Fifteen of those cases are in the Los Angeles area.The FBI says Little confessed to strangling his victims, although most of their deaths were originally ruled overdoses or accidental. Some bodies have never been found.Little was convicted of two crimes in San Diego in 1984 after he raped and beat two women. Retired Detective Sergeant Wayne Spees was a rookie police officer on patrol just before 5 a.m. that October morning, when he and his partner discovered Little at a vacant lot near Market Street."He comes out of the back seat ... zipping his pants up ... He's insisting that he and his wife were just leaving," said Spees.Wedged inside the car was a prostitute, naked and bloodied. Little had choked her unconscious. Spees arrested him and spent several hours with him at the hospital while evidence was collected."He said, 'I didn't rape that ****. I just kicked the **** out of her. I'm going to kill that whore.' He had no remorse. SAN DIEGO (KGTV) -- The man suspected of driving into and setting fire to a Raytheon building in San Diego last month appeared in court Wednesday. Daniel Hector Mackinnon, 36, pleaded not guilty at his Wednesday arraignment. Mackinnon was charged with two counts of malicious destruction of a building by means of fire in late April. According to authorities, on April 24, an explosion occurred at the Raytheon building on the 8600 block of Balboa Avenue. RELATED: Man accused of slamming into Raytheon building federally chargedA complaint filed in federal court says surveillance video shows a Toyota Prius drive into the side of the building before a man can be seen in the back of the car. Authorities say the man then opened the back hatch when a fireball shot from the side of the vehicle and the man fled. According to the complaint, two empty magazine cartridges and remnants of a melted gas container were found inside the car. The Prius also had two different stolen California license plates.
