KATHMANDU, Aug. 7 (Xinhua) -- Ban on smoking in public places will be enforced from Sunday with the Tobacco Control and Regulatory Act-2010 coming into effect.Those smoking in public places will be fined and civil servants will be liable to departmental action.Government offices, corporations, educational institutions, libraries, airports, public vehicles, orphanages, childcare centres, cinema halls, homes for the elderly, cultural centres, children's gardens, hotels, restaurants, resorts, girls' and boys' hostels, department stores, religious sites and industries have been designated no-smoking zones.Health Secretary Sudha Sharma said mass awareness campaign highlighting punishment will be carried out. She also said an inter-ministerial coordinating committee has been formed to enforce the law to ensure people's right to health. Pasting no- smoking notices at every public place will be mandatory.According to The Himalayan Times daily, the ban covers sale of tobacco products and single sticks within a 100-meter radius of educational and health institutions, children's homes, child care centers and home for elders.Anyone selling tobacco products to persons under the age of 18 years and pregnant women will be fined.The Act also prohibits advertising and sponsoring programs in the name of tobacco-related products through media. Offenders will be fined.The government's mass awareness campaign will cover the entire country to ensure effective implementation of the Act.

BERLIN, June 17 (Xinhua) -- German authority said on Friday first case of human spreading deadly E. coli is detected, as death toll increases to 39 worldwide.A woman working in a kitchen of a catering company was infected by E. coli from sprouts, though she didn't fall ill immediately, said Harald Kehlborn, a spokesman for the consumer protection ministry of German state Hesse.Then she spread E. coli unconsciously to another 20 people through the food she prepared, said Kehlborn.The woman later developed serious complication of hemolytic- uremic syndrome (HUS), which causes failure of kidney and nervous system.According to the data of the Robert Koch Institute, Germany's national disease control centre, the number of people who are infected has reached 3,408 in Germany and 798 people have fallen into HUS, while the infection speed is slowing down.

Beijing, Sept. 13 (Xinhuanet) -- A fear of taking antidepressants often results in people's reluctance of going to see the doctor when they are suffering from depression, a study find.The finding was published Monday in the U.S. journal Annals of Family Medicine.The researchers from the University of California investigated 1,054 adults on why they wouldn't tell the doctors about their depression symptoms, as well as any possible mental disorder.Among the participants, 43 percent admitted that they had been reluctant to tell the doctor about their depression symptoms.Their top concern was the possibility of being prescribed an antidepressant -- a worry voiced by 23 percent of the whole study group.Another 16 percent thought dealing with "emotional issues" is not the doctor's job. And a similar percentage worried that the diagnosis of depression may leave a negative record on their medical records.The study would be helpful for looking into the reasons that patients harbor the attitudes that they do, said Dr. Hellerstein of the New York State Psychiatric Institute and Columbia University Medical Center in New York.

NANCHANG, Aug. 12 (Xinhua) -- Seventy-seven people were hospitalized after eating lobsters in a city in east China's Jiangxi Province, local authorities said Friday.The residents of the city of Ruichang suffered vomiting and diarrhea after attending a lobster feast Thursday night. The hospitalized residents are all in stable condition.It is believed that the diners might have been sickened by E. coli contamination, according to doctors at the Ruichang People's Hospital.Local authorities are continuing to investigate the case. BEIJING, Sept. 28 (Xinhuanet) -- The unmanned Shenzhou VIII, part of China's first spacecraft rendezvous and docking mission, will be launched in early November. Niu Hongguang, deputy commander-in-chief of the program, said on Tuesday the launch has not been affected by the postponed lift-off of the Tiangong-1 space module. Tiangong-1 was to enter a low orbit around Earth at the end of August before being met by Shenzhou VIII. However, the departure was pushed back after a satellite failure on Aug 18. Out of safety concerns, Niu said mission commanders ordered a halt to testing at Jiuquan Satellite Launch Center on Tiangong-1 and its carrier rocket, Long March II-F T1. China Aerospace Science and Technology Corp, which designed and made the rocket carrier that failed to launch, formed an expert panel to investigate and made modifications. A successful launch of a communication satellite on Sept 19 using the Long March II-C showed the measures worked, Niu said, adding: "We now have confidence in the launch of Tiangong-1." The module is a "simplified" space lab that will not only be a docking target, but will also work as a space experimental platform. It will be unmanned for most of its two years of use, although astronauts will spend time onboard for short periods. After Shenzhou VIII, the country will launch Shenzhou IX and Shenzhou X next year to rendezvous and dock with Tiangong-1. Niu confirmed Shenzhou X will be manned. Tiangong-1 can accommodate two to three astronauts. "Whether Shenzhou IX will be manned is up to the results of the first rendezvous and docking mission," he said. The rocket carrier with Tiangong-1 atop stands 52 meters tall, with a takeoff weight of 493 tons. Tiangong-1 was scheduled for launch in between Sept 27 and 30, but due to weather forecasts that predicted a cold air mass would move into the area of Jiuquan Satellite Launch Center, it is believed that conditions on Thursday and Friday will be suitable for takeoff.
