PORTLAND, Ore. (AP) — Portland police are describing in detail another night of conflict between protesters and federal forces outside the U.S. courthouse in Oregon’s largest city. Starting November 1, you can travel there if you get a negative PCR test 7 days before your trip. Then, you'll have to get a rapid antigen test when you get there and four-days later.Hawaii lifted its 14-day quarantine last week for people who have a negative PCR test within 72 hours of the flight.“Having these alternatives to quarantine related to travel creates some confusion about what a test really means in the context of quarantine, so I worry a little bit that we're losing that message that a test is only just a moment in time,” said Dr. Shira Doron, an infectious disease physician at Tufts Medical Center.Doron says because of the incubation period for COVID-19, you can have it any time between 2 and 14 days after you're exposed. A negative result is only at the time you took the test.Recent studies have shown your risk of contracting the coronavirus on your flight is very low if strict mask wearing is followed.“I think, you know, the bigger issue is an influx of people incubating COVID-19 into an island that may have done a really good job controlling the pandemic and on the flip side really needs that tourist revenue,” said Doron.She says places like the Bahamas that require multiple tests is more effective.It could be a challenge to get that test before you leave. Doron says many hospitals stopped doing pre-and-post travel testing because of a lack of supplies.The turnaround time on getting the test is also an issue. POWAY, Calif. (KGTV) Poway's mayor is responding to critics who are slamming him for how he handled the recent boil water advisory. Nearly 200 businesses were forced to close for six days over fears that the water might have been contaminated during recent storms. Tuesday morning, a group calling itself "The East County Coalition for Clean Water" held a news conference at Lake Poway.The members are from the Helix and Lakeside Water Districts, and one is from the San Diego County Water Authority. The regional water officials said they'd been getting calls from constituents worried about their water supply, which was not affected by the boil water advisory. "The mishandling of the Poway contamination incident erodes the confidence of the public of all the water boards," said Lakeside Water District Member Frank Hilliker, who said he was speaking as a private citizen and not in an official capacity.Hilliker said Poway Mayor Steve Vaus was "asleep at the wheel." "The buck stops with the mayor of Poway, and he was slow to react," said Hilliker. Hilliker also said it was irresponsible for the mayor to say he was continuing to drink the water before testing was complete.Mayor Vaus said he wouldn't do anything differently. "I told people I was drinking water. I did drink the water. I gave it to my pets, cause I knew and I repeatedly said, all of our tests were fine. Sacramento was way behind Poway in getting their clearances," said Mayor Vaus. The mayor said the criticism has more to do with dirty politics than dirty water. "These are a bunch of elected's doing the dirty work for a desperate and disgraced candidate for county supervisor," said Vaus. "All 4 or 5 people who were listed on the press release are supporting my opponent in the county supervisor race, an opponent who is in desperate straights according to the polling," said Vaus.When reporters asked Hilliker if he was supporting Anderson, he insisted the news conference was about public safety."How is that relevant to public safety? Again, we're talking about public safety and clean water," said Hilliker. The group also blamed the mayor for not maintaining equipment. POWAY, Calif. (KGTV) — San Diego Sheriff's deputies Saturday were investigating a homicide at a North County apartment complex.Sheriff's deputies responded to the Sofi apartment complex on Midland Rd. at about 1:45 a.m., deputies said.Early Saturday morning, the San Diego Sheriff's Department received a call from Pomerado Hospital in Poway of a man who was brought in with a gunshot wound. Just after 3:00 a.m, Michael Walker died at the hospital.10News spoke to a neighbor, Christine Zobel. She was woken up at around 1:45 am after hearing commotion upstairs. "There was an altercation in the apartment on top of my children's room, and there was a gunshot that went through the wall and killed a man that was sleeping," Zobel said. Minutes after the shooting, Zobel saw Walker's wife drive him to the hospital. But he did not make it. "That could've gone through the floor and into my kids' room, or anybody around us could've been affected from this reckless event," Zobel said. Saturday afternoon, Sheriff's Homicide detectives arrested Manuula Save for murder. The investigation is ongoing.
