SAN DIEGO (KGTV) — Health officials issued two new public health orders Monday addressing cruise ships arriving in San Diego during the coronavirus pandemic.The orders are meant to give the county more legal framework in how the Port of San Diego interacts with ships and the cruise industry, Dr. Eric McDonald, the county's medical director of epidemiology, said.RELATED: San Diego gyms ordered to close in new coronavirus health orderThe new orders include:"No passenger or employee may disembark a cruise ship in San Diego harbor without the approval of the health officer or designee if any person on the cruise ship has tested positive for COVID-19. Any cruise ship that is permitted to dock in San Diego harbor shall notify the health officer or designee regarding any emergency medical treatment required for passenger/employee and follow all directives from the health officer or designee.No cruise ship in San Diego harbor may dock or disembark employees or passengers after March 31, 2020. However, upon approval of the health officer, a cruise ship may dock solely for the purposes of receiving fuel and provisions, so long as no employee or passenger disembarks. Cruise ships docked in San Diego harbor shall notify the health officer or designee regarding any emergency medical treatment for a passenger/employee and shall follow all directives of the health officer or designee.""I know there have been questions about ships that have come before and I can say that the individuals who have all departed these ships in the past to-date and tomorrow all have been screened, have no symptoms, and have no fever, and are leaving to go to their homes of record to complete 14-days of CDC recommended quarantine," McDonald said. The other passengers will travel home for their quarantines.The only ship that has had positive coronavirus cases is the Disney Wonder, which arrived in San Diego nearly two weeks ago. One passenger and one crew member who each tested positive are currently hospitalized, McDonald said. There are also two pending cases related to the ship and was one emergency evacuation from the ship.As of Sunday, San Diego County had reported 519 coronavirus cases and seven deaths due to the virus. 2518

SAN DIEGO (KGTV) - Flames shot out a window of a Spring Valley apartment that caught fire Thursday morning.The fire broke out at the home in the 10,000 block of Austin Drive about 10 a.m.No one was injured but the family who lives there says their cat died in the fire."I heard the beep beep beep and ran up the stairs," said Jacquline Amey, "I looked in the other room it was all smoky - opened the closet and it was engulfed in flames."San Miguel, Heartland, La Mesa firefighters and the San Diego Sheriff’s Department assisted in the emergency.The cause of the fire remains under investigation.  636

SAN DIEGO (KGTV) - Gusty Santa Ana winds and dry conditions prompted the National Weather Service to declare a Red Flag Warning for parts of San Diego County.A Fire Weather Watch was initially set to take effect Thursday, but NWS officials -- citing Santa Ana winds and low humidity -- updated the declaration into a Red Flag Warning.The warning is scheduled to take effect Thursday at 10 a.m. and will expire at 10 p.m. Friday. As a result, Cal Fire is increasing staffing this week. LATEST WEATHER FORECASTNWS officials said, “Santa Ana winds will develop Thursday with peak winds arriving Thursday night into Friday morning before gradually decreasing Friday afternoon and evening. A very dry air mass will spread into southern California on Thursday with lowest daytime humidity on Friday around 5 percent.”According to NWS officials, the Red Flag Warning will impact the San Diego region’s mountain and inland valleys.“Any fires that develop will likely spread rapidly with extreme fire behavior possible. SAN DIEGO (KGTV) – For the first time, a San Diego man is sharing his horrifying story about being an alleged so-called blind mule for a drug cartel. Team 10 Investigative Reporter Jennifer Kastner discovered that there's people who cross into San Diego from Mexico who have no idea they're smuggling drugs. “I thought I was in a nightmare. I could not believe that this was happening to me,” says the man we interviewed who tells us he was the unsuspecting victim of a drug trafficking scheme by a cartel. We’ve agreed to not use his name or show his face. “My biggest fear is that if they were watching me then, they're probably watching me now,’ he told 10News.10News was in a San Diego courtroom this January when his case was formally dismissed. Prosecutors dismissed the case, after charging him months earlier with bringing marijuana through the Otay Mesa Port of Entry. There was no explanation for the dismissal, but the man we interviewed believes it was due to a lack of evidence. To this day, he maintains his innocence. “In my wildest dreams, I would have never thought that there were five huge packages of marijuana stuck to the undercarriage of my truck,” he says. He claims he was a blind mule, a person who unknowingly moved narcotics.“I think it is without a doubt true that there are instances every year where people are coming across, bringing drugs, and they do not realize they're doing it,” says Caleb Mason, a former Assistant U.S. Attorney in San Diego. He’s studied blind mules. They're not common, but they do exist. “Five percent is approximately the rate that we saw going across districts,” Mason said.Last October, a Mexican citizen who crosses the border into San Diego for work became an unsuspecting smuggler, after five pounds of drugs were found hidden under his fender.There’s also a famous case from 2011 in which an El Paso school teacher was released from a Mexican jail, after investigators discovered she was being used as a blind drug mule. She didn't know that almost ninety pounds of pot were hidden in her trunk when she crossed the border. The man we interviewed for this story says it was last summer when he was living in Tijuana and commuting daily to San Diego for work. After getting unfortunate news that he'd been let go at his job, he says he crossed back into Mexico to have lunch with his girlfriend and parked his truck in an open, unsecured lot. He then crossed back to go fishing, but at the Port of Entry, the K-9s alerted an officer to his truck. He adds, “The first thing that he said to me is, ‘Are you under duress? Has anybody forced you to drive this vehicle?’” He says he was placed in a holding cell and then taken to jail after officers removed packages with more than forty pounds of pot from under his truck that were stuck on with magnets.“Typically, those are attached by magnets just to the undercarriage of the vehicle. sometimes we see spare tires mounted in the car in or on the car,” says Sgt. Bill Kerr with the San Diego County Sheriff’s Department’s Border Crimes Suppression Team. “Your classic, true blind mule is typically a SENTRI pass holder, meaning they face less scrutiny when crossing the border,” he adds. SENTRI passes expedite the clearance process for low-risk, approved travelers in the United States. The man we interviewed did not have a SENTRI pass, but says he was easy to track and follow. “I believe that I was targeted because of my routine,” he said.The case financially drained him. He never got his truck back, and had to pay thousands of dollars in attorney's fees. “This completely turned my life upside down,” he explains. SAN DIEGO (KGTV) -- Despite carefully measured protocols for distance learning and on-campus housing, San Diego State University is continuing to see new cases of coronavirus among students.SDSU ended its first week of the fall semester Friday announcing three new cases of COVID-19. Since the start of the 2020-21 school year, SDSU has reported seven positive cases.The unidentified students all live off-campus and were only on campus to seek testing at the Student Health Services Outdoor COVID-19 Test Collection Booth, university officials said. The three students did not interact with any SDSU employees or spaces outside of the SHS, according to officials."We have quickly identified and are speaking with the individuals known to have been in direct contact with these students. All are following established public health protocols for isolation and quarantine, and exposure risk to others on campus is deemed low," said Libby Skiles, Ed.D., SDSU Student Health Services Director.RELATED: SDSU begins 2020-21 school year with mostly virtual classesOfficials said that two of the three students are connected to one of the student cases confirmed Thursday. The third new case is linked to another case confirmed Wednesday."It is important to clarify that the three cases [confirmed Friday], together, are not all connected," said Skiles. "Further, due to their connection to previously reported positive cases, all of these individuals were already quarantining in compliance with public health guidelines."The campus opened this week to strict safety guidelines and almost all online classes in their effort to prevent the spread of coronavirus. The campus slashed available on-campus dorms to less than 50%, fraternities imposed their own bans on social events, and fall sports were postponed.San Diego State: Two students test positive for COVID-19; Risk to campus 'low'However, the campus isn't completely closed to students. In addition to the 2,600 students living on-campus, hundreds more students are likely to visit the campus for certain matters over the course of the semester.According to a university spokesperson, officials have administered 171 COVID-19 tests between Aug. 11 and Aug. 27, and have confirmed 7 positive tests.Since the start of fall 2020 classes, on August 24, the average number of tests administered per day is 36, according to the spokesperson. 2395
