SAN DIEGO (KGTV) - Starting Monday, San Diego County residents will be able to cast their ballots early for the Nov. 3 election.The San Diego County Registrar of Voters office in Kearny Mesa, located at 5600 Overland Ave., will be open from 8 a.m.-5 p.m. to allow San Diegans to vote early.Due to coronavirus-related health and safety restrictions, voters must wear a mask and practice social distancing. I should have been voting even back then.”Both decided to come early concerned about having to wait in long lines which election officials want people to be mindful of. Officials believe this election will bring out the county’s highest voter turnout to date.The San Diego County Democratic Party came to the Registrar of Voters to promote early voting, saying it will speed up the results.Will Rodriguez-Kennedy, the Chair of the San Diego Democratic Party, said, “If you want to have the count and not be waiting election night … The more people that vote early the better for everyone, the results will come in sooner.”In a statement sent to ABC 10News, the county’s Republican Party said they are “encouraging Republicans to vote early.”Meanwhile, officials said ballots are being mailed out on Monday to the 1.9 million registered voters in San Diego County.This summer, citing restrictions brought on by the COVID-19 pandemic, state officials said all registered California voters would receive mail-in ballots. SAN DIEGO (KGTV) — Some beach cities throughout San Diego County Monday closed beaches as the COVID-19 outbreak continues to worsen. Following Gov. Gavin Newsom's stay at home order for California, several beach-side cities saw beachgoers enjoying the outdoors without the required six-foot social distancing.Monday, County Public Health Officer Wilma Wooten said the county will issue an amendment to the public heath order limiting social gatherings during the coronavirus pandemic. "We will be issuing an amendment to our health office's order that if jurisdictions are not able to enforce social gatherings then we will close beaches," Wooten said. Supervisor Nathan Fletcher added that people are encouraged to get exercise, but "what we don't want is the mass congregating of multiple social units."San Diego Mayor Kevin Faulconer, however, didn't wait to see how that warning will play out around the county. Also late Monday night, the City of Encinitas announced it would be closing beaches. "The City of Encinitas is closing all City beaches, access points to beaches, and parking lots adjacent to beaches until further notice," city officials said in a news release.Imperial Beach followed suit, saying it would close its beaches "due to the inability to enforce social distancing," beginning Tuesday at 12 p.m.Sunday, San Diego Police officers shut down beach parking lots and discouraged large crowds from gathering. Park officials issued a statement on Monday to announce the March 10 closure due to “possible periods of significant rain and high winds.”Park officials say they anticipate opening again on Wednesday, March 11. SAN DIEGO (KGTV) - Saturday marked the first weekend San Diego County restaurants were under indoor dining restrictions and they've gotten creative to stay afloat during the pandemic.Monday the Governor announced San Diego County joined the state's watch list due to the spike in coronavirus cases.The county announced bars, restaurants, wineries, movie theaters, zoos, museums, and cardrooms will need to shutter indoor operations Monday night at midnight.Saturday on Harbor Island, Coasterra debuted a "pop up" dining experience on their 'float' that normally hosts events.Executive Chef and Partner in the Cohn Restaurant Group, Deborah Scott thought their event space on the water (dubbed The Float) was a perfect place for extra seating. Their sister restaurant Island Prime had to close it's doors, due to the new restrictions.So the Island Prime, moved to an island.On the 'float' they can seat up to 68 people, that's 68 plates that Island Prime can now sell at a time. Scott said they were booked Saturday, their first official night, but are not filling it to capacity.She said they want to make sure things run smoothly."My biggest fear is that everyone is going to come out here and have dinner and go, 'Can you just move Island Prime out here?'" She said chuckling. The same sentiment was shared in Escondido where they kicked off the first weekend of street-side dining.One lane in both directions down Grand Avenue is shut down between Maple and Juniper Streets to make way for the extra tables, chairs and umbrellas.A huge opportunity for indoor venues like The Grand Tea Room.Owner of The Grand Tea Room Lousia Magoo said inside she can seat about 50 people, "so bringing more out here, I could probably seat 30 people at a time so it really means everything to us."Magoo also sits on the Downtown Business Association Board and said they've dedicated ,000 in supplies for the restaurants to help with creating their outdoor dining space.Saturday she said they handed out 50 umbrellas and are expecting more tables and chairs Monday, providing San Diegans a dose of normalcy both on the water and curbside. 2134

SAN DIEGO (KGTV) - San Diego State University released its plan Monday relating to holiday travel during the pandemic. It comes as students are getting ready to travel home for the holidays in a few weeks.The policies apply to students living on campus and those with in-person classes.Roughly 2,100 students live on-campus, and about 2,200 students are enrolled in an in-person class or participating in on-campus research, according to SDSU. There is a crossover between the groups.Students living on campus can choose to stay on campus over Thanksgiving. Meal plans and other student services will be available during the break.Students who choose to go home and see family have an option. The plan says they “may choose to remain at home for the rest of the fall semester and complete the last two weeks of the term remotely.”Those that travel and return to on-campus housing will be tested for COVID-19 immediately upon returning and then tested again, five to seven days later.Those taking in-person classes will be asked to test weekly upon returning; they are currently required to test every 14-days. Those taking in-person classes are being encouraged to avoid holiday travel.The notice to students goes on to say:"Each of us must continue to be very thoughtful and careful, even if the effects of COVID-19 seem invisible or have not touched some of us personally. Several religious and spiritual observations are before us in the months ahead, and it is disappointing that we will not be able to celebrate in person many of our traditions with our loved ones in ways we have in the past.
