O'FALLON, Mo. (AP) — U.S. Sen. Josh Hawley is urging Attorney General William Barr to launch a federal civil rights investigation of St. Louis' elected prosecutor. (KGTV) -  A group called "Take Back Oceanside" with some 300 members strong is vowing the clean up the filth and violence they say has crept into their neighborhood along the San Luis Rey riverbed.Organizer Drew Andrioff says the crime is out of control."We believe other coastal communities are giving the transients bus and train tickets here, and the city is limited in what they can do. It's gotten so bad no one wants to take their kids out. Police don't come down here after dark because the camps have traps....trip wires and sharp bamboo," said Andrioff.Police estimate nearly 500 homeless people are living along the riverbank.  The Oceanside Police Department has made over 1,000 arrests in that area since the first of the year.Lifelong Oceanside resident Donna McGinty says the crime is seeping into the city."Every atrocity imaginable is happening down there.  Prostitution is rampant.  The transient groups have their own little government down there and it's well organized," she said.Pictures taken by the neighborhood group show used needles, hundreds of shopping carts, heaping trash, a machete, and a polluted river. The group plans to attend the Oceanside City Council meeting on October 17 to ask for help. 1283

OAXACA, Mexico (KGTV) - A 7.2-magnitude earthquake struck Mexico's southern Pacific coastline Friday, according to USGS.The earthquake struck in the state of Oaxaca shortly after 3:30 p.m., northeast of the city of Pinotepa de Don Luis. It was originally reported as a preliminary 7.5-magnitude quake, before being downgraded.A tsunami warning was not been issued for the area, according to NOAA.Initially Mexico's National Seismological Service reported more than 50 aftershocks in the hour following the earthquake. (KGTV) — San Diego's Board of Supervisors voted to enter into an agreement with Tri-City Healthcare District to build a new psychiatric health facility in Oceanside.The county will contribute .4 million to build a 16-bed facility on a piece of vacant land at Tri-City Medical Center in Oceanside. Tri-City will operate the facility, but the county will lease the property, build the facility, and sublease the building to Tri-City.Tri-City Healthcare District closed its Behavioral Health Unit in 2018 over changes in federal regulations. Regulations required the hospital to remove all "ligature" risks from rooms, or features of rooms that patients could use to hand themselves. The hospital's "drop" ceilings also did not meet regulations. Replacing the ceilings alone would cost million.The hospital's behavioral health unit provides adult inpatient psychiatric services. The departure of those services have made filling emergency behavioral needs in North County increasingly challenging. Patients had to instead be taken to Palomar Hospital in Escondido or San Diego County Mental Health off of Rosecrans Street.Not only did it make emergency situations a longer drive for patients, but officers would be removed from their jurisdictions for 5 to 6 hours.“Getting Tri-City Health into the behavioral health business has been a top priority,” said Supervisor Jim Desmond, whose district includes the hospital. “The biggest winners are the residents of San Diego County, residents and families who count on and rely on the needed behavioral health services.”The facility could take up to three years to open. 1645
