(KGTV) - Voters are expressing confusion and frustration after receiving a mailer titled 'COPS Voter Guide.'Brandon Salgado was sorting through the mail this past weekend at his grandfather’s home in Santee when he saw the political mailer."It’s got the badge, says 'COPS Voter Guide.' On the back it says 'COPS' and it's red and blue. Looks like something law enforcement would back," said Salgado.Salgado has family members that work in and with law enforcement, and took a closer look at the mailer’s list of ‘priority’ propositions. At the top, next to Prop 16, which involves the issue of affirmative action, is the word 'NO,' and an arrow pointing to a mailer's description of the proposition: 'For Racial Equality.'"I was shocked that someone should put out that law enforcement is 'No' for racial equality. Just didn’t sit well with me. It’s a bad look, bad optics," said Salgado.Salgado, who thought the mailer had police backing, then saw the fine print, which says 'This organization does not represent any public safety personnel.'So what does it represent?A video on the the COPS Voter Guide website says the Folsom-based group is a non-partisan, public advocacy organization.“The candidates we support have pledged to make public safety a top priority,” explains the group's director in the video.During the 2016 presidential election, the Modesto Bee described it as a 'pay-to-play mailer,' disguising advertisements as endorsements. On the mailer itself, there is the phrase 'paid for' by the candidates or ballot measures."It’s completely misleading ... If I were law enforcement, I'd be upset they appear to be representing me," said Salgado.Salgado, who says the mailer's law enforcement branding is convincing, worries other voters may not read the fine print."Everyone should want the truth and the facts to make a decision for themselves ... SANTA ANA (CNS) - A child who tested positive for West Nile Virus is the first person to be infected this year in Orange County, officials reported today.The child, whose age and identity are protected, was diagnosed sometime last week and was hospitalized but is expected to recover, according to the Orange County Health Care Agency. This was the first time this year a person in the county has been infected.The state has reported 10 people infected statewide so far in 2020. County officials said a total of seven people contracted West Nile in the area last year.One in five individuals infected with West Nile, for which there is no cure, will exhibit symptoms that include fever, headache, body aches, nausea or skin rash. The symptoms can last for several days to months.One in 150 people infected with the virus will require hospitalization. Severe symptoms include high fever, muscle weakness, neck stiffness, coma, paralysis and possibly death. Those at greatest risk include seniors and individuals with compromised immune systems.People older than 50 and who have underlying medical conditions are at a heightened risk.``The best way to avoid West Nile Virus infection is to take precautionary measures to avoid mosquito bites,'' said Dr. Clayton Chau, the director of the Orange County Health Care Agency and interim chief health officer for the county.To curb the spread of West Nile Virus, experts say it's critical to remove typical breeding grounds for mosquitoes that carry the disease. People should clean out standing water sources around the house, including pet bowls and flower pots. (KGTV) - Months after the massive Equifax data breach, a North County couple got some heart-dropping news from the Internal Revenue Service (IRS).    Jennifer, who asked 10News not to identify her full name, says her accountant was just about to e-file her taxes when she got the letter from the IRS."It said we needed to verify that we filed, and if we had not filed, we had to call them immediately to tell them we hadn't filed," said Jennifer.RELATED: Equifax finds additional 2.4 million impacted by 2017 breachIn short, someone had already filed in her name, raising the suspicions of IRS employees.    "You feel violated. SANTA ANA (CNS) - With coronavirus cases spiking, Orange County officials Wednesday ordered the closure of all bars effective at midnight and continuing until further notice, while Newport Beach officials voted to close their beaches for the Fourth of July weekend.The county order affects all bars, pubs, breweries, and brew pubs that do not offer dine-in meals. Establishments that do serve dine-in food can only sell alcohol in the same transaction as a meal.The closure order was expected ahead of the holiday weekend, given similar action already taken in surrounding counties of Los Angeles, San Diego and Riverside. Orange County officials expressed concern that if they did not act, the county would become a magnet for holiday revelers from across Southern California."While we would prefer not to close bars at this time, many of our neighboring counties have closed their bars, and it's important to take precautions to ensure the safety of the general public," County Supervisor Michelle Steel said in a statement.In an emergency meeting, Newport Beach City Council members voted 6-1 to close the city's beaches from 10 p.m. Friday through 6 a.m. Sunday. City Councilman Kevin Muldoon was the lone no vote.Mayor Will O'Neill said he agreed with Muldoon that there hasn't been an uptick in transmission of the virus due to beach activities and added, "I don't understand why LA County closed their beaches. The positive test rate increased from 9.9% to 10.4% on Wednesday, according to health officials.The state has set a desired standard average of 25 positive cases per 100,000 over a 14-day period, and a seven-day average positivity rate of 8%.The three-day average increase of hospitalized patients is 9%, creeping up on the state's threshold of 10%. But that is down from 9.7% on Tuesday.Health officials insisted Orange County is in good shape in terms of hospital beds available. The county has 38.2% of its intensive care unit beds available, above the state threshold of 20%, and has 64.6% of its ventilators available, above the state standard of 25%.The city of Laguna Beach, which had already canceled its planned Fourth of July fireworks display, will close its beach on Saturday. The City Council also left open the possibility of extending the closure throughout the weekend if larges crowds begin to gather.County Supervisor Andrew Do urged all residents and business owners "to be extra cautious this holiday weekend."Supervisor Lisa Bartlett warned Tuesday that since the county has been managing cases at congregate living facilities, the current spike in cases is the result of community transmission.The best way to stem the tide of community transmission is to encourage facial coverings and social distancing, she said.Do on Tuesday announced a contract with Latino Health Access for a new program providing more outreach to residents in the county's hot spots of Santa Ana and Anaheim."There is no question in my mind now for the need for social distancing, good sanitation practices and face coverings," Do said."With the Fourth of July weekend coming if we are not careful about protecting each other we may reach a point where we need to shut down parts of the county and economy."The escalating numbers of infections and deaths "should really silence to a large degree any debate over the necessities for these measures I mentioned earlier," Do said. "It's no longer a political question or issue -- it's really a health issue."Eight out of the 10 highest case rates in the county are in Anaheim and Santa Ana, Do said.Do said he expected a rise in cases when the economy was reopened, "But I have to admit... within the last two to four weeks they have been a little bit alarming."Do emphasized that people living in the nation illegally should not fear participating in the new outreach program for local residents."Undocumented immigrants should not be fearful about being tested," Do said. "No immigration status will be asked or shared with anyone...
