SAN DIEGO (KGTV) — San Diego Police Saturday honored a local boy who risked his life to save his younger brother from drowning.Police say 10-year-old Ulises Frausto and his 7-year-old brother did not know how to swim when they were in a pool together. The brothers were holding onto the side of the pool when Frausto's brother lost his grip and sunk to the bottom.Despite not knowing how to swim, police say Frausto put his life on the line, swimming to the bottom of the pool to rescue his little brother. SAN DIEGO (KGTV) -- SeaWorld’s rescue team is in full swing, rescuing more than 150 animals and birds so far this year. More than 80 marine mammals and over 75 birds have so far been rescued in 2019, with the goal of rehabilitating and returning them to their homes, SeaWorld says. On April 2, the team rescued a 10-month-old sea lion pup with a two-inch cut on its flipper from a coastal rock in Ocean Beach. After being treated, the team hopes to return him to the wild in six to eight weeks. Wednesday, the team also returned 13 rehabilitated sea lions to the ocean. SeaWorld San Diego has rescued more than 20,000 animals over the last 55 years, according to a news release. 687

SAN DIEGO (KGTV) - Students are furious about a new dress code rule for girls at one of San Diego’s most prestigious private high schools. Cathedral Catholic High School in Carmel Valley announced Friday girls would no longer be allowed to wear skirts. That led to a backlash among students, who signed a petition to reverse the change. “I think that the ban is very sexist,” said student Lana Owad. In a letter sent to parents and students, CCHS said the dress code exists to foster a faith-based environment where students are focused on learning and not outward appearances. CCHS has issued thousands of hours of detention related to the lengths of girls’ skirts. The school dress code posted online indicates girls were allowed to wear skirts or skorts that were not excessively tight or form fitting and were no shorter than 3 inches from the top of the kneecap while standing upright.“We’ve had them tailored in the past because of the restriction on it. We spent money on buying different skirts because they ban other styles for us to wear,” said student Riley Staal. Mimi Cleary said the change was prompted by adults, not students. “No one wants the skirts going, like, literally, no one wants the skirts gone. I think only the principal and teachers want the skirts gone,” said Cleary. Under the new dress code, girls can wear pants, Bermuda shorts, or capri pants. The school said girls aren't the only ones having dress code problems: the administration will also be holding boys more accountable about their facial hair next year. SAN DIEGO (KGTV) -- Shoppers in Del Mar Heights are checking their receipts after learning through a social media app that some merchants are charging more sales tax than they should. Last year the City of Del Mar raised its sales tax to 8.75 percent, but the tax rate only applies to businesses within the city. The problem arose when some businesses that share Del Mar's zip code, but get San Diego services, mistakenly charged the higher Del Mar rate. San Diego's sales tax is 7.75 percent. David did not want to give his last name, but he checked his receipt for the Jack in the Box restaurant in the beachside shopping center and discovered he'd been charged the higher tax rate, an extra 8-cents. David didn't complain to management and told us 8-cents wasn't a big set-back but did say he believed the problem should be corrected. Several of his neighbors posted comments on the Nextdoor social media site about other establishments doing the same thing. 10News made purchases at three stores and found they charged the correct sales tax, but when we bought a salad and iced tea from Jack in the Box, we were charged at the Del Mar rate of 8.75 percent, just like David. Another customer who did not want his name used also shared a receipt showing he paid at the higher rate. He also had a receipt dated April 24 of this year, showing he overpaid sales tax to the Del Mar Wine Company in the same shopping center. A spokesman for Jack in the Box told 10News the franchise made an honest mistake and re-set its cash registers to reflect the correct sales tax. A clerk at the wine store told 10News to email the manager. As of this posting, he had not responded. 10News Contacted the California Department of Tax and Fee Administration. Spokesman Paul Cambra explained that Del Mar was one of the few pockets of California that have a "zip code split". Cambra called it a common problem when zip code boundaries don't match city boundaries. In an email to 10News Cambra wrote:"If a taxpayer overcharges, we will tell them to either return it to the customer or remit it to the CDTFA. If they have undercharged, they will still owe the tax, and depending on when they remit it, they may also be charged interest and penalties." SAN DIEGO (KGTV) - San Diego State University is defending its coronavirus-related disciplinary protocols after angry parents criticized them. The family of a student tells ABC 10News that she may be suspended for an entire semester for not reporting her COVID-19 test result fast enough.Marc Peterson says that his daughter is a sophomore. He asked that ABC 10News not show her face or use her name out of fear of retribution. He says that she lives in a single room in the dorms. When she fell ill, he says that she visited the County’s testing site on-campus, which is where she reportedly tested positive. Peterson says that she waited four days to notify the housing authority, instead of doing it immediately.“She thought [that] she didn't have to because the test was done on-campus. She thought it was being reported to the school,” he told ABC 10News on Monday and added, “The documentation that she had signed for housing said that she should report results or contact with other students ‘immediately' and ‘immediately' is not defined in any of the paperwork.”He says that she self-quarantined but still got in trouble. Peterson shared a letter that he says the school sent her which outlined options of taking an academic suspension for the spring semester or taking an academic suspension for this current semester. “It means that all the work that you've done all this semester will be wiped out. You're giving up this entire semester,” he explained.He says that he’s part of a Facebook group where dozens of other SDSU parents are posting about similar disciplinary actions for, what he calls, minor offenses during a rapidly changing pandemic. “It seems like the school is very overhandedly punishing students in this environment,” he added.Peterson says that his daughter plans to fight the possibility of suspension with the school.SDSU sent the following information to ABC 10News."We cannot provide specific information relating to specific cases or students’ academic records due to Family Educational Rights and Privacy Act (FERPA) regulations.
