BEIJING, June 10 (Xinhua) -- China's foreign exchange regulator said Thursday it will strengthen monitoring of cross-border capital flows to reduce risk. The regulator will keep a close watch on the economic and financial situation home and abroad this year, the State Administration of Foreign Exchange (SAFE) said in its annual report on management of foreign exchange posted on its website. It will also enhance its monitoring of abnormal cross-border capital flows by cracking down on illegal private banks and internet-based speculation in foreign exchange. The SAFE will maintain a prudent approach to managing foreign currency reserves and will continue to improve its diversification strategy.China's balance of payments continue to expand, albeit slowly, despite the impact of the global financial crisis. At the end of 2009, China's foreign exchange reserves hit 2.4 trillion U.S. dollars, a 453 billion U.S. dollar increase from the end of 2008.China had gold reserves of 1,054 tonnes at the end of last year, the fifth largest in the world.Although gold has commodity and monetary properties, the global gold market is relatively small and illiquid, the report noted, adding that because of its volatile price and high cost of holding and trading, gold has limited utility in asset allocation.
BEIJING, Aug. 18 (Xinhua) -- Reasserting its determination to crush gang crimes, China's Ministry of Public Security released a list of 52 major cases of gang crimes across the country and said it would supervise the handling of these cases in a circular issued on Tuesday. The ministry would appoint officers to supervise and track the investigation of these cases, while at the same time providing expertise and technological support, the circular said.It specifically ordered police chiefs, in areas where the mob cases occurred, to personally lead the investigation and said they would be held accountable for the investigation.Police nationwide must strengthen cooperation with disciplined inspection and supervision departments to remove the mafia's "protective umbrellas" and root out its financial resources by confiscating all asserts related to gang crimes. This was the eighth such listing released by the ministry since a long-term national campaign to crackdown on gang crimes began in February 2006.Since then, the ministry has supervised the handling of 296 major cases of gang crimes. Among them, 270 have been prosecuted and courts have handed down sentences in 210 cases, according to the circular. It cited one severe case in which a 27-member mafia group was apprehended by police in central Hubei Province for murdering, organizing gambling, and monopolizing construction projects. The group leader, Jin Gangqiao, was sentenced to death with a two-year reprieve.
GUANGZHOU, July 9 (Xinhua) -- Two nuclear power stations under construction have not been affected by a mild earthquake that struck south China's Guangdong Province Friday, company officials said.According to the provincial earthquake monitoring network, an earthquake measuring 3.1 on the Richter Scale Friday hit the junction of Taishan City and Yangjiang City where the two nuclear power stations are located."The nuclear power stations being built were not at all affected as the facilities were designed to withstand at least 8-magnitude earthquakes," said a spokesman of China Guangdong Nuclear Power Holding Corporation (CGNPC).He said the sites of these two power stations were carefully chosen and approved by the China Earthquake Administration. Records show that the strongest earthquake that shook the sites did not exceed 6.0 in magnitude. The construction of the Yangjiang Nuclear Power Station -- with a full installed capacity of 6 million kilowatts -- started in December 2008 and is planned to be put into commercial operation in 2013.
