SAN DIEGO (KGTV) -- Chief Edward Gallagher has retired weeks after it was determined his rank would remain intact, an attorney confirmed. In late November, Gallagher and three other SEALs were notified that a board of peers would determine whether or not they should remain SEALs, the Associated Press reported. President Donald Trump then ordered the Navy to allow Gallagher to retire as a SEAL with his rank intact. Defense Secretary Mark Esper allowed Gallagher to retire without the possibility of being removed from the SEALs — at the President's direction — shortly after firing then-Navy Secretary Richard Spencer over his handling of the case.RELATED:Trump says Navy won’t remove Gallagher’s SEAL’s designationEsper says Trump ordered him to allow SEAL to keep statusPentagon chief fires Navy secretary over SEAL controversy“I have directed the Chief of Naval Operations to terminate the Trident Reviews for three Naval Special Warfare officers. Given the unique circumstances of these three remaining cases, I have determined that any failures in conduct, performance, judgment, or professionalism exhibited by these officers be addressed through other administrative measures as appropriate, such as letters of instruction or performance observations on their officer fitness reports," Modly wrote.Gallagher was acquitted of murder in the deadly stabbing of an Islamic State militant captive in Iraq. He was, however, convicted of posing with a corpse. 1471

SAN DIEGO (KGTV) -- Covid Clinic’s debut in San Diego County was a little rocky in April when it was shut down by Dr. Wilma Wooten, the county’s public health officer.Fast forward to today, the operation seems to be running smoothly in both La Mesa and Downtown San Diego.“Since we were one of the first to open in San Diego County, there were some things that were brought to our attention that the county wanted,” said Covid Clinic CEO, Matt Collins. “So once we met each of the items that they were requesting, we’ve been able to continue testing without any issues.”Wooten sent a letter to Covid Clinic stating that the first site at MiraCosta College in Cardiff needed to shut down because the proper credentials to operate were not provided to the county. Test results also were not immediately reported to the county.Collins said the clinic now reports results to the county every day.He said, on average, about 100 to 150 people are tested at the downtown location, while about 350 to 400 are tested in La Mesa. While many testing sites are now limiting COVID-19 tests to those who have symptoms or fall in the high-risk category, Collins said anyone could schedule an appointment online to be tested at Covid Clinic.Across the country, people have also reported significant delays in test results. Covid Clinic offers three different tests, and Collins said they guarantee quick results.“We understand how important it is to get a result quickly,” said Collins. The antibody and antigen tests come with rapid results in just 60 minutes for 0.The nasal swabs require lab testing, but results can still be provided within the same day, the next day, or two days, however, it is a bit pricier.“The price varies from 375 dollars for a guaranteed two-day turnaround to 425 dollars for same-day turnaround. We’re seeing a lot of demand for that test because people need to travel,” he explains.Collins said the clinic has partnered with a lab in Orange County to deliver results without delays.“We’re going to continue to strive to make testing accessible to San Diegans and always provide the most accurate tests,” he said.In addition to San Diego County, Covid Clinic has drive-thru testing sites in Westminster, Ventura, Norco, and Temecula. SAN DIEGO (KGTV) — City officials hope to get the construction process for a proposed downtown park, aimed at being an anchor for San Diego's East Village, off the ground this summer. The proposed 4.1-acre, million East Village Green will sit between F and G Streets stretching from 13th St. to 15th St. The massive stretch of green space in the heart of downtown San Diego will feature an 11,000-square-foot multi-use lawn, plaza and fountain areas, children's garden, 14,200-square-foot community center, dog parks, and room for food facilities, according to development plans.RELATED: Officials to break ground on county's first bike skills park in South BayThe green would also include an underground parking structure for 200 vehicles. "The City will be maintaining and programming East Village Green, and Civic [San Diego] hopes to start the bid solicitation process in late summer," according to Kimberly Moore with Civic San Diego. Plans show an additional multi-use lawn, children's garden, and casual park space in the park's future. SAN DIEGO (KGTV) -- Cruise ship cancellations amid the Coronavirus pandemic have cost the region more than 0 million in lost economic activity, according to the Port of San Diego. The Port says since March, 75 cruises have canceled, meaning a 6 million loss in retail, restaurant, lodging and related transportation and shipping services. The 2020-2021 season, which was supposed to start Sept. 13, has already seen 49 cancellations. "When it’s safe for sailings to resume, we will do what we can to work with and support our cruise and public health partners to ensure the safety of cruise passengers, terminal staff, and the public," the Port said in a statement. The loss is hitting tourism-related businesses, already suffering from a loss of conventions, and social distancing restrictions. Chuck Abbott, general manager of the Intercontinental Hotel San Diego, just steps from the terminal, said cruisers usually stay a night pre or post cruise."It's still an amount of business that comes, which is beneficial," he said. "They're on leisure, and those people usually like to dine out and enjoy things."The CDC has halted cruising through at least Sept. 30. If that expires, San Diego's next arrival would be Nov. 5 through the Carnival Miracle. Some European cruise lines have once again started sailing, with capacity limits and social distancing restrictions. Doug Shupe, of the Auto Club of Southern California, said there is pent up demand for cruising, so once people feel safe, he expects bookings to be robust. 1538
