SAN DIEGO (CNS) - A suspect wanted for breaking into an apartment in Imperial Beach and allegedly sexually assaulting a woman while she slept was in custody Thursday evening.Alfred Ruiz-Sandoval, 24, is accused of sneaking in through a window to fondle a woman in her home early the morning of Sept. 3 in the 1300 block of Hemlock Avenue, near Tijuana Slough National Wildlife Refuge, according to Lt. Chad Boudreau of the San Diego County Sheriff's Department.The victim called 911 about 5 a.m. to report the invasion and sexual battery and told investigators the suspect ran from her home when she awoke. Officials believe the perpetrator got into the home by removing a screen from her open bedroom window.Currently, Ruiz-Sandoval is in federal custody on unrelated charges, and sheriff's detectives have obtained a separate arrest warrant, Boudreau said. 866

SAN DIEGO (CNS) - A person died today in a traffic collision involving a motorcycle and an SUV near Escondido.The crash happened at 4 p.m. Saturday on Birch Avenue and Bear Valley Parkway in an unincorporated area outside Escondido, the California Highway Patrol said.An Acura MDX SUV and a motorcycle collided, killing one person, the CHP said. It was not immediately known whether the victim was on the motorcycle or in the SUV.The accident forced the closure of northbound Bear Valley at Idaho Avenue. SAN DIEGO (CNS) - A San Diego judge's ruling today clears the way for the proposed Plaza de Panama project in Balboa Park to proceed.San Diego Superior Court Judge Gregory W. Pollack ruled both the project's proposed bond funding mechanism and an agreement of cooperation with the Plaza de Panama Committee to be legal, allowing the city to proceed with the plan to reduce traffic congestion in the park, according to the city attorney's office.San Diegans for Open Government argued that the city should have allowed voters to decide whether the city should rely on million in bonds to help fund the project.The City Council approved the project by a 7-1 vote in 2012, but six years of challenges and litigation stalled its implementation.The project will limit vehicle access and improve parking in order to restore the Plaza de California and Plaza de Panama as dedicated pedestrian areas."Balboa Park truly is the jewel of San Diego, and I am excited that the city can finally move forward with its plans to revitalize the Park for the enjoyment of San Diegans and tourists alike," City Attorney Mara W. SAN DIEGO (CNS) - A teenage suspect was behind bars today in connection with the 7-month-old slaying of another young man in a Southcrest- area neighborhood.Raheem Malik Meals, 18, was arrested Friday on suspicion of murdering 20-year-old Ismail Abouabid on Jan. 15, according to San Diego police.Patrol officers responding to a report of a possible traffic accident in the 4000 block of Boston Avenue shortly before noon that day found Abouabid mortally wounded behind the wheel of a parked vehicle, bleeding from the head, Lt. Matt Dobbs said.Abouabid, who had recently relocated to San Diego from Erie, Pennsylvania, was pronounced dead at the scene.Witnesses told investigators three male teenagers had been with the victim just prior to his death and walked off toward a nearby park just before he was found.Police initially reported that Abouabid had been shot to death but later backed off from those statements.``The mechanism for the (victim's) injury is not being released at this time,'' Dobbs said Tuesday.The lieutenant also declined to disclose a suspected motive for the alleged slaying or reveal what led investigators to identify Meals as a suspect in the case. 1186
