California regulators want to tax text messages to increase funds for programs that bring connectivity to underserved residents.A new surcharge proposed by the California Public Utilities Commission (CPUC) wouldn't be a per-text tax, but a monthly fee based a cellular bill that includes any fees for text-message services. Most carriers offer a flat fee option for texting, and already charge a similar fee for other services included in the bill — such as phone calls. On Wednesday, the FCC approved a new rule that classifies text messages as an "information service" like email. Proponent of the rule say it will give carriers the ability to crack down on spam messages, and critics say it could lead to carriers censoring messages.The CTIA argued in a legal filing submitted Wednesday that if texts are an information service, then the CPUC doesn't have authority over them and can't add on surcharges. It claims the proposal would go against federal law.The industry group also says the proposal would create inequity "between wireless carriers and other providers of messaging services," such as WhatsApp, iMessage and Skype."Subjecting wireless carriers' text messaging traffic to surcharges that cannot be applied to the lion's share of messaging traffic and messaging providers is illogical, anticompetitive, and harmful to consumers," the CTIA said in its filing.In light of the FCC ruling and other legal filings submitted to the CPUC, the group could change its draft proposal before the vote next month.According to the CPUC, the charges go to a number of different programs, including 911 services, subsidized phone service for low-income residents, and equipment for deaf and hard-of-hearing users. 2379

CARLSBAD (CNS) - A 47-year-old man suffered severe injuries when he lost control of his speeding car and struck a tree on a Carlsbad street, police said Tuesday.Dispatchers received a report of a solo vehicle crash shortly before 6:10 p.m. Monday in the 7100 block of Corintia Street, off Alga Road, Carlsbad police Lt. Christie Calderwood said.Officers responded and found the man -- a Carlsbad resident -- unconscious inside a Mercedes-Benz CLS 55 sedan, Calderwood said.A preliminary investigation found that the victim was speeding when he struck a curb, lost control of the sedan and crashed into the tree, the lieutenant said.Paramedics took the injured motorist to the hospital for treatment of "severe injuries," Calderwood said. (KGTV) — A German father and son had the summer vacation of a lifetime spanning seven countries, eight cities, and eight theme parks.Better yet, they pulled off the feat in a mere 13 days.Dieter Deussen and his five-year-old son, Julian, finished the last leg of their journey to visit all Legoland theme parks in the world Tuesday. Deussen began the trek wanting to give his son a special experience before he starts school for the first time in September, according to Legoland.RELATED: Legoland offers guests free admission on their birthday in 2019His son being a big Lego fan, Deussen suggested the global tour.The trip took the father eight months of planning, hours he said he would never trade. “100 percent it was worth it. BUFFALO, N.Y. — University at Buffalo earthworm expert Nick Henshue says Amynthas, invasive "jumping" earthworms with destructive potential, are appearing in the Western New York area.The earthworms live in the top few inches of soil, can grow to about the length of a pencil and gobble up fallen leaves that experts say play a vital role in forest ecosystems.Henshue believes the invasive earthworms may have been transported to the area in part via contaminated mulch."In agricultural systems, earthworms can be great, but in forests in our area, these jumping worms reduce leaf litter, which is really a protective layer that we rely on to protect and hide seeds and keep the sun off newly germinating plants," Henshue said. "The ability of earthworms, writ large, to reduce that leaf litter, to mix up different soil horizons, to add a whole lot of bacteria to the soil — it's very disruptive to plants, to animals and to organisms that live in the soil."Henshue says human activity is what leads to the spread of these invasive species."We shouldn't have earthworms at all in New York State, native or otherwise, because the glaciers pushed them so far south during the ice age," Henshue said. "But we do because of boats, bait, potted plants, soil being moved. Earthworm egg cases are tiny. They're smaller than the backing of an earring. They get transported around really easily."Below are some tips provided by Henshue to help stop the spread of these invasive species:Don't use jumping worms as bait.Be vigilant when taking part in plant swaps.Obtain clean mulch and compost from reliable sources."There's not a very good solution because we don't have anything that specifically targets these earthworms," Henshue said. "The quick and dirty way would be to just kill everything, and that's not okay. You'd wipe out beneficial insects and microbes as well. So the best thing we can do is prevention. Be vigilant about mulch piles, root cuttings and plant swaps. CA?ON CITY, Co. -- The Royal Gorge Bridge and Park has been a place providing natural beauty and adrenaline rushing rides for 91 years.“It’s history,” said Chad Harris, who works at the admissions desk. “It’s one of the most iconic places in the United States, and I feel honored to work here.” Harris said the park has been a special part of his life. He was an intern at the park several years ago and then came back to work full-time.“My family worked here, my brother, my sister my mom,” Harris said. “I wanted to come back to this place and have a career here.” But seven years ago, Harris watched decades of memories go up in flames. The Royal Gorge Bridge and Park was destroyed by a wildfire. The bridge was nearly all that was left.The heartbreak of the fire—only preparing Harris and his team for the challenges that COVID-19 would bring.“I honestly thought the fire was the worst thing that could happen to us,” said Peggy Gair, who manages public relations for the park.Gair has been with the park for more than 20 years and said the virus was a new strain of devastation.“Never in my wildest dreams did I think we’d be closed for that many weeks, the two and a half months that we were,” Gair said. She said the fire was different—the park had insurance and was prepared to rebuild. No one could have prepared them for the pandemic.Just before the pandemic hit, employees spent dozens of hours and thousands of dollars hiring 30 new employees. Days later, they had to let everyone go, and now, the process to rehire is more complicated than ever before.Gair is signed up for a new way to find workers: a live, virtual job fair. She’s hoping to fill dozens of open positions around the park. Some of those jobs have been available since last year, and now, Gair believes the extra 0 a week in unemployment benefits is playing a role in keeping people from applying.“There’s jobs available,” Gair said. “People aren’t excited to go back to work. They want to wait.” Gair is hoping that after July 31, more people will come to her park looking for work.Despite the struggle, Gair said she looks at the park today like she did in 2013—as a beacon of hope.
