(KGTV) - A nine hour standoff in Bonita has finally come to an end.Deputies have taken 37-year-old James Gilbert, who was wanted for a domestic violence incident, into custody.He has been booked into San Diego Central Jail on charges of making threats with a weapon, making terrorist threats and resisting arrest.Gilbert refused to come out of the home for hours.A San Diego Sheriff's Department SWAT team brought in two BearCats, made multiple flyovers with a helicopter and even called in a bomb squad.Two blocks of Allen School lane were blocked off all day due to the incident.Witnesses say a man believed to be the suspects brother tried running past the Sheriff's tape, ignoring deputies who tried to stop him.That man was handcuffed and taken into custody.Nearby Ella B. Allen Elementary School and Daly Academy were put on heightened security in light of the crisis. Children left the campuses safely after school let out. Deputies were able to get Gilbert out of the home shortly after 6 p.m.10News is monitoring developments in this story. 1072

BOSTON (AP) — Colleges and universities are pushing back against the Trump administration’s decision to make international students leave the country if they plan on taking classes entirely online this fall. Harvard University and the Massachusetts Institute of Technology filed a lawsuit seeking to block the rule Wednesday, and other universities are promising to work with students to keep them in the country. The Trump administration says the directive will allow for proper social distancing on campuses. U.S. Immigration and Customs Enforcement notified colleges Monday that international students will be forced to leave the U.S. or transfer if their schools operate entirely online. 699

  

Beginning Tuesday, anyone traveling to Hawaii must fill out a "Safe Travels" application, the Hawaiian government announced.In a news release, the government said the health information the travelers provide on the application would be a way for them to protect the health of their residents and visitors during the coronavirus pandemic.The new screening process will also include temperature checks upon arrival and secondary screening for anyone with symptoms or temperatures of 100.4℉ or higher."I am pleased to launch this digital app, which will allow our travelers to provide their required health and travel information before they arrive at the airport," said Gov. David Ige in the press release. "It will also help us keep in contact with those who are required to be in quarantine. This is an important step in preparing to reopen our economy."Currently, the government has visitors fill out two different forms: one for inter-island and trans-pacific travel."This [new] platform provides a one-stop-shop for both types of travelers," the government said.The way it works is that travelers will enter their information and travel plans 24 hours before their flight. They'll then receive a QR code via email, which they will scan at the airport upon arrival.Gov. Ige announced in early August that Hawaii would remain closed to tourists until at least October 1. 1379

  

BRANSON, Mo. — Branson, Missouri is a tourist destination for tens of thousands of families every summer. The winter months bring colder temperatures and empty amusement parks, meaning high unemployment across the community. This year, COVID-19 has made the widespread seasonal poverty even worse.Kevin Huddleston runs the Christian Action Ministries Food Bank in Branson and helps feed thousands of families per year. He said this year, they've handed out twice the amount of food as they did last year because so many families have been financially struggling through the pandemic.Huddleston said the need for services has fluctuated throughout the year, skyrocketing at times and leveling out when the stimulus checks and expanded unemployment benefits kicked in. With winter on the horizon, he is worried for what is to come."I really am concerned that we are entering our season of highest demand, and typically, normally people enter this period of time with some stored back, they have some money set aside, some food set aside, to get them through the dark days of winter when our tourism season is dormant here. We don’t have that fallback this year, people are not prepared," said Huddleston.He is also worried that the community, without a homeless shelter or affordable housing units, will see more community members on the streets than ever before."I think we’re likely going to see a housing problem this winter, seeing more people being homeless situationally, so we as a community are scrambling trying to do something."The city is opening up a warming center for people to have somewhere to go to escape the frigid temperatures, but it is not an overnight place yet. Huddleston is hoping a homeless shelter will be able to open up soon.Despite the adversity families are facing across this tourist town, Huddleston said he does have hope."Our financial contributions have been very good this year, much better than we’ve expected in this kind of economic situation," he said, adding that their shelves are often overstocked. Thankfully, food supply has not been an issue. The food bank has been able to help thousands without ever running out.Still, he says handing out food does not fix the problem. He and other community leaders said poverty in Branson needs to be addressed at the root. He is part of a group helping to build resources in the community so families can work themselves out of a constant situation of struggle. However, he is worried these solutions will not come quick enough."We are planning for a very dire situation this winter," he said. "We are going to practice as if that’s going to happen, and if it doesn’t, we’ll be blessed." 2680
