SAN DIEGO (KGTV) - A 98-year-old woman is being evicted from her Ocean Beach home after living there for nearly three decades. Betty Morse moved into her tiny Ocean Beach cottage back in the late 1980’s. After her husband died, she needed a place she could afford. “I was by myself, but I managed,” Morse said. “I could walk to work.” Morse said the rent was about 0 when she moved in. “It was a beautiful place to live because you could walk to the beach and watch the sunset,” she said. This little place by the beach that fits her so well was supposed to be her last stop. "See, I figured I'd lived a wonderful life in Ocean Beach, and I want to live and die here, you know, because I feel so comfortable here,” Morse said. “It's my little house, and it's all I know.” Morse said this year she was asked to sign a new rental agreement. Her family had some disagreements with a couple of changes made by the landlord: one was a no-smoking addendum. Morse told 10News after decades of being a smoker at 98-years-old, she quit so she could stay in the home. Despite her efforts, she said after the attorneys went back and forth a few times, she received a 90-day-notice in July terminating her tenancy. Morse doesn't know what to do if she’s forced to leave. “I don’t know who will rent to me because in two months I’ll be 99 and they are not going to be happy to rent an apartment,” she said. During her 30 years at the property, Morse said she never had a problem with the rental. A fixture in the neighborhood, she knows San Diego Mayor Kevin Faulconer and his mother. "She said, 'Kevin, I want a picture of Betty with you' and he said 'OK mom,'” she said. “He came over to the step and she said, 'She's very unsteady on her feet, Kevin, don't let her fall.'" Morse said her rent was always paid on time, a trait she picked up from the one man she ever loved. "Before he died, when he was in the ICU, he had a tube, but he wrote, don't forget to pay the rent.” A model tenant, Morse is using Section 8 housing assistance to help cover her rent. According to the termination notice she showed to 10News, the owner is electing to opt out of the Section 8 program and not renew the lease. It states the owner will be conducting substantial renovations to the unit and following the renovations the owner desires to rent the unit at a higher rental value, being that of the market rate value. The notice states the owner will be opting out of Section 8 entirely."They clearly state on their 90-day notice that their just cause is they don't want to comply with Section 8,” said Pamela Macias with San Diego County Evictions. Macias is working with Morse and her family to try and keep her in the home. "She's willing to pay market rent and just for no reason at all they want her out,” Macias said. Morse does have children, and instead of being out on the street she could move in with one of them. However, nearing the century mark she worries about being a burden.“I don't want to be in a nursing home either,” she said. “I still want to be independent.” The 90-day-notice has expired and Morse is still living in the property. The property owner filed an unlawful detainer, which is basically an eviction lawsuit. Team 10 contacted the owners of the property; they declined to comment due to pending litigation. Housing Assistance in San Diego The San Diego Housing Commission (SDHC) states that more than 6,000 landlords are participating in the rental assistance program. Most landlords don’t usually stop participating in the program, but it does happen, according to the commission. They say the Section 8 Housing Choice Voucher Rental Assistance program includes options to meet the needs of both landlords and tenants. Landlords can increase rents for rental-assistance tenants as they would for market-rate tenants as long as 60 days’ notice is provided to the rental assistance tenants and the new rent is determined to be reasonable.According to SDHC, to evaluate the reasonableness of the rent it compares the requested rent to the rents on other units on the premises with tenants who do not receive rental assistance. Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019 a new amendment to San Diego’s source of income ordinance will prevent landlords from declining a tenant based only on the household receiving rental assistance. “It opens large opportunities for our clients to receive assistance and utilize their voucher in the City of San Diego,” said Carrie Leverett, director of the SDHC rental assistance department. “It allows our clients to maintain affordable housing and find affordable housing. SAN DIEGO (KGTV) - A Bankers Hill man returned home to a knife-wielding man in his kitchen, leading to a frantic dash out of the neighborhood."I heard my neighbor pull up. I'm a light sleeper. Within a couple minutes, I heard sirens coming from every direction," said Tom.Tom, who asked us not to identify him, says two Sundays ago before 1 a.m., surveillance cameras showed his neighbor parking in front of his home. In the video, the homeowner is seen walking to his front door. An outdoor light turns off, and suddenly, another light comes on. Tom says that's when his neighbor encountered a stranger in his kitchen."He came home and found the guy standing at his back door with a bottle of alcohol from his cabinet, and a knife from his butcher block. He backed off a bit and called police," said Tom.The intruder ran out the back. He is then seen making his way to the front of the home, across the street and right to Tom's front door."He tries to get into my house. It's locked so he takes off down the street," said Tom. Tom says a man fitting the same description has been spotted stealing bikes and casing homes in the area. As for the recent break-in, Tom says it's not clear how the man got in, but video of the motion-activated lights suggest he was in the home for nearly an hour."It's more than a violation. You start to lose your sense of security, and that's the worst part of it," said Tom.The intruder is described as a white male, between 20 and 30 years old, 5’6"-5’8", 155 lbs, with tattoos on both forearms. SAN DIEGO (KGTV) - A 46-year-old Oak Park man is being held without bail in San Diego's Central Jail after San Diego Police say he kidnapped a toddler and molested her.Francisco "Freddy" Diaz faces 8 felony counts, including burglary, kidnapping sexual assault and lewd and lascivious acts on a child under the age of 14. His alleged victim is just three years old.The girl's father, Silvester Soltero told 10News he was working on his car when, unbeknownst to him, the "strange" man who lived next door broke into a bedroom window, grabbing his sleeping daughter.Soltero said Diaz' mother brought his daughter home, but she didn't have her pants. “I grabbed my daughter and I was like, baby what happened?" Soltero said his daughter proceeded to tell him the man touched her private parts.  When the father asked who the man was. Soltero said his daughter pointed out Diaz."I lost it," said Soltero.When the father approached Diaz he became hostile.  “He started screaming if you snitch on me I'll kill you," recalled Soltero.The men fought.  Soltero showed a bruise where he said Diaz tried to poke him in the eye with a fork.Eventually, Diaz ran off, but San Diego Police caught him a short distance away.That's when Soltero said things got worse.  He soon learned his neighbor was a registered sex offender.“They should have told me, they should have told me I was living next to a pedophile, If I had known I wouldn’t have brought my daughter around here, there’s no way in hell," he said.Court records show Diaz was convicted in 2006 for molesting three girls on the playground adjacent to Oak Park Elementary School, which is right across from his mother's house.  He was sentenced to eight years in prison, in part because he already had a criminal history.  In 2000, Diaz was convicted of making a terrorist threat and assault with a deadly weapon.Court records show Diaz is schizophrenic and abuses drugs, specifically methamphetamines. A psychologist is quoted in court documents saying, "If he can remain in treatment, and avoid drug and alcohol abuse, he should not pose a danger to the community's children."12 years later, Diaz finds himself back under the legal microscope.Soltero wants to know why a registered sex offender could live right across from a school full of potential victims, and right next door to the home where Soltero's daughter and three other children live.San Diego Police say Diaz was in full compliance with the terms of Megan's Law.  He is required to check in with police every year and he does so, said Lt. Jason Weeden.  Because Diaz' child molestation convictions were misdemeanors, he doesn't have to steer clear of schools and playgrounds.Silvester Soltero says if that's true, the law should be changed.  “If you’re a sex offender you shouldn’t be by a school, period," he said.Diaz will be arraigned before a judge Wednesday.  Soltero says he will be there to make sure justice is done. 3102

  

SAN DIEGO (CNS) - The unemployment rate in the San Diego-Carlsbad Metropolitan Statistical Area dropped to 6.6% in November, down from 7.5% in October and above the year-ago estimate of 2.9%, according to figures released Friday by the state Employment Development Department.This compares with an unadjusted unemployment rate of 7.9% for California, down from 9% in October. The rate is 6.4% for the nation, down from 6.6% during the same period.According to the EDD, total non-farm employment in San Diego County increased by 14,300 jobs month-over-month -- from 1,412,000 to 1,426,300 -- while farm employment contracted from 9,500 to 9,200.The region lost 97,700 non-farm jobs and 400 agricultural jobs over the year.The region's unemployment rate rose to 15% in May during the COVID-19 pandemic, according to EDD data, while data from the San Diego Association of Governments showed rates of nearly 30% unemployment in May.The November data reported Friday does not include regional stay-at-home orders which Gov. Gavin Newsom put in place for California regions this month with fewer than 15% of their intensive care unit beds available. Thursday's data from the state claimed Southern California had filled its ICU beds as the COVID-19 pandemic worsens, but San Diego County health officials reported 16% of local beds were still available.Trade, transportation and utilities led all industry sectors in month- over-month job gains at 8,200. Retail trade, up 6,500, and transportation, warehousing and utilities, up 1,800, logged increases in jobs. Within the category of retail trade, clothing and clothing accessories stores -- gained 1,500 -- and general merchandise stores -- up 1,200 -- were large contributors to month-over job gains. Wholesale trade payrolls marginally decreased by 100.Professional and business services added 2,800 jobs to payrolls and administrative, support, waste management and remediation services posted 1,900 month-over employment gains, followed by management of companies and enterprises -- up 500 -- and professional, scientific and technical services -- up 400.Also adding to payrolls was the government with 1,300 jobs added, financial activities with 1,100, educational and health services with 1,000, manufacturing with 600 and construction up 300 jobs.The hard-hit leisure and hospitality industry lost 900 jobs, and other services posted a net loss of 100 jobs in the past month.Mining and logging employment levels remained unchanged.Comparing year-over-year, leisure and hospitality continue to top the list in jobs lost, with a total of 45,100 jobs lost since last November -- 35,300 of which came in accommodation and food services.Since the same time last year, government lost 17,500 jobs; trade, transportation and utilities 12,000; educational and health services 10,400; other services 9,500; manufacturing 6,400; information 3,700; and financial activities 2,400.Professional and business services gained 7,300 new jobs and construction grew payrolls by 2,000 year-over-year. 3042

  

SAN DIEGO (CNS) - Two researchers, including one from the Scripps Institution of Oceanography at UC San Diego, are in Antarctica in an effort to uncover the planet's oldest ice.The research trip is part of a cordial international race to find the ice, which will give geologists and climate scientists new insight into Earth's climate history. Scripps paleoclimatologist Jeff Severinghaus and University of Minnesota-Deluth geologist John Goodge arrived this month at an ice-drilling outpost at McMurdo Station, Antarctica.In October, Severinghaus and researchers at Princeton University published a study in the journal Nature analyzing a two-million-year-old ice core. However, that core was incomplete in its historical portrait of ancient air. "It's like in archaeology when you find pieces of broken pottery you're trying to put back together."The two researchers are attempting to expedite the conventional ice drilling process, which currently takes roughly five years to dig two miles to the Antarctic ice shelf's deepest point. They believe their 50-ton drill could secure a 50-meter ice core with a full timeline of the continent's geologic development. Eventually, it could be used to dig to the continent's bedrock, which dates back 3 billion years.In addition to each other, geologists and climate scientists in the southern hemisphere are in a race against nature, as climate change continues to melt Antarctic ice and cause sea levels to rise, particularly on the continent's western edge, according to Goodge."The bigger question is what's happening in East Antarctica because there's a lot more sea level rise potential if it begins to melt as well," he said. "So we really need to understand what those conditions are."Once collected, the researchers will pack the ice samples in boxes until January, when the Antarctic sea ice thaws and the samples can be shipped to Port Hueneme in Ventura County. They will then be transported to the National Science Foundation's Ice Core Facility in Lakewood, Colorado, for study in late spring. 2439
