(KGTV) - With Santa Ana winds in the forecast for Wednesday morning, Cal Fire stationed more than 500 firefighters in strategic spots to attack any hot spots that flared up in the Valley Fire burn area.The plan worked.Crews were able to recognize hot spot fires quickly and direct resources to fight them before early morning winds spread the flames across Lawson Valley.One flare-up started on a mountain peak just northeast of Loveland Reservoir. That area burned on Saturday, but Barona Fire Department Chief Ken Kremensky said embers stayed hot enough under the tree canopy to reignite Wednesday morning."The retardant coats the area," Kremensky explained. "But a lot of times in the heavier brush it lays along the top of the brush and it doesn't penetrate all the way the ground so there's hot stuff and it creeps in there. And once it creeps through the retardant, it gets into that open field starts to spread. If you get some wind on it and it picks up, you see the flame starting to show up."The fire was in a remote area that would take hand crews hours to reach. So, Cal Fire sent in a squad of helicopters.Helicopters from San Diego Gas & Electric, Cal Fire and the San Diego County Sheriff's Department took turns dousing the flames with water for nearly an hour, making multiple passes and filling up with water from the reservoir.After they left, military helicopters took over. By 11 a.m., the fire was mostly out."We'll just keep plugging away and hopefully the weather will cooperate with us and that'll be a good success," said Kremensky.Heavy winds never materialized, with gusts in the fire zone topping out at 30 miles an hour. Crews were able to handle several other hot spots that ignited and keep the flames within the fire perimeter.Kremensky said they were fortunate that the weather cooperated. 1862

Employment lawyers like Ruthie Goodboe agree, citing OSHA and the National Labor Relations Act."An analysis needs to be done by the employer to determine, ‘Am I able to separate that employee if they’re unwilling to return to work, am I required to do or take certain steps’ and then if I do that and they still don’t come to work, do I have a right to separate them," said Goodboe, an employment lawyer with Ogletree, Deakins, Nash Smoak & Stewart.Employers must also make sure they're following regulations under the Americans with Disabilities Act and Family Medical Leave Act."If employers are following guidance from the CDC and from OSHA and limiting their exposure in the workplace, that should be satisfactory. However, there may be times that someone may be infected in the workplace and that employer may be held liable depending on the situation," Clayton said.But for those employees who simply have a general fear of COVID and despite any accommodations the business is taking, still don't feel comfortable coming back to work, it may be a breaking point."There's no federal or state laws that I’m aware of that requires an employer to provide leave based on someone’s fear that they may contract some type of disease whether it’s COVID-19 or something else. But employers should, through their policies and practices, determine what they’ve done in the past and ensure they’re being consistent and fair in their policies," says Clayton.Perhaps the biggest key for employers and employees in getting through this is communication."Stay calm, take a breath and make sure you’re communicating well with your employees to get all of the information. Do you understand what all of their concerns are? Because once their concerns are understood, it may be easy to resolve," says Goodboe.Employees and employers could ultimately find a mutually agreeable working situation to keep everyone comfortable and healthy at work. 2994

  

LOUISVILLE, Ky. (AP) — Government officials in Kentucky say they'll be investigating the city of Louisville's handling of the fatal police shooting of Breonna Taylor. The Louisville Metro Council's government oversight committee announced its intentions Monday. News outlets report the Metro Council's next meeting is scheduled for July 23. Jean Porter, a spokeswoman for Mayor Greg Fischer, says the mayor welcomes the review. Protesters have been calling for the officers involved in Taylor's death to be charged. Taylor, a 26-year-old Black woman, was killed in her Louisville home in March by police who were serving a no-knock warrant in a drug investigation. Microsoft said in a blog post on Thursday that it has discovered efforts by Iran, China and Russia to launch cyberattacks on the presidential campaigns of Joe Biden and Donald Trump.Tom Burt, Microsoft’s corporate vice president for customer security and trust, wrote that Microsoft was able to stop the cyberattacks from happening, and have notified the campaigns of the three countries’ efforts.“We disclose attacks like these because we believe it’s important the world knows about threats to democratic processes,” Burt wrote. “It is critical that everyone involved in democratic processes around the world, both directly or indirectly, be aware of these threats and take steps to protect themselves in both their personal and professional capacities. We report on nation-state activity to our customers and more broadly when material to the public, regardless of the actor’s nation-state affiliation. We are taking extra steps to protect customers involved in elections, government and policymaking.”Last month, the Office of the Director of National Intelligence released a statement outlining efforts by Iran, China and Russia to attempt to undermine this year’s presidential election.“Ahead of the 2020 U.S. elections, foreign states will continue to use covert and overt influence measures in their attempts to sway U.S. voters’ preferences and perspectives, shift U.S. policies, increase discord in the United States, and undermine the American people’s confidence in our democratic process,” William Evanina, director of the United States National Counterintelligence and Security Center, said. "They may also seek to compromise our election infrastructure for a range of possible purposes, such as interfering with the voting process, stealing sensitive data, or calling into question the validity of the election results. However, it would be difficult for our adversaries to interfere with or manipulate voting results at scale.”As part of Evanina’s assessment, he said that China and Iran were attempting to seek a favorable outcome for Biden, while Russia was working to ensure a favorable outcome for Trump.“As Americans, we are all in this together; our elections should be our own,” Evanina previously said. “Foreign efforts to influence or interfere with our elections are a direct threat to the fabric of our democracy. Neutralizing these threats requires not just a whole-of-government approach, but a whole-of-nation effort.”The Trump campaign responded to Microsoft’s cybersecurity report."As President Trump’s re-election campaign, we are a large target, so it is not surprising to see malicious activity directed at the campaign or our staff,” Thea McDonald, deputy national press secretary for the Trump campaign, said. “We work closely with our partners, Microsoft and others, to mitigate these threats. We take cybersecurity very seriously and do not publicly comment on our efforts.”The Biden campaign also responded to the report."We are aware of reports from Microsoft that a foreign actor has made unsuccessful attempts to access the non-campaign email accounts of individuals affiliated with the campaign," the campaign said. "We have known from the beginning of our campaign that we would be subject to such attacks and we are prepared for them.
