CINCINNATI, Ohio — A SWAT officer with the Cincinnati Police Department was suspended after reports he allowed a civilian to don parts of his uniform on Halloween, Lt. Steve Saunders confirmed Friday. Officer John Neal was placed on administrative duty pending the results of an internal investigation. His LinkedIn profile lists him as a K-9 handler as well as a SWAT officer with the department; Saunders said he was off-duty when the incident occurred. Hamilton County Sheriff's Office deputies and at least two Cincinnati lieutenants were called to Anderson Towne Center early Thursday morning, according to body camera recordings released by the sheriff's office. In one recording, a deputy mentions receiving reports of a man in SWAT gear harassing patrons.When deputies arrive, the man in question identifies himself as Neal's friend and claims to not have realized donning Neal's gear would be a problem. "I've known him for years," he says. "I didn't know this was a [expletive] issue. It was just a Halloween thing."Later in the same recording, the man asks one deputy what will happen to Neal.“It ain’t good, I can tell you that,” the deputy replies. “It’s pretty [expletive] stupid for this to be happening right now.”A bartender at a nearby restaurant told deputies the men arrived in the patrol car. CORONADO, Calif. (KGTV) -- Warmer ocean temperatures are being blamed after 10 to 15 people were stung by stingrays along the beach in Coronado Tuesday afternoon. According to lifeguards, 10 to 15 people were stung by the creatures after 4 p.m. Lifeguards say ocean temperatures, which reached the mid 60s Tuesday, were to blame for the increase in stingray activity. Lifeguards added that, when ocean waters warm up, it’s common to see an increase in stingray activity, but it’s unusual to see so many stings in a single day. Crews placed purple flags along the shores of Coronado Tuesday to warn of the increase, but say tourists may not know about the dangers the rays pose. The flags can also be used to warn about other creatures, such as jellyfish in the water. The California round ray is known to feed in the shallows off the California coast. Officials say the stingrays lay partially buried in the sand while hunting, making them difficult to spot for unsuspecting beachgoers. The stingray’s barb is covered in venom and mucus that causes severe pain if it breaks the skin. To avoid stepping on the rays, lifeguards recommend shuffling your feet. If you do happen to be stung, below is a list of what you should do to treat the sting: 1. Stop the bleeding.2. Go to the nearest lifeguard.3. Soak foot in hot water to deactivate venom.4. CRAWFORDSVILLE, Ind. — An Indiana man has been charged with murder after he allegedly killed and decapitated his wife.Police arrested Michael Parks of Crawfordsville on Friday after investigators found his wife's body and severed head, according to court documents filed Monday.On Aug. 20, the Montgomery County Sheriff's Office received a report of a deceased woman, identified as Hope Parks, whose headless body was found on County Road 225 on the Sugar Creek Bridge.Michael Parks told Crawfordsville police his wife had been missing since Aug. 18 following an argument. He said the last time he saw her was when she left their house and got into a silver or white Honda that was driven by an unknown person.During a search of the couple's house, police found dried blood in the gravel driveway in front of an overhead garage door, on the garage floor with a shoe print and on an exterior deck. Officers also discovered a trail of dried blood in the grass.Later in the day, investigators found a human head with a bullet wound buried in the cellar of the house.Police also found a .22 caliber rifle and ammunition, which matched a spent .22 caliber cartridge casing that was found in the yard next to a trail of blood. A phone believed to have belonged to Hope Parks was found in a safe in the home's bedroom. Investigators also found a man's shoe with tread similar to the footprint in the blood droppings in the garage.The next day, investigators discovered a blue tarp that was stained with blood, along with hair and plastic bags containing blood-covered rags that were found in the hole where the severed head was buried.An initial hearing for Michael Parks was held Tuesday. Now, in the current economic downturn, they're hoping to increase their student to job pipeline."We really feel like our role is to identify what jobs are available right now for students that they can apply and be working while going to school. What are the future jobs that we need to be preparing students for?" asked Dr. Shanna Jackson, the President of Nashville State Community College in Tennessee. Dr. Jackson says students are battling so much right now, including choosing between having to work and going to school.Dr. Jackson is hoping an million investment in the company Handshake, to help expand job recruitment to community colleges, will help."We actually already have 70 community colleges that have already signed on to be early pilot partners with us so we're really learning from them. We’re listening to them. We’ve started an advisory group with this population so that we can continue to ascertain what are the biggest pain points. What are their biggest areas of need for these students," said Christine Cruzvergara, Handshake's VP of Higher Education and Student Success.Handshake helps connect students with employers through career fairs, job postings and other services, and previously only worked with four-year universities. Cruzvergara says they're working with state systems throughout the country to connect with technical and community colleges."It'll be a really similar experience. It’ll all be part of one network and that's actually why it's a huge benefit to community colleges. We know for some of our biggest employers that they want to recruit 2-year talent. They don't see 2-year talent as different from 4-year talent for internships and jobs, they simply have a number of different types of roles and positions that are available to all types of students," said Cruzvergara. The partnership hopes to bring new recruitment benefits to students."The tools that something like this provides really enhances their opportunity to cast a wider net and then they can decide which job offer they want to say yes to instead of maybe taking the first one they hear about," said Dr. Jackson. CLEVELAND - This story proves just about anyone can get scammed. A man from Oberlin, Ohio said even though he's an experienced buyer and seller of cars online, criminals got him."You never thought you'd be a victim of a scam like this,” we asked Derrick Macarthy. “Never,” Macarthy told us.He isn't some dumb guy who fell for a scam. “The eBay Motors page looked official,” he remembered.Macarthy was looking for a van, found one on Craigslist. It was 00 and to him that’s a lot of money. "I don't have 00 to just throw away," he told us.The seller sent him a note saying the husband supposedly died 5 months ago. "They told me they had just moved to another state and that they were dealing with eBay Motors," said Macarthy.He wasn't familiar with eBay Motors, but he went to Rite Aid anyway. He bought a half-dozen eBay gift cards and gave the crooks the numbers. Then, he even got a message from them saying "I'm sure you will love this car...take good care of it…I loved this car very much.""They're good, huh?” we asked.“They are. So, buyers beware," Macarthy replied.Beware because Macarthy got another message 30 minutes later saying they needed a thousand dollars more to ship the car to him. Macarthy knew, though, the ad said no shipping fee. So, the red flags went up and called eBay."When you hear, 'You've been scammed,' what goes through your mind?” we asked him.“I just hit the floor,” said Macarthy. He was devastated. He has a family that needs a van. Plus, he never suspected anything because he's bought and sold cars with honest people on Craigslist in the past. "I put the ad on there. (Buyers) responded. Money, title, and keys were exchanged and everybody was happy. (That’s) not how it happened this time."Macarthy said he went to local police but they don't have the resources to track down the scammers who stole his money. "I wish there was some way to get that back,” he told us.eBay Motors has a big warning that even highlights Craigslist for scams like this. The examples include scammers using eBay gift cards.The Better Business Bureau also has warnings and advice.Macarthy has his own suggestions for you. "Things can look very, very real and be the total opposite. So, just be careful."eBay Motors suggests you tell the seller that you'll pay when you pick up the car. And watch out for sellers wanting quick payments through gift cards, wire transfers, or re-loadable money cards.  2436
