NEW YORK — David Dinkins, the first Black mayor of New York City, died Monday at the age of 93.Dinkins was elected in 1989 and served as mayor from 1990 to 1993, making him the first and only Black man to serve as the city's mayor. He was born in 1927 in Trenton, New Jersey. He was drafted, served as a Marine and later graduated from Howard University and Brooklyn Law School. He served in the state assembly before later becoming president of the board of elections, a city clerk and Manhattan borough president.Dinkins defeated longtime incumbent Mayor Ed Koch in the Democratic primary in 1989 and later beat Rudy Giuliani on his path to City Hall.In his inaugural address, he vowed to be "mayor of all the people of New York" and declared, "we are all foot soldiers on the march to freedom."Dinkins was known for his reserved public demeanor and civility. He was an American voice in favor of anti-apartheid sanctions, and his policies as mayor reflected his support for South Africa. He also created the office of Special Commissioner of Investigations for schools, built a system of after hour youth centers called Beacon Schools, and worked to create an all civilian police complaint review board.According to a city biography, Dinkins was sharply criticized for his handling of racial strife in Crown Heights, a boycott of Korean Grocers in Brooklyn and civil unrest in Washington Heights. He also dealt with sluggish economic growth.Giuliani succeeded Dinkins in 1993 after one term in office. After leaving City Hall, Dinkins remained active in city politics and taught public affairs at Columbia University. The NYPD said initial indications were that he died of natural causes.Dinkins was married to his wife Joyce for more than 65 years, and together they had two children.Joyce Dinkins died in October. She was 89.This story was originally published by Corey Crockett, John Muller on WPIX in New York City. The Associated Press contributed to this report. 1974

NEW YORK (AP) — U.S. health officials have sparked a wave of confusion after posting guidelines that coronavirus testing is not necessary for people who have been in close contact with infected people. The new guidance was posted earlier this week on the website of the Centers for Disease Control and Prevention. The agency formerly advised testing for close contacts. But on Monday that was changed to say that testing is no longer recommended for symptom-less people who were within 6 feet of an infected person for more than 15 minutes. CDC officials have referred all questions to the agency’s parent organization, the U.S. Department of Health and Human Services in Washington. 691

New research confirms that temperature and symptom checks miss many coronavirus infections. A study published Wednesday found that these measures failed to detect infections in new Marine recruits before they started training, even after several weeks of quarantine. Many recruits had no symptoms yet still spread the virus. The work has implications for colleges, prisons, meatpacking plants and and other places that rely on symptom screening. Doctors say more COVID-19 testing is needed, especially in younger people who often don't develop symptoms.“We spent a lot of time putting measures like that in place and they’re probably not worth the time as we had hoped,” said Jodie Guest, a public health researcher at Atlanta’s Emory University who had no role in the research.“Routine testing seems to be better in this age group” because younger adults often have no symptoms, she said. The study was led by researchers from the Icahn School of Medicine at Mount Sinai in New York and the Naval Medical Research Center. It involved 1,848 Marine recruits, about 90% of them men, who were told to isolate themselves for two weeks at home, then in a supervised military quarantine at a closed college campus, The Citadel in Charleston, South Carolina, for two more weeks. That included having a single roommate, wearing masks, keeping at least 6 feet apart and doing most training outdoors. They also had daily fever and symptom checks. The recruits were tested for coronavirus when they arrived for the military quarantine and 7 and 14 days afterward. Sixteen, or about 1%, tested positive on arrival and only one had any symptoms. Another 35 -- an additional 2% -- tested positive during the two-week military quarantine and only four had symptoms.Only recruits who tested negative at the end of both quarantine periods were allowed to go on to Parris Island for basic training.Genetic testing revealed six separate clusters of cases among the recruits.A separate study published Wednesday in the New England journal reports on an outbreak last spring on the aircraft carrier USS Theodore Roosevelt. Among the crew of 4,779, mostly young people, 1,271 became infected; 77% did not show symptoms when diagnosed and 55% never developed any.The case shows that “young, healthy persons can contribute to community spread of infection, often silently,” Dr. Nelson Michael of the Walter Reed Army Institute of Research wrote in a commentary. 2442

NEW YORK (AP) — Workers have installed nearly 200 glittering Waterford crystal triangles on Times Square's New Year's Eve ball in preparation for a pandemic-limited celebration. The ball is a 12-foot geodesic sphere covered with more than 2,000 crystal triangles of various sizes. Some new crystals are swapped in every year. This year's addition features a new “Gift of Happiness” design represented by a sunburst of bright cuts radiating outward. The ball blazing with more than 32,000 LED lights will be dropped at 11:59 p.m. on New Year's Eve to ring in 2021. 571

NEW YORK (AP) — Uber shares sunk even further after its disappointing stock market debut as doubts lingered over the company's ability to turn a profit and trade tensions dragged down the overall market. The ride-hailing giant's stock fell 10% and hovered around Monday afternoon on Uber's first full day of trading. The mounting losses followed Uber's disappointing initial public offering. On Friday, it took a 7 million hit — the largest loss on the first day of trading by a U.S.-based company in recent history, according to Renaissance Capital.Uber's earliest investors are still making money off the IPO, but "for late-round investors, it's possible by the time they exit they will end up with a loss," said Jay Ritter, finance professor at the University of South Florida.Among the recent big investors — and perhaps losers — is PayPal, which had disclosed plans to buy 0 million in Uber stock at the IPO price of .Uber has had no trouble convincing venture capitalists to pour money into its earlier funding rounds, but with its unclear path to profitability, it's having a more difficult time with Wall Street investors."It's clearly a high-risk, high-reward scenario. You're betting on something that may happen 10 years down the road," said Matt Kennedy, senior IPO market strategist at Renaissance Capital, a manager of IPO exchange traded funds. "Public investors are looking at profits and not seeing any, and the company's growth in the last quarter was relatively strong, but I don't think it blew anyone away."Uber's main U.S. rival, Lyft, is in a similar spiral. Its stock was trading below on Friday, down 33% from its IPO price of .It's rare to see shares in a tech company hit so hard upon going public. Over the past five years, just 10% of similar companies finished their first day of trading below their IPO price, Kennedy said.Uber's revenue last year surged 42% to .3 billion, but the company admits it could be years before it turns a profit. 2000
