SAN DIEGO (KGTV)- San Diego County barely avoided falling back into the purple tier of the state’s reopening system, staying in the red for now.The color-coded tier system has been difficult for many business owners to deal with as they wonder if they will face more restrictions in the coming weeks.“We are working with the state to share our concerns and thoughts about the metrics they are using to put our county in the different tiers,” said Greg Cox, San Diego County Supervisor. "The reality is we remain at risk of being moved to the more restrictive tier in the future if we don’t do those things that we know we need to do.”Dr. Wilma Wooten, the county’s public health officer, said she and other health officers across the state have been pushing for the state to improve its metrics system to go beyond case rate and positivity rate.She would like to see three things happen.“If counties are maintaining hospitalizations and hospital capacities to somehow get credit for that, and also get credit for contact tracing,” she said.Wooten said the county should also get credit for providing access to COVID-19 testing in vulnerable communities hit the hardest.“San Diego has done an excellent job to date of getting access to testing in those communities that are hit the hardest,” she said.On Tuesday, the County Board of Supervisors passed a motion in a 4 to 1 vote to send a letter to the state backing Wooten’s effort in revising the reopening criteria.Wooten is urging members of the public to continue wearing a facial covering, washing hands, avoiding large gatherings, and staying home when sick, especially as flu season is on the way.“We do not have a vaccine for COVID-19, but we have a vaccine for the flu,” she said. “Getting the flu vaccine is the most important step in preventing the flu.” 1822

Much of their final efforts is focused on getting supporters in the South Bay."We're putting people out in their own neighborhoods, talking to neighbors they already know, making sure they're filling out their absentee ballots," said Joe Biden campaign staffer Jack Hurley.Biden opened an office in the Eastlake neighborhood of Chula Vista shortly after the Iowa Caucus. While Biden does not have as big a staff or infrastructure as other campaigns, they have seen a boost in volunteers since Biden won the South Carolina primary. "I want to see change and I wanted Joe Biden to be that change, and that means I needed to get to work," said Russell, who walked in to the Biden office Monday to volunteer.Bernie Sanders has a large organization in San Diego, based out of its headquarters in Barrio Logan. Monday, teams worked in shifts to train volunteers to canvass the South Bay, focused particularly on San Ysidro. "Our goal is turning out voters that a lot of them haven't actually voted before. So we're mainly focused on turnout at this point in time," one staffmember told the volunteers."It was tough in the beginning," said Sanders volunteer France Hanna about his first efforts at doorknocking. "But I realize as I share my personal Bernie story with all the doors that I knock on that I have a lot of commonalities with people."The Sanders campaign is particularly working to utilize a relatively new law in California that allows ballot delivery, meaning that campaign volunteers can pick up voters' ballots and deliver them to be counted. Because Sanders emphasizes turnout out non-traditional voters, especially young voters and people of color, ballot delivery could provide a boon, making it easier people who perhaps may not have gone to the polls to cast a ballot.The Mike Bloomberg campaign is also working to reach LatinX voters in the South Bay. "One of the main things we understand about the South Bay is that there is the most potential to turn out voters," said staffer Jesus Cardenas. Bloomberg has teams of volunteers knocking on doors and making calls. "It's going to be a little bit crazy, but it's going to be fun," Cardenas said. "Our goal is to make sure we get as many people out to the polls as possible." 2437

  

SAN DIEGO (KGTV) People across California will soon be able to use an app to notify or find out if they have been exposed to COVID-19.The CA Notify system was launched on the campus of UC San Diego in September. Monday, Governor Gavin Newsom announced the tool would be available on Google and Apple devices statewide beginning on December 10th.Dr. Christopher Longhurst, Chief Information Officer for UC San Diego Health, says the tool helps stop the spread of the virus on campus."While San Diego case rates have surged from 3 to 6 percent, our campus has fortunately remained a safer place with our students and employees testing positive at less than 1 percent," said Dr. Longhurst.Philip Tajanko is a freshman at UCSD. He signed up for the app shortly after arriving on campus in September."I figured that I might as well download the app just in case," said Tajanko.Tajanko tested positive for the virus in October."Outside of the people I directly informed by giving them a phone call or text, it did give me some peace of mind knowing that I could just send out this blanket alert that would notify anyone that I had been in contact with but don't have their phone number," said Tajanko.The system uses smartphone technology when a users' phone is within close proximity to another user for an extended period."You're not going to get an exposure unless your phone is within 6 feet of someone else's device for greater than 15 minutes cumulatively," said Dr. Longhurst.The governor stressed the app is opt-in, 100% private, secure, and does not track location.It has been effective. Even if we don't have tens of millions of people participating in this program, the more people who opt-in, the more effective it can be," said Governor Newsom. 1759

  

SAN DIEGO, Calif. (KGTV) -- San Diegans have a new opportunity to go back to school without fear of being saddled with student loan debt.The San Diego Workforce Partnership and U.C. San Diego Extension are teaming up to create what's called an income share agreement. Here's how it works:People complete a roughly yearlong certificate program in digital marketing, business intelligence, front-end web design or java programming at UCSD Extension. The fund will front the student's entire tuition, plus support services to total about ,500. Grads only make payments on it if they have a job that pays at least ,000 a year. "Once you get a foothold in some of these jobs, your salary potential grows even faster," said Andy Hall, chief operating officer of the San Diego Workforce Partnership. Grads would be billed 6 to 8 percent of their pre-tax salary per month, but they'd never pay more than ,500. Plus, all payments top after three to five years. The idea is that the most successful grads can fund the next generation of those looking to retrain.Google.org, Strada Education Network and the James Irvine Foundation are backing the program, along with an anonymous donor.
