SAN FRANCISCO (AP) — A bill requiring California prosecutors to erase or reduce tens of thousands of marijuana criminal convictions was approved by the state Legislature on Wednesday and now awaits Gov. SAN DIEGO (KGTV)-- Bridging the gap between the community and the police department, the Fairmount Park Neighborhood Association threw a party for the men and women who patrol their streets every day. Daniel Palmer and Russ Connelly reminisced the good old days when the original owners from the 1950s took good care of the then-new Fairmount Park community. "Being in the area that is in the center of everything, it's very desirable," said Connelly, president of the Fairmount Park Neighborhood Association. But as the years went on and the homes changed hands, so did the vibe of the neighborhood."The streets were dirty and the houses were getting more dilapidated," Palmer said. Palmer said there were numerous reports of drugs, break-ins, and speeding problems along Parrot Street."We have a straight part of a downhill side of the street called the 'Parrot Way speedway,'" Connelly said. "A person was hit and run just a couple of hundred yards from my house," Palmer said. But the moment they shared their concerns with patrol officers, they said something changed. Instead of merely ticketing offenders, they said the officers took the time to engage with the community."I think that's had an effect on a lot of the neighbors because they suddenly seem to slow down, watch for traffic, watch what's going on," Connelly said. "You see people putting a coat of paint on their house. You see people picking up their yards. People are happier. They feel more secure," Palmer said. So as a token of their appreciation and hard work, the Fairmount Park Neighborhood Association threw a party for the Mid-City police officers and elected officials who make their area safe. Thank you, they said, for making Fairmount Park the desirable, sweet community it once was. "It's more of a family environment than it was five to six years ago. In all honesty, it's a lot cleaner. People are more friendly. There's more participation, more interaction. San Diego County welcomed its first baby of 2019 at 12:04 a.m. Ainhara Abegail Banos was born at Scripps Mercy Hospital in Chula Vista at 7 pounds and 14 ounces. The bundle of joy is 20 inches tall. Her mother, Elizabeth Morales, said Ainhara's three older sisters can't wait to meet her. "They're waiting for her!" Morales said. She joked that her other daughters, however, "wanted a boy."Morales thought she would have a quiet New Year's Eve because the baby wasn't due until the middle of January. While at home, Morales' water broke and her sister brought her to the hospital. Even though Morales has three other children, she said she was still nervous. Even for seasoned veterans of the hospital, the first baby of the year is always exciting."I've been doing this for over 30 years. SAN DIEGO (KGTV)— Rady Children’s Hospital announced their partnership with Children's Specialized Hospital in New Jersey, to expand its opioid-free Pain Management Program.10News met 17-year-old Jasper Neale at Rady Children's Hospital. Neale said in the summer of 2014, he was at a junior lifeguards camp at Moonlight State Beach in Encinitas. When he was running on the sand, he fractured his heel. His family thought it was a straight forward injury. But the pain started to spread everywhere, making him immobile.“It went up my calf, and my whole leg and calf were getting really swollen,” Neale said. “It started with like a three out of ten, but it became a ten out of ten for my whole body.”His x-rays showed recovery, but his pain was not going away. The injury puzzled locals doctors. "They kind of just said, ‘We're not sure.’ This is the weirdest thing I've ever seen,” Neale said. Their last hope was the Children's Specialized Hospital in New Jersey, where they had an advanced chronic pain management program. There, the specialists told him his diagnosis: complex regional pain syndrome."You never take any drugs. You literally have nothing but yourself,” Neale said. Unlike traditional methods of pain relief, this program does not use any opioids.“People want a quick fix. The magic pill. The magic surgery to make everything get better, but most of the time, that's not available,” Andrew Skalsky, Division Chief of Rehabilitation Medicine at Rady Children’s Hospital, said. They have a tough love approach, combined with alternative therapies."I came in being unable to walk, and the very next day, they forced you to run. They forced you to swim."“Unfortunately with a lot of chronic pain patients, they actually have to somewhat create more pain to make themselves better, but then also giving them the emotional and psychological tool kit to cope with that pain,” Skalsky said.Today, Rady Children’s Hospital announced they too will be adopting this program, so in the future, patients like Neale can get the treatment they need closer to home. For Neale, it was a seven-week treatment in New Jersey that fixed his chronic nerve pain. He came back to Encinitas, not hooked on drugs. There were no side effects. "From the day I left to now, I can do everything I want to do,” Neale said. Neale’s recovery led to the discovery of a new passion. The 6’8” senior at San Dieguito Academy is now a star volleyball player. In the fall, he will play for the University of Toronto."Going from being completely dysfunctional, to being a fully functioning human, with only doing it through physical therapy and natural ways is amazing,” Neale said. A local Guamanian grill is using a musical twist to highlight their food, to bring in business.SMACK'N Guamanian Grill offers authentic Chamorro food. Chamorro is the native culture of the Mariana Islands region, including Guam.“All the recipes are authentic and passed down through generations,” says owner Christian Graham.The 24-year-old owner says opening the restaurant was a way to showcase his culture, which is not highly represented in San Diego.“I wanted to highlight what my grandmother, what my family has brought to the Chamorro food, the Chamorro community,” says Graham.When the pandemic hit, the newly opened SMACK'N Guamanian Grill had just opened six months prior.“Sales have dropped quite a bit between 30 to 50 percent,” says Graham. “We ended up losing about 20 percent of our staff members due to the pandemic because of their reduced hours.”As a young owner, Graham decided he needed a new, creative way to bring in business. He created a music video for the Guamanian Grill.“Just something different that restaurants haven’t done in the past.”The video, which launched a little over a week ago, already has hundreds of views on YouTube.
