The Internal Revenue Service issued a warning Friday about a new twist on the usual impersonation phone scam. Officials say criminals are faking calls from the Taxpayer Advocate Service (TAS), an independent organization within the IRS. Similar to other IRS impersonation scams, the con artist makes unsolicited calls to the victim, falsely claiming to be from the IRS. But now scammers have discovered a way to "spoof" the phone number of the TAS office in Houston or New York. The victim answers or returns the call, the criminal requests personal information, including a Social Security number or individual taxpayer identification number. The TAS office helps taxpayers resolve IRS issues, such as sudden financial difficulty, but does not call residents out of the blue. Characteristics of the calls are: Scammers use fake names and IRS badge numbers to identify themselves.Scammers may know the last four digits of the taxpayer’s Social Security number.Scammers spoof caller ID to make the phone number appear as if the IRS or another local law enforcement agency is calling.Scammers may send bogus IRS emails to victims to support their bogus calls.Victims hear background noise of other calls to mimic a call site.After threatening victims with jail time or with driver’s license or other professional license revocation, scammers hang up. Others soon call back pretending to be from local law enforcement agencies or the Department of Motor Vehicles, and caller ID again supports their claim.The IRS will never: Call to demand immediate payment using a specific payment method such as a prepaid debit card, gift card or wire transfer. Generally, the IRS will first mail a bill to any taxpayer who owes taxes.Threaten to immediately bring in local police or other law enforcement groups to have the taxpayer arrested for not paying.Demand that taxes be paid without giving taxpayers the opportunity to question or appeal the amount owed.Ask for credit or debit card numbers over the phone.Call about an unexpected refund.For taxpayers who don’t owe taxes or don’t think they do:Please report IRS or Treasury-related fraudulent calls to phishing@irs.gov (Subject: IRS Phone Scam).Do not give out any information. Hang up immediately. The longer the con artist is engaged; the more opportunity he/she believes exists, potentially prompting more calls.Contact TIGTA to report the call. Use their IRS Impersonation Scam Reporting web page. Alternatively, call 1-800-366-4484.Report it to the Federal Trade Commission. Use the “FTC Complaint Assistant” on FTC.gov. The Association of American Universities has released results of a survey they conducted looking into the sexual assault and sexual misconduct climate on college campuses.The survey is a follow-up to the organization's campus climate survey in 2015 and campus activities survey in 2017, and on a much larger scale. According to the AAU, 181,752 students participated in the survey from 33 colleges and 32 AAU member schools. In 2015, they had 150,072 respondents.Of the students surveyed in the 2019 study, nearly 60 percent were undergraduate students while 40 percent were graduate and professional students. Of those surveyed, 53 percent were from private institutions while 47 percent were from public. The survey also states that is has "one of the largest sample sizes of self-identified transgender, non-binary, and other TGQN students ever studied."Key findings from the study include:– The overall rate of non-consensual sexual contact by physical force or inability to consent since a student enrolled was 13 percent, with rates higher for women and transgender, genderqueer and non-binary people, than men.– In the case of the 21 schools who participated in 2015 and 2019, the rate of non-consensual sexual contact by physical force or inability to consent increased to 26.4 percent for undergrad women, 10.8 percent for graduate or processional women and 6.9 percent for undergraduate men"The survey found significant levels of sexual misconduct on campus, disparities in the prevalence of sexual misconduct among different categories of students, and changes from the 2015 results in student knowledge about sexual misconduct," the survey says.According to the report, women and people who identity as TGQN see sexual assault and other misconduct at the school as more problematic than men do.In addition, 77 percent of undergraduate women say that it is at least "somewhat" problematic at their school, while 72 percent of graduate women say the same. The days of passengers bringing rabbits, turtles and birds on planes as emotional-support animals could be ending. The U.S. Department of Transportation on Wednesday proposed that only specially trained dogs qualify as service animals, which must be allowed in the cabin at no charge.Airlines could let passengers bring other animals on board, but hefty fees would apply. The federal agency that oversees the financial condition of U.S. banks says it will offer voluntary early retirement to about 20% of its 5,800 employees.Agency officials say the early retirements could create a more highly skilled workforce with the goal of attracting employees with a new set of skills.The Federal Deposit Insurance Corp. announced the move Thursday, saying it isn’t designed to reduce its budget or the total size of the workforce. About 42% of the current workforce is eligible for retirement within five years, the FDIC says. A wave of potential retirements could sap the agency’s institutional knowledge, especially during a crisis, the FDIC’s inspector general said in a recent report.In addition, the FDIC plans to close a handful of field offices, and to relocate and consolidate others. No staff involved in examining banks will be affected, the agency says.“This program will enhance our agility, preparedness and technological transformation,” FDIC Chair Jelena McWilliams said in a statement. It’s part of the agency’s strategy to “further reduce layers of management and acquire new skill sets,” she said.Sen. Sherrod Brown of Ohio, the senior Democrat on the Senate Banking Committee, questioned the approach of phasing out veteran employees and said it could hurt the FDIC’s ability to deal with another financial crisis. “If the FDIC chair were interested in increasing the agency’s capability to respond to a crisis, she would be focused on hiring and training a new generation of workers, not encouraging experienced and senior staff to rush to the exit,” Brown said. “Let’s be clear –- no matter how Chair McWilliams tries to spin it, reducing FDIC’s workforce will make us less prepared for a financial downturn.”During the 2008-09 financial crisis and the following years, the FDIC closed hundreds of failed U.S. banks and transferred their loans and deposits to other, healthy banks. Bank failures reached a peak of 157 in 2010. With the new plan, the FDIC is looking build up its staff engaged in inspecting banks, and in specialized information technology, computer science and data management. Officials declined to estimate what portion of the employees being offered early retirement is expected to take it. They include executive managers as well as administrative staff at FDIC headquarters in Washington and in the field. The union representing FDIC employees said it’s concerned about employees having enough time to adequately assess their options and make informed decisions. Employees who accept the offer must leave by June 6. Under terms of the offer, most of the employees who choose to leave or retire will receive six months of salary.The union, the National Treasury Employees Union, said it will negotiate with the agency on the office closures and consolidations to prevent involuntary relocations of employees to another FDIC office and allow them to continue to inspect banks in their areas.“We also intend to closely examine the FDIC’s justification for these decisions, and our union will raise concerns if we feel the moves are unwarranted or harmful to FDIC’s ability to accomplish its mission,” NTEU President Tony Reardon said in a statement.In addition to monitoring the banks’ condition, the FDIC was established during the Great Depression to insure deposits of banks that fail.
