SAN DIEGO (CNS) - SeaWorld San Diego announced Friday that it reached a milestone in the construction of its ``dive'' roller coaster by installing the ride's highest section of track 153 feet above ground. The ``topping-out'' ceremony included a crane placing an American flag at the ride's highest section. The ride, slated to open next summer, is being built adjacent to the Journey to Atlantis attraction, on what had previously been a parking lot. Construction on the ride, advertised as the tallest, fastest and longest such coaster in the state, began in August. The park originally announced the ride in January with the name ``Mako'' after the endangered shark species, which is considered the fastest shark in the world. Park officials announced its new name, Emperor, last month, saying it would reflect the ability of emperor penguins to dive to depths of 1,800 feet in the waters of their native Antarctica. After the 153-foot climb, Emperor will plunge back down 143 feet while reaching speeds of more than 60 mph, according to SeaWorld. The ride will include nearly 2,500 feet of track, ``floorless'' cars that will hold 18 riders in three six-person rows and penguin conservation and awareness elements through a partnership with Penguins International. The ride is being built by Swiss roller coaster manufacturer Bolliger & Mabillard Consulting Engineers. SAN DIEGO (CNS) - San Diego County will remain in the red tier for COVID-19 cases, with a state-adjusted case rate of 6.7 per 100,000 residents, the county's public health officer told the Board of Supervisors during their meeting Tuesday.California officials announced changes to the monitoring system for counties on Tuesday. County public health officials said their unadjusted case rate was above 7.0, at 7.2. However, because testing levels were above the state median testing volume, the county's adjustment level was decreased.While it's not possible to predict what the future holds for the state testing system, the county is exceeding testing numbers, Dr. Wilma Wooten said.Nick Macchione, county Health & Human Services director, said that by next moth, testing capacity is on track to increase to roughly 30,000 tests a week.Machionne said that along with facilitating the testing needs of schools, improved capacity will help the county stay above the state's testing median. The county also now has seven community-based organizations working to stop virus spread, Macchione said.The county's testing positivity percentage is 3.8%."They play a vital role of reaching our hardest-hit communities," he added. SAN DIEGO (CNS) - Southwestern College President and Superintendent Kindred Murillo will retire at the end of this academic year after serving 24 years in the California Community College System, the college confirmed Wednesday.Beginning as an adjunct faculty member at Desert Community College District, Murillo has served in various roles. She spent 11 years as a chief business official and served her last nine years in the system as a college president, first at Lake Tahoe Community College District, and then at Southwestern College for more than four years."It is the commitment faculty, classified professionals and administrators have had to the success and achievement of our students that has made my career so rewarding," Murillo said. "Southwestern College has been the most remarkable community college I have had the privilege of serving during my entire academic career. We have worked together to establish a path of transformation for our students and our community."Murillo guided the college's accreditation status from warning to reaffirmation within her first year. According to a college statement, she also tackled a backlog of personnel investigations and complaints, increasing accountability at the district.Early in her tenure, she formed an Advisory Task Force on Inclusion & Race Relations that was intended to acknowledge a history of racism and inequity by design and to "develop transformative interventions designed to strengthen, enhance and support culture change," a college document said.Governing Board President Nora Vargas credits Murillo's commitment for positioning Southwestern College as a model of equity in the California Community College System."Murillo's transformative changes would have taken any other leader a decade to accomplish," Vargas said. SAN DIEGO (CNS) - The San Diego City Council's Active Transportation and Infrastructure Committee unanimously voted today to send a set of regulations on dockless electric scooters and bicycles to the full council.Should the full council vote in favor of the regulations, scooter riders would be banned from parking scooters and bicycles in hospital and school zones, beach area boardwalks, the perimeter of Petco Park and the north and south legs of the Embarcadero. Riders and scooter company employees would also only be able to park scooters in groups of four in designated areas on the street, with at least 40 feet between groups. Scooter speeds, currently a maximum of 15 mph, would be slowed to 8 mph in high-traffic areas like Spanish Landing, Petco Park and Balboa Park, and 3 mph on the Embarcadero and the Martin Luther King Jr. Promenade. Scooter companies would use geofencing technology to limit parking abilities and speeds in specific areas, technology that Bird already uses in areas like the Santa Monica Beach Bike Path.The city would also require scooter companies to apply for a six-month operational permit with a to-be-determined fee and pay 0 per scooter or bike each year.
