ALPINE, Calif. (KGTV) - An Alpine woman who tested positive for COVID-19 says her quarantine turned into a nightmare as a postal carrier delivered a package.This past weekend, Tamica got a COVID test after three co-workers tested positive. She also tested positive and remains asymptomatic."Since I got that Sunday, I've been quarantining at home," said Tamica.On Tuesday, past 1 p.m., as the mail truck pulled up to her apartment off Tavern Road, her two 80-lb. dogs ran to the front door and started barking. She says the door was open but the screen door was shut, as the postal carrier stood outside, at the door, with something in his hand."They were instantly pawing at their face and backed up, and acting weird ... jumping up and down and making a whining noise," said Tamica.Tamica believes the postal carrier had used his pepper spray. At that point, Tamica says the dogs jumped on the door and pushed it open. They ran out, and she ran after them. Tamica says the letter carrier sprayed toward one dog as it ran off, before turning to her other dog."I just jumped in front of my dog. He's wasn't doing anything. He wasn't barking. He was just sitting there .... He's a golden retriever and very friendly ... The postal carrier is spraying us, yelling and just spraying wildly," Tamica said.Tamica says that went on for about a minute, and it seemed liked forever."I was mad, scared, ready to cry … yelling at him to stop, stop, stop!" said Tamica.She says he finally did. Her dogs' eyes were left shut and stinging for hours. Her eyes were also ripe with pain. Tamica filed a complaint with the Postal Service."It's outrageous. This was not warranted at all," said Tamica.A different version of events has emerged from the postal carrier's statements.According to a USPS spokesperson, he claims he never sprayed through the screen door, didn't intend to pepper-spray Tamica, and only started spraying when both dogs were outside, lunging at him, to allow him to "leave the area."The spokesperson adds that based on the statements collected, they are standing by their postal carrier's version of events. They did apologize for Tamica getting pepper-sprayed in the incident.They also issued the following statement:"The Postal Service places the safety of its employees as a top priority. Letter carriers fearing for their safety due to a loose or unrestrained pet may stop delivery and ask homeowners to pick up their mail at the Post Office until the pet is restrained. In cases where a carrier sees a dog roaming and can’t discern where it resides, delivery could be interrupted to the entire neighborhood.In 2019, San Diego ranked #10 in the country for dog attacks on letter carriers. Dogs can be protective of their territory and may interpret the actions of letter carriers as a threat. Please take precautions when accepting mail in the presence of your pet. ALPINE, Calif., (KGTV) -- Some residents in Alpine are ramping up their yard work after Governor Gavin Newsom proclaimed a State of Emergency for the Calfornia's most wildfire-prone areas. Alpine residents have a name for yard work. "It's a necessary evil. We have to clear it out," Jonathan Hesse said. 10News met Hesse as he and his son Ben were raking brush and chainsawing a dead tree on their front yard. "The drought, they [the trees] couldn't handle it anymore. So they died," Hesse said, pointing at the row of what used to be lush trees. He said the time had come to chop them down because he was sure they would ignite his entire 2.5-acre property. In the last two decades, the Hesse's have had three close calls. Their last evacuation was the 2018 West Fire. Luckily, they survived, as did their home. But they are not taking chances. "This year, there's a lot of weeds, and that's going to be tough to keep up with," Hesse said. Luckily, he has a helpful son and a sturdy tractor to help with the clean-up process. They will eventually put their large pile of dead logs and branches through a wood chipper to make mulch. Thanks to the work they did today, the flammability of their home is much lower than it was yesterday. "That's one thing we want to do. We want to make sure it doesn't get out of control," Hesse said. Across the West Coast, entire towns are being leveled by historic wildfires, and one northern California county is facing this horror for the second time in two years.Berry Creek’s hilly terrain is still smoldering, as homeowners anxiously wait to be let back into the area, although many already know they don’t have homes to come back to.“When they see the smoke or hear about a fire, their PTSD, whether you’re civilian or former military, it kicks in,” said resident Michael Zylstra, who evacuated from his home.Steve Kaufmann, the public information officer for the California Department of Forestry and Fire Protection, compared the fires to a freight train.A freight train of fire, swallowing everything in its path.“When we have a fire like this, it makes for number one, explosive, but we are seeing erratic fire behavior we’ve never seen in our career,” Kaufmann said.Fires so erratic it’s capable of leaving a town unrecognizable.Michael Zylstra says his aunt and uncle won’t have a home to come back to. Miles of Berry Creek homes have been reduced to rubble.“It’s a scenario where the vegetation is completely bone dry,” he described.The town is a casualty of the North Complex Fire. Fueled by years of drought and extreme winds, it’s burned over 260,000 acres in northern California.“It took a huge toll on the community,” Kaufmann recalled. “It hit because it moved so fast, and we just didn’t have the resources to put in there to defend every structure involved.”With resources spread across 28 major fires, Kaufmann says it’s a challenge the state has had to adapt to.“We’re always prepared for the worst-case scenario,” he said. “This is probably definitely one of the worst cases we’ve seen in years.”Zylstra evacuated his home six days ago in the nearby town of Cherokee. As he waits for news, he helps fellow veterans cope with the trauma.“It’s been stressful,” he said. “They’re anxious, they get nervous, they don’t know what to do, they can’t sleep.”In large part because the community went through this nearly two years ago when the Camp Fire ripped through paradise killing 85 people and destroying nearly 19,000 structures.“It’s very painful memories for a lot of them,” Zylstra said.It’s painful for many to rebuild.“[In] a lot of people’s eyes, it will never be what it was; it will never ever be what it was in 20-30 years, what it used to be,” he said.And now, another town must also try and navigate life forever changed by fire.“We just need to all work together for that one common goal, to take care of each other,” Zylstra said. 2573

Actor, writer and media producer Tyler Perry has offered to pay for the funeral for Rayshard Brooks, the man who was killed during an altercation with police in Atlanta on Friday.Attorney L. Chris Stewart, who is representing Brooks' family, said during a press conference on Monday that Perry had offered to pay for funeral arrangements."We want to acknowledge and thank Tyler Perry, who we spoke with, who will be taking care of the funeral for the family," Stewart said. "And it's support like that and it's people who are actually in this community, that love the community, that want healing and families like this to never have to go through something like this. It's a step forward and we want to thank him for such a generous move."Perry has been known to provide funeral services for others in the past. According to ABC News, he paid for the funeral services for two 15-month-old twin sisters who died after they left in a hot car in Georgia in 2016.
