SAN DIEGO (KGTV) -- The City of San Diego says it is working to earn back the public's trust after thousands of families got hit with erroneously high water bills this year. But the problems appear to be persisting. Ed Kitrosser and his wife just got a bill for 3, more than double the usual for their home in Pacific Beach."We're on automatic sprinklers. Nothing has changed, the setting has not been changed for several years," said Kitrosser. RELATED: Inside San Diego: Audit shows City sent thousands of faulty water billsKitrosser is one of about a dozen residents in the P.B. and La Jolla area complaining about outrageously high water bills they received in September. Their concerns come after a city audit found that about 3,000 San Diegans got erroneous water bills, largely due to human error. Shawn Tobias, of La Jolla, is questioning a bill he received for more than ,800."You call the city and say 'I'm pretty sure you made a mistake on this' and they say 'no, no, this is what you used,' and then your heart drops," Tobias said. RELATED: San Diego man furious with city over ,000 water billThe city, meanwhile, says it is making progress on installing a series of reforms after the audit. That includes increased oversight on meter readers, addressing a backlog of meters that need repair, and improving communication with customers."We are now holding everyone accountable," said Johnnie Perkins, the city's deputy chief operating officer. SAN DIEGO (KGTV) -- The Border Patrol is working to upgrade the fence that sits along the U.S.-Mexico border as more and more people attempt to cut through the barrier, forcing agents to spend time making repairs.According to the agency, an average of 540 cuts are made in the fence per year. Border Patrol says some tools enable crossers to cut through the fence in as little as 20 seconds.The agency added that, since 2016, the number of arrests at the border has seen a sharp increase. In 2016, 26,000 arrests were made. That figure rose dramatically in 2017 to 38,000 arrests.RELATED: As many as 15,000 troops to be deployed to borderThe project to upgrade the fence began over the summer and will eventually replace about 14 miles of scrap metal wall.U.S. Customs and Border Protection told 10News in June that the old fence was erected in the 1990s from Vietnam-era scrap metal.“The construction of this new substantial wall will improve overall border security, the safety and effectiveness of Border Patrol agents, the safety of the public, and will enhance the atmosphere for business and commerce in the area,” said Rodney Scott, Chief Patrol Agent for the San Diego Sector.RELATED: Border wall construction underway in South San Diego County  The upgrade comes as the Trump administration prepares to send thousands of troops to the border to provide logistical support as a migrant caravan approaches.As of Wednesday afternoon, the caravan was about 800 miles away from the U.S. 1508

  

SAN DIEGO (KGTV) -- The big concern for many health care workers during the coronavirus pandemic is their protective gear. “It's a scary time with not knowing exactly what's coming at us,” said Jay O’Brien, a local nurse and a representative for the Sharp nurses’ union.“A lot of nurses are very concerned that we don't have the proper equipment. The biggest concern is the lack of N95 masks,” O’Brien said. The masks block at least 95 percent of airborne particles, but there is now a shortage due to the pandemic.Nurses at UC San Diego said they had been wearing N95 masks when interacting with a suspected COVID-19 patient, but the Centers for Disease Control has loosened their guidelines. Now, they are used only during more complicated procedures, such as intubations.UCSD nurse Tiffani Zalinski wrote over the weekend on Facebook that the N95 respirators were "confiscated by the administration and were being distributed on a case-by-case basis." She was upset over the change, saying she works with patients "fresh out of surgery" and the N95 respirator were “the only thing that is going to protect" her. Zalinski adds she "will not willingly be exposed to this disease and inadvertently spread it to others if I have choices and means to protect myself and you."A UCSD spokesperson told Team 10 the new guidelines still represent the "appropriate standards of care."O'Brien said he understands the CDC change. “If we burn through all the N95s now, if things get really bad as this crisis continues, then we're going to run out and have nothing at all,” O’Brien said.“I have no reason to think it's going to get better very soon, hopefully the precautions that we're taking are going to slow things down so that we can safely take care of people,” he added. 1775
