SAN DIEGO (KGTV) — Local health officials said Thursday a new case of vaping-related lung injury has been reported, as county leaders prepare to consider new vaping regulations.So far in San Diego, there have been 43 confirmed cases of vaping-associated lung injury with three cases under investigation. There haven't been any local deaths, but all patients have had to be hospitalized. Those affected range in age from 17 to 70 years old, according to the county.The CDC has said that vitamin E acetate and tetrahydrocannabinol (THC) are closely linked with e-cigarette, or vaping, associated lung injury. CDC recommends people avoid using THC-containing e-cigarettes or vaping products.RELATED: San Diego woman hospitalized with vaping illness warns others“Vaping-related lung injuries continue to be reported in the region and that’s concerning,” said Wilma Wooten, county public health officer.As of Jan. 7, the CDC has reported 2,602 hospitalizations or deaths from sudden and severe lung injuries associated with vaping.The San Diego County Board of Supervisors is set to discuss several potential local actions on regulating e-cigarette devices during a Jan. 14 meeting. Those ordinances include a ban on flavored tobacco sale and distribution, device moratorium, and restricting e-cigarette smoking to outdoor areas at restaurant. The ordinances would apply to unincorporated parts of the county.“As stewards of public health; we have a responsibility to raise awareness and act in the best interest of the public to protect them,” said Supervisor Fletcher. “Right now we simply do not know enough about the chemicals being consumed and their impacts. We are acting in a similar fashion to other jurisdictions in California, we are acting with an abundance of caution.” A second meeting on the ordinances will be held on Jan. 28. SAN DIEGO (KGTV) — It’s a form of paid time off that predates sick leave.California requires businesses to give an employee up to two hours of paid time off on Election Day to vote, if the employee is unable to vote during non-working hours.“They can take advantage of this paid time off at either the beginning of their shift or at the end of their shift and they can take as much time as they need to vote. But realize that only up to two hours of that time is going to be with pay,” said attorney Dan Eaton.Eaton said Californians have had some sort of mandatory paid time off to vote since 1891, making it the oldest kind of mandatory PTO.Workers who want to take advantage of this must notify their bosses two working days in advance. For people who work Monday through Friday, Eaton said they need to inform their bosses first thing Friday morning, although there are exceptions for unforeseen circumstances.The caveat is that this right is only for employees who cannot vote during their non-working hours.It’s somewhat harder to make that argument this election cycle at a time when every registered voter in California got a mail-in ballot, and early in-person voting at polling places begins Saturday, but Eaton doesn’t expect much pushback from companies.“There could be a court dispute but the optics of that are not going to be good even if, ultimately, the employer is legally justified,” he said.Even though turnout is on pace to be record-breaking this year, the U.S. still ranks near the bottom in voter participation each year. It ranked 26 out of 32 countries in the 2016 election, according to the Pew Research Center.So why not follow some other countries and make Election Day a national holiday?The idea has been floated before but it hasn’t gotten far. Senator Bernie Sanders tried unsuccessfully in 2018.“A federal holiday does not guarantee that your employer is going to close. And they’re expensive. Federal holidays tend to cost the federal government 450 million dollars just in personnel costs just for the one day in overtime,” said Matthew Weil at the Bipartisan Policy Center.Rather than a federal holiday, Weil said state holidays on Election Day can be helpful and several states have them. SAN DIEGO (KGTV) — It’s been a historic wildfire season in California, made even more complicated by the pandemic.Emergency officials in San Diego County continue to shore up evacuation plans and brace for the worst, as more than a dozen wildfires in Northern California reveal the challenges of responding to two crises at once.As tens of thousands of Californians fled the wildfires last month, some turned to a shelter at the Santa Cruz Civic Auditorium. But with new rules in place to mitigate the spread of COVID-19, the shelter quickly filled up.The Civic Auditorium reached capacity August 21 and had to turn some evacuees away. The shelter remains at capacity, according to Cal Fire.About 27,000 people remained under evacuation orders as of Tuesday, according to Cal Fire. The Red Cross and partner organizations were sheltering more than 4,500 Californians in various settings as of Monday night.The Red Cross has put some displaced residents in hotels, a strategy that emergency workers in San Diego County are planning to emulate.“The county, since the beginning of the pandemic, has been working really proactively to identify and contract with hotels and motels to meet the unique housing and lodging needs of our community members,” said Senior Emergency Services Coordinator Julie Jeakle.With help from the Red Cross, the county has amassed a list of nearly 100 hotels and motels in San Diego County that could be called upon as emergency shelters. Some of these hotels were previously tapped as quarantine sites for individuals exposed to COVID-19.Traditional shelters in gyms or at schools won’t go away, but they’ll look different. Red Cross volunteers will conduct temperature checks and health screenings. People who show symptoms will be taken to another location to isolate, Jeakle said.“Individuals can also expect to see individually packaged meals, instead of the cafeteria style-meal service we’ve traditionally provided in the past,” she said. “They may also see some health and behavioral health services provided virtually.”But what if there’s a widespread event, with tens of thousands of evacuations like in Northern California?In the early days of the fire in Santa Cruz County, several hotels filled up. The county had to urge tourists to leave so evacuees could get access to rooms.San Diego County has turned to the Mission Valley stadium site for mass evacuations, including during the 2007 Witch Fire. But that site is currently under construction, and emergency responders would need permission from the stadium’s new owner, San Diego State.Another option: the Del Mar Fairgrounds.The fairgrounds was used as a large animal shelter four times in recent history: 2003, 2007, 2014 and 2017. But in 2007 it also hosted people, and Jeakle said the county had been in recent talks with the venue.Determining which site -- or sites -- will serve as an evacuation shelter will be based on several factors, including the size and severity of the emergency, Jeakle said.“We’re certainly here to serve if and when we’re needed,” said Del Mar Fairgrounds marketing director Jennifer Hellman.Hellman said the fairgrounds would have procedures in place requiring mask-wearing, social distancing and increased cleaning, and there would be hand sanitizer stations deployed throughout the site. 3325

SAN DIEGO (KGTV) - Local groups including the Local Initiatives Support Corporation, are pushing for the City of San Diego to draft up and pass an ordinance that excludes certain zoning policies. "We're not asking to spend billions of dollars and build something, we're saying change the zoning. They have the prerogative, it's under their jurisdiction, we're reminding them there are issues at stake and those issues are communities to this day that are segregated," said Ricardo Flores, executive director of LISC.Flores says the same areas that were identified back in 1930 by San Diego banks as low-income areas are still falling under that category today. Additionally, areas outside of those remain zoned for single-family homes, keeping the lower income families from moving in. "So, what we’re effectively saying is, if you can't buy a single-family home in Kensington, then you can't live in Kensington. But, that’s not the truth; the truth is Kensington is zoned one thing, single family, and we need to expand that zoning." A representative at the rally from Chicano Federation says, "We are tired of the continuation of policies masked as zoning when in reality they are policies of segregation." Meantime, Borre Winkle, CEO and president of the Building Industry Association of San Diego told 10News, "The American dream is not to live in an apartment, the American dream is still to live in a single-family dwelling unit no matter how big it is".Winkle says getting rid of single family zoning isn't the solution.
