SAN DIEGO (KGTV) - A special ceremony was held at Naval Hospital Camp Pendleton on Friday, honoring missing in action (MIA) service members and prisoners of war (POA). Loved ones, veterans, and active duty service members gathered at the base, participating in a moment of silence and watching as a wreath was laid in honor of the missing. "I had a father-in-law, Ernesto Castillo, captured by the Japanese in 1942," said Vicki Miller, who works at the Naval Hospital.For 26 years Miller made it her mission to honor service members like her father-in-law, organizing the ceremony each year on National POW/MIA Recognition Day."They were very cruel, they took out his teeth, pulled his fingernails and toenails out, starved him, made him walk that 76-mile walk on Baaton Death March," said Miller. SAN DIEGO (KGTV) — A school district superintendent and a Native American reservation leader in North County are speaking out against the proposed placement of a sexually violent predator. On Thursday, there were strong reactions from those who are close to North County's Pauma Valley home where sexually violent predator Joshua Cooley could soon be placed. “When people like this are placed by our borders, it's very concerning,” Temet Aguilar, the Chairman of the Pauma Band of Mission Indians, said Thursday. Aguilar is encouraging the hundreds of families on and near the reservation to speak out against the placement of 40-year-old Cooley, whose victims were 12-years-old.“They think this is an area that's rural and there's nobody out here but actually it's more dangerous. Predators can hide out here. We have a tremendous amount of agriculture. We have rural lands,” he added.Valley Center-Pauma Unified School District Superintendent Ron McCowan told ABC10 News they'll write letters if they have to to make sure they're voices on the matter is heard. “We'll write the letters if we have to. We'll show up at the court hearing if we have to," McCowan said. “We'll make every effort we can. We'll work alongside our local officials and make sure that our voice for our community is heard and make sure they understand the risk that they're putting our young children in.”This Tuesday, DA Summer Stephan sent a letter to the Department of State Hospitals, urging the Department to find a different place for Cooley, who's from Northern California, not San Diego. He has no local connections.It's unclear why the Department is seeking his housing in San Diego.Next month, a Humboldt County judge will consider a request from the Department to place him in Pauma.If granted, it would mark the first time that such a predator from outside San Diego would be placed in our county.DA Stephan has called the move reckless and irresponsible. She said that in July, a San Diego judge struck down a request to place 75-year-old sexually violent predator Joseph Bocklett in the same Pauma home.According to an ABC station in Northern California, Cooley’s been denied placement in at least four different areas in and near Humboldt.The Department of State Hospitals will not confirm any information about Cooley, citing privacy concerns. A Humboldt County court official called ABC10 News on Thursday to say the Court would not comment.On Oct. 9, at 8:30 a.m., a hearing on Cooley's placement will be available for viewing at https://www.humboldt.courts.ca.gov/.Those interested in submitting a public comment for the hearing can do so between Sept. 15-23. SAN DIEGO (KGTV) - Alpine residents are bracing for a Public Safety Power Shutoff, as SDG&E monitors the weather conditions.The National Weather Service issued a High Wind Warning Thursday, "winds 25 to 35 mph with gusts to 60 mph. Local gusts to 75 mph possible near the mountain ridge tops." The warning lasts through Friday afternoon.Neighbors in Alpine are always ready if a fire sparks, “we keep a go bag of important documents and stuff and uh three dogs at this point and we’d be able to take them with us, and we had to do that in the past too." Neighbor Steve Allison said. He's lived in Alpine for 20 years."Well we’ve chosen to evacuate four times, the last time we had no choice, we had to go. The fire burned within 40 feet of the house," he said he was thankful firefighters saved his home last year during the West Fire.Since the West Fire swept through, in July of 2018, he's made some changes to his home, "we have defensible space around our house, we have new vents in our attic they’re supposed to keep the embers out of the attic."SDG&E reports areas of Alpine, Descanso and Pine Valley are in the dark Thursday and won't get power back until Saturday evening at 6 p.m, due to the Public Safety Power Shutoff. Neighbors like Allison are determined fire danger won't scare them off. SAN DIEGO (KGTV) — A San Diego Navy training school has been closed after a third sailor with ties to the location tested positive for coronavirus.The Navy said the sailor, who tested positive for COVID-19 on March 14, is stationed on the USS Essex and was attending Training Support Command San Diego. SAN DIEGO (KGTV) - A shopping trip in City Heights ended with a flurry of anti-gay slurs and a road rage assault.On Tuesday afternoon, Marco Aguirre spent an hour shopping, before heading back to his truck, parked in the 3700 block on University Avenue."I back out and lightly bump the car behind me," said Aguirre, 49.Aguirre says he saw two men emerge from an older-model, red sedan. Aguirre apologized, offering to show his insurance, but the men were agitated."The driver came on my side and the passenger came on the other side. Both of them were screaming," said Aguirre.With his cellphone, Aguirre, who is openly gay, capturing the profanities, including a string of anti-gay slurs. Aguirre was frozen. "I feel terrible. Panicked," said Aguirre.He says the slurs continued for about 15 minutes, before he decided to get out of the car to assess the damage."I see no damage to my truck and no damage to their vehicle," said Aguirre. Aguirre says when he stepped onto the sidewalk, he was attacked."One of the guys grabbed my phone and smashed it into the sidewalk. The same guy punched me in the face, under my left eye," said Aguirre. Aguirre says the two men got in the car and took off, leaving him with swelling under his left eye. The incident also left him determined to find the two men."It's not right. I need to take a stand.
