SAN DIEGO (KGTV) -- A North Park house, empty for years, has nearby neighbors frustrated about the lack of action taken to clean up the property they say has become a magnet for crime. "We have people that are squatting here, we've had illicit drug use, we've had prostitutes, we've had an increase in break ins in the area, " said Alan Nelson, who lives across the street. Nelson says even though he and others call the police, unless it's an emergency they can't always come out. He has called and emailed Councilman Chis Ward's office repeatedly about the matter but isn't happy with the response he's received. Ward's office says the property is in foreclosure and the case is being handled by the city attorney's office. They issued the following statement to 10News:"My office has been working with the San Diego police department and city code enforcement to address the illegal activity occurring at this property. Public safety is and will always remain my most pressing priority." A code compliance hearing for the property is scheduled for late April.  1106

SAN DIEGO (KGTV) - A non-profit and business owner came together to donate thousands of dollars to families in need during the pandemic Wednesday.Non-profit Black San Diego started up in September with the goal of bolstering Black-owned businesses and giving them tools to succeed.They have a Facebook page with 36,000 members.On December 19th, Porschia Wyatt posted asking for prayers for her family."Recently my husband was laid off from his job, he works for the Cheesecake Factory, so time’s been hard for me and my family," she said.She and her husband have a 15-year-old daughter, 7 and 8-year-old sons and a 20-month old daughter.Getting Christmas presents was going to be hard, and November 16th made it even more difficult."I had just ate pizza and next thing you know I started throwing up and I couldn’t breath or anything so I was rushed to the hospital," she said she had an abdominal blockage.She underwent three surgeries and came home on the 25th. Now she had huge medical bills to worry about, which was what pushed her to type a message to the BSD community.She got an overwhelming response, more than a hundred comments and a surprise at her doorstep Wednesday morning.Jaime Harris, owner of Big Block Realty, was holding a giant check for ,000."There are so many families that are affected you know? Of course, we want to help the Black-owned businesses, but we realize our community is definitely suffering because they’re shut down and without a job," CEO of BSD, Sheri Jones said.She hopes the donation will bridge the gap, make their Christmas a little more merry and spread kindness during a season of giving."I would just like to say thank you and I appreciate the help and I appreciate everyone who helped with my family and reaching out to me and I really appreciate it and god bless everyone," Wyatt said. 1844

SAN DIEGO (KGTV) — A measure to implement ranked choice voting in the City of San Diego will be considered for the November ballot.The city's Rules Committee voted 3-2 on Wednesday to send the proposal to a full council vote, where councilmembers will decide if the measure is placed on the 2020 ballot this fall. The vote is expected to take place in July.Ranked choice voting would allow voters to list up to four candidates in order of preference, instead of casting one vote for a single candidate.RELATED: San Diego to consider major change to 'ranked choice' votingHere's how it would work:The top four candidates in each primary race would advance to the general election, instead of just the top two.In November, voters would then rank the candidates by preference.If one candidate has more than 50% of the vote on first count, that candidate would win. If no candidate reaches 50%, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50%.The city would be required to also hold a voter awareness campaign to familiarize voters with the change.Councilmember Mark Kersey, who has led the effort to get the measure on the ballot, said in a release, "ranked Choice Voting increases choice for voters, competition and decreases negativity which is great for campaigns. San Francisco and Oakland are using this system, we are taking their model and improving on it." 1514

  

SAN DIEGO (KGTV) - A new report is calling for San Diego County jail reforms to address mental health issues and inmate suicides.From 2014-2016, 17 people have died by suicide while being held in a San Diego County jail facility, according to an investigation?by Disability Rights California (DRC).By this rate, the group says San Diego County's rate of inmate suicide is "staggeringly" high compared to national, statewide, and local data. During this three-year period, the county's rate of 107 deaths per 100,000 was double the national rate of 50 per 100,000, the group says.More: TEAM 10 INVESTIGATIONS"People with mental health needs and their families deserve better," DRC Attorney Rebecca Cervenak said. "Without appropriate community services and improved conditions, people will continue to suffer."The report says four aspects contribute to the high suicide rate: over-incarceration of people with mental health needs, lack of jail oversight, failure to provide mental health treatment and harmful solitary confinement, and a lack of efficient suicide prevention.DRC spoke with jail staff, inmates, and San Diego Sheriff's Department (SDSO) leadership as part of their investigation.The SDSO said they welcome feedback regarding the jail system and will work to improve procedures, but had a number of concerns with how data was gathered and recommendations were formed: 1409

  

SAN DIEGO (KGTV) — A new restaurant with a "Sam the Cooking Guy" concept is coming to Seaport Village. The Port of San Diego this week approved a 10-year lease with the owners and operators of Carnitas Snack Shack, Broken Yolk, and Little Italy food hall to open a new kind of restaurant at Seaport Village.The new restaurant, which will be on the east end of the property, will have a "Sam the Cooking Guy" concept. Sam Zien, also known as Sam the Cooking Guy, is a celebrity chef who aims to make cooking more down-to-earth, using ingredients that come from the everyday supermarket.
