WASHINGTON, July 27 (Xinhua) -- The China-U.S. Strategic and Economic Dialogue (S&ED), the first of its kind between the world's biggest developing country and biggest developed country, opened here on Monday.     On behalf of Chinese President Hu Jintao and invited by U.S. President Barack Obama, Chinese Vice Premier Wang Qishan and State Councilor Dai Bingguo participated in the opening ceremony in Ronald Reagan Building in downtown Washington, D.C..     In a congratulatory message to the opening ceremony of the dialogue read by Wang, Chinese President Hu Jintao said that both China and the United States shoulder important responsibilities on a host of major issues concerning peace and development of mankind.     As two countries with significant influence in the world, China and the United States also enjoy extensive common interests and broad space for cooperation, Hu said.     China and the United States, in the face of the complex and changing international economic and political situation, should endeavor to expand common ground, reduce differences, enhance mutual trust and strengthen cooperation through the Strategic and Economic Dialogue, he said. BEIJING, Aug. 1 (Xinhua) -- China will implement a nation-wide investigation to find more research and development (R&D) resources to promote the country's agriculture, manufacturing, information technologies and other major industries.      The investigation will provide basic scientific data for policy-making of the nation's social and economic development during the 12th Five-Year Plan period (2011-2015), the Ministry of Science and Technology said in a circular on its official website Saturday.     It will also help the government monitor and evaluate the ability to make independent innovation as an effort to make China an innovation-oriented country, it said.     Six ministries and commissions of the State Council, China's Cabinet, will jointly conduct and finish the investigation by the end of the year. The first such investigation was conducted in 2000.     Statisticians around the nation will survey R&D-intensive enterprises and institutions in all the major industries.     The survey will focus on the personnel, spending, equipment, projects and institutions for research and development.     Moreover, many experts believe the investigation will help China stop wasteful spending in scientific research and promote the national sharing of resources, such as to stop squandering money in redundant purchases of laboratory equipment.     China's 2008 research and development spending of the GDP was 457 billion yuan (66.9 billion U.S.     dollars), an increase of 23.2 percent from 2007, accounting for 1.52 percent of the annual GDP.

BEIJING, Oct. 9 (Xinhua) -- China's retail sales of consumer goods totaled 570 billion yuan (about 83.5 billion U.S. dollars) during the National Day holiday, with average daily sales up 18 percent compared with the same period of last year, the Ministry of Commerce said Friday.     Sales of household appliances soared during the eight-day holiday which started from Oct. 1. Among them, high-definition flat screen TV sets, digital cameras, side-by-side refrigerators and 3G mobile phones are consumers' favorites. In the case of Kaiyuan Mall in Xi'an, capital of Northwest China's Shaanxi Province, sales of household appliances gained by 34.7 percent year on year. Customers are seen at a shopping mall in Shanghai, east China, Oct. 8, 2009    Jewelry and cars became hot sellers as well. The sales of jewelry of Caishikou Department Store in Beijing topped 100 million yuan, up 30 percent year on year. Car sales of major car-selling companies in Southwest China's Chongqing Municipality increased by 71.7 percent year on year.     The selling boom in the home appliance and car sectors was partly stimulated by a policy approved by the State Council in June this year, aiming to spur domestic consumption by subsidizing buyers of cars and household appliances, according to the ministry.     For example, consumers can first sell their old household appliances to recycling companies and obtain a certification card from the recyclers. Card holders then can purchase new appliances with a 10 percent cut in prices when showing retailers the card.     Meanwhile, sales promotion in major cities also played an important role in the holiday consumption boom.

This is typical of the Chinese society at large," Al-Jarad said.     The ambassador said he believed the July 5 riot was aimed at disrupting stability, undermining the harmony and close links among the various ethnic groups, and undercutting social development.     He said it was necessary for the Chinese government to take actions to protect Xinjiang's stability, restore law and order, and prevent extremists and outside forces from disrupting Xinjiang's peace and stability.     Al-Jarad said violence has nothing to do with religion, and goes against the religious doctrines of peace and fraternity.     Li Liangyi, a Singaporean expert on tourism told Xinhua that the July riot in Urumqi disrupted the harmonious development in Xinjiang, and is definitely against the will of the general public in China.     He said he is confident that the Chinese government will take measures in accordance with the law and promptly restore order in Xinjiang.     It is the responsibility of the government to maintain ethnic harmony and safeguard social stability and economic development, Li said.     A handful of people undermined social harmony in Xinjiang and caused great loss of life and property, he said, adding that their violent acts must be condemned.     In an interview with Xinhua, Yakov Berger, a senior research fellow with the Institute of Far Eastern Studies of the Russian Academy of Sciences said that the July 5 violence in Xinjiang seriously affected the stability of the region, and the Chinese government's measures to maintain social order are fully appropriate.     He said the separatist forces from inside and outside the country had plotted to create social unrest and undermine ethnic unity, so it is necessary for the Chinese government to take measures to prevent the recurrence of similar incidents.

HOHHOT, Aug. 25 (Xinhua) -- The key to social harmony and stability in China is to strengthen and improve the leadership of the Communist Party of China (CPC), Xi Jinping, Vice President and member of the Standing Committee of the CPC Central Committee Political Bureau, said during a tour of Inner Mongolia Autonomous Region.     Xi said issues concerning economic development and social stability were top priority in the country's minority areas during his tour from Aug. 22 to 25.     He visited villages, customs posts, companies, communities and schools in Hulun Buir, Manzhouli, Baotou, Erdos, and Hohhot.
