SAN DIEGO (CNS) - The union representing mental health professionals at Kaiser Permanente facilities in San Diego and across the state hit the picket lines Monday for a five-day strike amid a continued labor standoff. The walkout by the National Union of Healthcare Workers, representing roughly 4,000 psychologists, therapists, psychiatric nurses and other healthcare employees, had been planned in November but was delayed out of respect following the death of Kaiser CEO Bernard Tyson. Union officials said the walkout could result in the shutdown of more than 100 Kaiser clinics and medical facilities ``from San Diego to Sacramento.'' NUHW accused Kaiser of forcing clinicians to ``accept significantly poorer retirement and health benefits than Kaiser provides to more than 120,000 other employees in California.'' ``Mental health has been underserved and overlooked by the Kaiser system for too long,'' Ken Rogers, a Kaiser psychologist, said in a statement released by the union. ``We're ready to work with Kaiser to create a new model for mental health care that doesn't force patients to wait two months for appointments and leave clinicians with unsustainable caseloads.'' But Kaiser accused the union of flatly rejecting a proposals made by a neutral mediator and opting to strike instead of ``working through the mediated process.'' ``In Southern California, the primary contract concern relates to wage increases and retirement benefits,'' said Dennis Dabney, Kaiser's senior vice president of national labor relations. ``The mediator's recommendation includes wage increases of 3%, 2.75%, 2.75%, .5% each year with lump-sum payments in years 2-4 of 0.25%, 0.25% and 0.5% to provide 3% increases per year over the terms of the agreement and a ,600 retroactive bonus. ``While our therapists in Southern California are paid nearly 35% above market, we believe these issues are resolvable,'' he said. Dabney said NUHW workers have the ``same defined contribution plan that nearly a dozen other unions have, and that has been in place for more than four years.'' ``Our current proposal on the table actually enriches this program such that a 3% employee contribution would have a 9% contribution from Kaiser Permanente,'' he said. ``Again, this is no reason to strike. Rather than calling for a strike, NUHW's leadership should continue to engage with the mediator and Kaiser Permanente to resolve these issues.'' NUHW workers also held a five-day statewide strike last December. Union leaders claim that mental-health clinics continue to be understaffed and ``patients are routinely forced to wait six to eight weeks for therapy appointments and clinicians are so overbooked that they have to work after hours trying to help patients who can't wait for care.'' 2783
SAN DIEGO (CNS) - Voters will decide whether a controversial North County housing development goes forward, the Board of Supervisors decided Tuesday.After a public hearing, the board voted 4-0 -- Ron Roberts was absent -- to place the Newland Sierra project on the March 3, 2020, ballot. The board's action came two months after a Sept. 26 vote amending several provisions in the county general plan that allowed for Newland Communities to build in the Miriam Mountains area, directly west of Interstate 15 and near the cities of Escondido, San Marcos and Vista. The proposed development is in an area noted for wildlife and a tranquil ambience. The development would also feature 81,000 square feet of commercial space, a six-acre school site, 35.87 acres of public and private parks, 19.2 miles of multi- use community trails, an equestrian staging area and 1,209 acres of open space. The project would include numerous eco-friendly features, including solar panels, electric-vehicle charging stations, xeriscaping and gray-water systems, according to the developers. Opponents gathered roughly 117,000 signatures and presented their petition to the county. Board Chairwoman Kristin Gaspar said putting the Newland Sierra development on the ballot ``lets voters do their homework.'' She said the signature-gathering campaign was impressive, adding that while out in some locations, ``I could barely get a leg out of my vehicle door before encountering signature gatherers, although some were not as well-informed.'' Rita Brandin, senior vice president and development director of Newland Communities, told the supervisors the company is confident that voters ``will embrace the plan when they hear the truth and many benefits.'' The move prompted some fans to disavow the Chargers forever, and it was easy the first year — the Bolts lost their first four games before battling back to finish 9-7. SAN DIEGO (KGTV) -- Families worried about paying back rent due to the pandemic are getting more time.Tuesday, the San Diego City Council voted 5-4 to extendthe rent repayment period for commercial and residential renters to December 30, giving renters who have lost income due to the COVID-19 pandemic a few extra months to repay back rent.Council President Georgette Gomez's initial motion Tuesday would haveextended the repayment period for the eviction moratorium to March 31, 2021.Councilwoman Jennifer Campbell amended the motion to the December date as a compromise.On March 25, the council voted unanimously to begin an emergencyeviction moratorium for renters. The moratorium requires renters to demonstrate through documentation that the pandemic has caused "substantial loss of income," according to city staff.Renters are also required to follow the rules in leases, but landlords cannot evict a tenant for nonpayment due to COVID-19.During the meeting, the council heard from landlords and realtors who say renters are taking advantage of the situation."The blanket moratorium has given criminals a free pass at the full expense of landlords, this is not a one size fits all," said property manager Claudia Cooper.Other callers said it would be a disaster to evict families just as children are starting school from home."Folks will be evicted and this pandemic won't be over anytime soon as the presentation mentioned, a lot of children are going to be learning from home and to be evicted right as school starts is just going to exacerbate the effect this pandemic has had on our kids," said one caller.Many callers said evictions must be prevented to avoid adding to the homeless problem."Many people have been out of work and eviction could mean death," said another caller.The moratorium on evictions expires September 30. If tenants are in good standing with landlords, they can work out a repayment plan for back rent through December 30."We are all in it together," Gomez said before discussion of themotion. "The economy is not fully restored. This is not an ideal policy, butit's a necessity for what we are dealing with."Gomez represents District 9, which encompasses Southcrest, CityHeights, Rolando and the College area. It has also been one of the mostimpacted areas during the pandemic.According to a member of Gomez' staff, which gave the presentationon the topic, the city had started 15,659 rental relief applications usingfederal Coronavirus Aid, Relief, and Economic Security Act funds. Disbursements from that pool of relief money are scheduled to be handed out in late August or early September. Those funds will go directly to landlords, however, and not renters.Council President Pro Tem Barbara Bry voted no on the motion Tuesday,not because she didn't agree that people needed help paying rent, but because the arbitrary nature of the rental relief program could leave the city open for lawsuits, she said. She added that not enough renters know the impact of not paying rent."It's a cruel hoax," she said. Bry said that by not paying rent ontime, tenants could be destroying their credit and leaving themselves withmountains of debt and no place to turn once the moratorium ends.In a public comment period, several dozen San Diegans called in, manyurging the council to extend the moratorium -- which was not the motion in front of council -- and many to forgive rent and mortgages outright.About an equal number of landlords called in to urge the council to allow for evictions again, as many said they were paying two mortgages and not receiving income.Councilmembers Chris Cate and Scott Sherman were opposed to theextension on legal grounds, as the gap between when the moratorium was passed to the date proposed in Tuesday's initial motion would have been more than a year. They claimed this could cause trouble for landlords trying to evict delinquent tenants or to collect back rent.Because the repayment extension passed with just five votes, it issusceptible to a possible veto by Mayor Kevin Faulconer. 4062
SAN DIEGO (KGTV) -- A former Yuma Police officer charged with raping a woman in San Diego is coming face to face with his accuser’s mother. Jared Elkins didn’t flinch in court Tuesday as his wife’s cousin accused him of raping her over and over in her Kensington home. The woman says she didn’t yell because the former officer threatened to kill her. After the rape, the victim said in court that she ran into her mother’s room and escaped out a window. Her mother’s 911 call played in court Tuesday. Elkins’ wife was asleep across the hall. Police body cam footage showed the accuser hysterical in the back of the police car. The woman can be heard telling the officer how afraid she was. Elkins argued that the sex was consensual and the rape charges were made out of guilt. Elkins pleaded not guilty. His attorney said he used bad judgement but the sex was consensual and the two were drinking.He’s facing nine felony counts including forcible rape and could serve 14 years in prison if convicted. Elkins resigned from the Yuma Police Department in 2017. 1066
