SAN DIEGO (KGTV) — Wherever a Topgolf is built in San Diego, it's bound to tee-up some criticism.But as it stands, a potential East Harbor Island location facing golfers toward the downtown skyline may not end up being an option.The Board of Port Commissioners decided to delay a decision earlier this month on entering an exclusive negotiation agreement with Topgolf.RELATED: Gaslamp Quarter thoroughfare may become a promenadeThe Port directed staff to begin mapping out an agreement with Topgolf late last year. East Harbor Island was floated as a potential location at the time. But an agreed upon location must be chosen first before the negotiation starts.During the Feb. 11 meeting, commissioners were presented a study on developing the Harbor Island site and how Topgolf could work into that plan. Three diagrams showed the site's possibilities, with or without Topgolf:A "phase one" diagram included a potential Topgolf plus a 400-space parking lot and 500-room hotel and parking structure on the east side of the island. The "phase two" rendering kept Topgolf and the east-end hotel, but added a hotel development to the facility's west side that could have a shared parking structure with Topgolf.The final diagram depicted three hotel developments on the East Harbor Island land, without Topgolf. All the diagrams were meant to be illustrative of potential ideas of the site, not an official plan. "I'm just not feeling it ... I just feel that it's an expensive use. It's a lot of land.""It seems to me we have one decision or one issue we need to discuss, which is do we want to have Topgolf in this location," said chair Anne Moore. If you have done business with the city in the past three years, you may be due funds from to ,797. Some of the funds are reimbursement checks sent by the city that were undeliverable based on the address on file. Any check uncashed after 6 months becomes unclaimed. “We want to refund every single dollar of unclaimed money,” said Fanela Espiritu, Disbursements Manager with the Department of Finance. “A simple search is all it takes to verify if you were issued a check that has gone unclaimed. There is no charge to search the data or to file a claim.” There are more than 2,100 accounts, city officials said. SAN DIEGO (KGTV) — While hundreds of thousands of San Diego County residents are receiving the mail-in ballots they asked for this week, some residents are receiving mail-in ballots whether they asked for them or not.Registrar of Voters Michael Vu tells 10News about 41,000 people this election is living in precincts where there are not enough voters to field a polling place."When you think about all those political jurisdictions participating in the election and all those boundary lines that overlap one another, it's going to create various pockets throughout the entire county," says Vu.YOUR VOICE, YOUR VOTE: Local, national 2018 election newsVu says any precinct with fewer than 250 registered voters can become an automatic mail ballot district. In those cases, all registered voters in the district will receive a mail ballot. SAN DIEGO (KGTV) -- With some local school districts starting distance learning in about two weeks, some parents have been dealing with the emotions that these changes bring.ABC 10News has been following several local families as they navigate the ups and downs of this unusual year.Patrick Batten has accepted that the school year will start virtually. “It’s kind of bittersweet. We understand where we are in the situation, so we’re accepting that, but it it’s still upsetting we can’t send our kids back to school yet,” Batten said.Three of his four children are in the Poway Unified School District. At this point, the district plans to be virtual through December. Knowing that, the Battens are still looking into options on how to make it work with both Patrick and his wife working full-time.“Even though we’re in the same house, that almost makes it worse. We understand our children need help, but can’t provide it to them,” Batten said, when talking about working at home while the children conduct classes at home. “You feel a sense of helplessness... we have to have somebody that can come in and help us.”Whatever they decide will be a financial strain, costing their family at least several hundred dollars a month.Tancy Campbell’s two kids are in the Chula Vista Elementary School District. When ABC 10News spoke to her in July, she agreed with distance learning. Now, she is more conflicted.“As long as they’re social distanced and properly monitored, maybe it would be okay. While I’m okay with them starting at home currently, I do want the push to get them back into school and on a schedule sooner than later,” Campbell said.Campbell said there was more computer time than she anticipated for her nine-year-old. She thought there would be more independent assignments.For her 5-year-old son with autism, she is not sure how beneficial distance learning will be for him. He is on an IEP, or Individualized Education Program.“He has to have so many minutes of speech and occupational therapy from the school district, so I’m not sure how they’re going to work that in,” Campbell said. She said because of COVID-19, she has noticed her does not want to leave the house and has trouble dressing in regular clothes.Sweetwater Union High School District started earlier this month. ABC 10News interviewed Gina Chavez, a mother of three, who said the first day was “crazy.”It is unclear when any of the local districts will be returning to in-person instruction. 2483
