QINGDAO, Aug.19 (Xinhua) - China's largest marine patrol departed Thursday from Qingdao to Vladivostok, a coastal city in east Russia, participating in a multilateral joint drill.The joint drill is to be held from Aug.22 to 27, with the theme of "enforcing emergency responses to illegal actions threatening joint marine security".The North Pacific Coast Guard Agencies Forum (NPCGF) promoted the multilateral joint drill in 2009.Current members of NPCGF, Canada, China, Japan, South Korea, Russia and the United States, participate in the drill."The joint drill mainly focuses on arms trafficking and illegal migration, including searching, boarding and examining suspicious ships," said Wu Shaojun, captain of Marine Patrol 11.Chinese Marine Patrol 11, Marine Surveillance 83 and helicopters and ships from other countries will participate in the joint drill, said Wu.Chinese Marine Surveillance 83 left for Russia on Aug.13 from Guangzhou, capital city of south China's Guangdong Province.NPCGF, initiated by the Japan Coast Guard in 2000, is an organization devoted to fostering multilateral cooperation on illegal drug trafficking, maritime security, fisheries enforcement, illegal migration and heightened maritime awareness.Member states take turns hosting the annual forum. China joined the forum in 2004.The 3000-tonne Marine Patrol 11, China's largest patrol ship, is 114 meters long and equipped with high-speed rescue boats and a helicopter hangar. The helicopters can take off and land on Marine Patrol 11 even when waves reach 6 meters and wind speeds are as high as 11 to 14 meters per second.

BEIJING, Aug. 12 (Xinhua) -- Urban residents who expect home prices to fall in first-tier Chinese cities in the second quarter outnumber those who anticipate further price hikes, according to a report by the China Economic Monitoring and Analysis Center released here Thursday.About 41 percent of those surveyed in the second quarter expected house prices to fall in popular first-tier cities like Beijing, Shanghai, Guangzhou and Shenzhen -- 18 percentage points higher than the proportion in the first quarter, according to the center which is under the National Bureau of Statistics.Meanwhile, only 36 percent of those surveyed in the second quarter anticipated house prices to continue to rise in those first-tier cities -- 24 basis points lower than the first quarter.In the second quarter, more people are expecting house prices to decline in cities at various levels, even as the proportions vary in different cities, according to the report.About 30 percent of consumers in provincial capital cities anticipated home prices to weaken in the second quarter, compared with 15 percent in the first quarter.In other small- and medium-sized cities, 28 percent of consumers surveyed foresaw house price falling in the future, up more than 11 basis points from the first quarter."The result show government measures to tighten the housing market since mid April have begun to have an effect on urban consumers' expectations," said Pan Jiancheng, deputy director of the China Economic Monitoring and Analysis Center.In spite of the rising proportions, the number of those who anticipated house price declines, however, still fell short of those who expected further price hikes in cities, except for consumers in the first-tier cities, according to the report.Housing prices in major Chinese cities rose 10.3 percent year on year in July, compared with 11.4 percent growth in June, according to NBS data released Tuesday.Property prices in 70 large and medium-sized cities grew 12.4 percent in May and 12.8 percent in April, the highest growth rate since July 2005 when the government started publishing the data.

BEIJING, June 23 (Xinhua) -- China's government is to step up efforts to strengthen administration by law and to raise its executive ability and credibility, said a government statement Wednesday.Some local governments and departments had prominent problems of defying the law in administration and greater efforts must be paid to build government by law, said the statement released after an executive meeting of China's State Council, or Cabinet, which was chaired by Premier Wen Jiabao Wednesday.The making of major policies must be subject to procedures such as soliciting of public opinions, consultations with experts, risk analysis, legality assessment and group decision-making, it said.The government must optimize the system of public opinion solicitation in drafting administrative laws and regulations, and enforce the law in a strict, just way, it said.The statement said public supervision of the government must be strengthened by making government affairs more transparent and ensuring the rights of the public and the media to report wrongdoing.The government must fully implement of the policy of holding officials accountable for any malpractice or dereliction of duty, it said.The government must also play a greater role mediating disputes and actively guide the public to appeal and settle disputes in accordance with the law.

  

ATHENS, June 15 (Xinhua) -- Visiting Chinese Vice Premier Zhang Dejiang and his Greek counterpart Theodoros Pangalos on Tuesday agreed to enhance bilateral cooperation in various areas including economy, education, culture and international affairs.Zhang said that China is willing to cooperate with Greece to push forward their comprehensive strategic relations.China is ready to cooperate with Greece to expand bilateral trade and investment, and strengthen mutual understanding and friendship between the two countries, he said. Greek Deputy Primer Minister Theodoros Pangalos (L) meets with Chinese Vice Premier Zhang Dejiang in Athens, Greece, on June 15, 2010. China is also willing to expand its import of Greek products and hopes that Greece could provide convenience and support for Chinese enterprises that made investments or started businesses there, said Zhang.He also urged the two sides to boost maritime cooperation.Pangalos hailed China-Greece relations as "excellent," saying Greece will continue to strengthen its strategic relations with China, and carry out effective cooperation in regional and international issues.Pangalos said Greece also hoped that the two governments could strengthen cooperation in maritime affairs, trade and economy and investment so as to achieve common development.The two nations signed a total of 14 cooperation agreements on Tuesday in the presence of the two vice premiers.

  

BEIJING, July 24 (Xinhua) -- Chinese telecom equipment giant Huawei Technologies said Motorola's charges of stealing confidential information about its cellular network equipment is groundless, the China Daily reported Saturday.Motorola on Wednesday said one of its former staff engineers, who now works with a Huawei reseller called Lemko, had provided information about a new transceiver and other Motorola technology to Ren Zhengfei, the founder of Huawei Technologies, the newspaper said."The complaint is groundless and utterly without merit. Huawei has no relationship with Lemoko, other than a reseller agreement," Huawei wrote in an e-mail to the newspaper, adding that it will defend themselves against these baseless allegations.The Chinese telecom equipment company had been planning to tap into the United States market via acquisitions.It is believed Huawei is interested in deals including a 1.2-billion-U.S. dollar Nokia Siemens Networks (NSN) purchase of the wireless network assets from Motorola, and Ericssons's 1.13-billion-U.S. dollar takeover of Nortel Networks' mobile unit, according to the newspaper.Wang Yuquan, senior consultant with research firm Frost&Sullivan China, told the newspaper that though Huawei has not been successful in its efforts in the U.S. market so far, it may gain some of the customers impacted by the NSN takeover.
