DAR ES SALAAM, March 17 (Xinhua) -- "China is not throwing its weight amid China-Africa cooperation, though China's influence is getting stronger as an emerging power," a senior Tanzanian media official said here on Wednesday.Mkumbwa Ally, Deputy Managing Editor of Tanzania Standard Newspapers which published the official Daily News and Sunday News among others, made the remarks in an exclusive interview with Xinhua."The cooperation between China and Africa including Tanzania is based on mutual-benefit, that's not the 'Power matters the most' policy by some western countries but the way to cooperate with others," Ally said.China's assistance to African countries has no strings-attached, which was preferred by African countries, the senior Tanzanian media official said, mentioning the assistance from China to build the Tanzania-Zambia Railway in the 1970s."The big project of Tanzania-Zambia Railway Authority (TAZARA) railway was implemented with China's assistance, which helped the two African countries, especially the land-locked Zambia a lot in development and once was the main model of transportation in Tanzania," Ally noted.He added that China's assistance to Africa was brotherly based and the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC) held in the Egyptian resort of Sharm el-Sheikh on Nov. 8-9 and committed to enhance China-Africa cooperation with "people-centered" development, that is "development must look at people's needs".Besides assistance, China-African cooperation is also growing in business sectors, for example, Chinese construction companies built many projects in African countries with the same quality but lower costs, which is good for Africa, meaning that the African government can spend less for the same quality, the senior Tanzanian media official noted."Economists saw China as an emerging power, which has a lot of room for growth. BEIJING, March 2 (Xinhua) -- China on Tuesday urged the United States to work to push bilateral ties back to normal track as two senior U.S. diplomats came to Beijing with hope to ease tensions between the two countries.U.S. Deputy Secretary of State James Steinberg and National Security Council Senior Director for Asian Affairs Jeffrey Bader began their visit in Beijing from Tuesday to Thursday before going to Japan.China's foreign ministry has so far given few details about the visit. The U.S. embassy in China has no plan to hold a press conference as usual."We will have a press release as soon as we get further information about the detailed arrangements," Chinese Foreign Ministry spokesman Qin Gang said, declining to disclose whom the two U.S. diplomats will meet.But Qin repeated at the regular news briefing that the responsibility of the setback of the Sino-U.S. relations lay with the U.S. administration."We urge the U.S. side to earnestly observe the principles laid down in the three Sino-U.S. joint communiques and their joint statement, respect China's core interests and properly handle sensitive issues, and work with the Chinese side to push relations back on a healthy and normal track," Qin said.The United States angered China with its decision to sell arms to Taiwan and President Barack Obama's meeting with the ** Lama regardless of China's objections. BEIJING, Feb. 26 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, concluded its three-day session Friday, after approving the National Defense Mobilization Law and an amendment to the Copyright Law.President Hu Jintao signed decrees to publish the new Law and the amendment to the Copyright Law, which will take effect on July 1 and April 1 respectively.The concluding meeting was presided over by Wu Bangguo, chairman of the NPC Standing Committee.The National Defense Mobilization Law "is significant for enhancing the country's national defense building, strengthening mobilization ability for national defense, as well as for safeguarding national security and ensuring economic and social development," Wu said.The top legislator warned of the "pressing task" of ensuring food safety, and called for improving the country's food safety supervision network.Final preparations were made during the bimonthly session for the upcoming 11th NPC annual session.The session was a very important meeting for expressing ideas about how the country could further develop, Wu said.He urged all the NPC Standing Committee members to listen to the opinions of NPC deputies who would attend the annual session, and fully respect their democratic rights.The Standing Committee approved the draft agenda of the upcoming annual session and a work report by the 11th NPC Standing Committee which is to be delivered by Wu at the session.The top legislature Friday appointed Wu Shuangzhan, Peng Xiaofeng, Liu Yongzhi, Liu Zhenwu, Ge Zhenfeng, and Fu Tinggui as vice chairpersons of six special committees under the NPC respectively.The Credentials Committee of the NPC Standing Committee examined the qualification of deputies to the 11th NPC. NANNING, March 15 (Xinhua) -- Twelve of the 14 cities in southern China's Guangxi Zhuang Autonomous Region are affected by drought, the regional flood-control and drought relief authority announced Monday.The drought had affected 522,967 hectares of farm land by March 11 and 1.76 million people were denied easy access to drinking water, 232,100 people more than seven days earlier, said a statement from the authority.About 870,900 head of livestock were also suffering a shortage of drinking water.Local meteorologists forecast that in most of Guangxi, temperatures would be 0.1 to 1 degree Celsius higher than average in March and April, and precipitation would be 20 percent less.The authority predicted the drought would worsen, as the peak season for water consumption in spring ploughing would begin soon.
