DULZURA, Calif. (KGTV) — A woman and her 16-year-old daughter were rescued from a remote part of Otay Mountain Friday.U.S. Border Patrol said the woman and teenager were found after being lost without food and water in a mountainous area of southeast Otay Lakes Reservoir at about 12 p.m. Border Search Trauma and Rescue and San Diego Sheriff's Department responded to the rescue effort. Border agents had to hike to the mother and teen's location and begin life-saving treatment.RELATED: Several migrants rescued from flooded storm drain in San YsidroAgents said the pair were losing consciousness and incoherent when they were found.A helicopter was used to take the two to an ambulance, which brought them to a nearby hospital for treatment.The incident marked the 21st and 22nd rescues by border agents performed in 24 hours, after 20 people were rescued from a storm drain near San Ysidro on Thanksgiving Day. 922

EL CAJON, Calif. (KGTV) -- Students in the Grossmont Union High School District will head back to class on Monday, Aug. 10, but the start of the new school year comes with a number of changes.For starters, all classes will be online because of the coronavirus pandemic.The district will also have new leadership, as Superintendent Theresa Kemper takes over."We have a plan that's scalable and flexible," Kemper told ABC 10News.Kemper took over as the superintendent on July 1 after Tim Glover left the position. Kemper has been with the district for nearly 25 years, with stints as an assistant principal, principal and assistant superintendent.Since May, Kemper has been leading the effort to create a back to school plan for this fall amidst the pandemic."We knew it was not entirely in our control which is exactly why we created the plan the way we did," she said. "We're committed to moving into it slowly and carefully and not making mistakes as we go."According to their "Roadmap for Reopening," GUHSD will start the 2020-21 school year entirely online, complying with state and county health guidelines that say schools cannot return to in-person learning until San Diego County has been off the state coronavirus watch-list for 14 days.The full plan calls for five levels of reopening that gradually increase the number of students on campus. Level 2 allows for 25% capacity and Level 3 is 50%; Level 4 is 100% capacity, with some limited online learning. Level 5 is a return to full, in-person school.Kemper said the goal is to ease teachers and students back into the classroom, and allow for flexibility as things change."It's been a long time since teachers and students have been in classrooms together," she said. "So, we want to ease them into the process and make sure conditions are still holding for them to all be there."In response to the plan, the Grossmont Education Association, which represents the teachers in the district, released a statement on their Facebook page on July 2. It says, in part, that the changes for the coming school year "reflect our ongoing commitment to innovation and learning for all students."The statement concludes by saying, "While there are many, many other issues and details that still need to be determined, we are excited to move forward with our plans to prepare to have students on campus this fall."Teachers, meanwhile, spent the summer training and adapting their lesson plans to what Kemper calls "distance learning 2.0.""It's more interactive," she explained. "We'll have daily interaction with students and teachers. More hands-on experiences for students, more project based and more interactive learning."Grossmont also just completed million worth of construction projects. They were part of more than 0 million in voter-approved bonds since 2004.But the pandemic has left the new buildings empty and unused. They'll stay that way until students come back.Kemper said the new facilities will help the students readjust to the new normal."They're modernized, updated, better able to use the technology that is state-of-the-art," she said. "We have spaces for students that we didn't have, inside and outside."Even before the pandemic, the district gave every incoming student a Chromebook laptop and made them comfortable with online and digital learning. Kemper said that's helping students and teachers adapt to distance learning.Now, she's waiting to see what the new school year brings."We've never gone through this before and it's really challenging opening school in the midst of a pandemic," said Kemper. EL CAJON, Calif. (KGTV) - A young trick-or-treater sorting through her candy made a stunning discovery."They were excited. Loved Halloween and candy," said Jean Bilbrey.As with so many other families, Halloween night for the Bilbrey's three children - ages 11,9 and 4 - was a blur of costumes, front doors and a steady flow of treats. Their family started around Falmouth Drive and Virgina Court and walked for several hours, stopping by 30 to 50 homes. In all, they filled about six buckets' worth. This past weekend, the kids went about the task of sorting the candy."My middle daughter, who is nine, said 'Mom, Mom, I found something in my candy' and brought me a ring," said Bilbrey.It was a woman's ring, possibly a precious one. "Looks like a wedding band similar to mine. Possibly an anniversary band ... somebody wears on a hand that means something to somebody ... my first thought was we need to get this back to the owner. As a woman, my jewelry, I don't have much but what I do have is very important to me," said Bilbrey.The piece of jewelry likely slipped off while someone was handing out candy. Like any good mystery, there are a few clues, including the candy found next to the ring. "Candy corn and the Sour Patch candies. That's what she had in her hand was the candy corn," said Bilbrey.Bilbrey spread word of the ring on social media, but so far, she's come up empty."I'll keep it safe. I've got it here. During an interview on Fox News on Tuesday, President Donald Trump called on Attorney General William Barr to open a corruption investigation into Joe Biden's alleged ties to Ukraine based on information contained in emails reportedly taken from a laptop that may or may not have belonged to Biden's son."We've got to get the Attorney General to act. He's got to act and he's got to act fast. He's got to appoint someone," Trump said Tuesday during an interview on Fox & Friends. "This is major corruption, and this has to be known about before the election."Trump was referring to a report first published in the New York Post last week that was based on emails allegedly recovered from a laptop left at a Delaware computer repair shop. The Post claimed the emails were taken from a laptop belonging to Biden's son, Hunter, and showed that the younger Biden was contacted by the adviser to the board of a Ukrainian energy company, Burisma. In the emails, allegedly, the Ukrainian official thanked Hunter Biden for giving him an opportunity to meet his father.Some Republicans have seized on the story, calling it a "smoking gun." They claim that such a meeting would be a conflict of interest, given Joe Biden's political influence and Hunter Biden's position on Burisma's board.However, the Post's story left several questions about the authenticity of the emails unanswered. The owner of the repair shop, where the laptop was recovered, was unable to identify the computer's owner. The shop owner did say a Beau Biden Foundation sticker was attached to the computer. There's also no evidence that Hunter Biden responded to the email from the Ukranian energy advisor. The Biden campaign says the former Vice President's schedule shows no meetings with that advisor. Finally, the Post said it obtained materials and information for the story from Rudy Giuliani, one of Trump's personal lawyers.Citing sources, The New York Times reported Monday that one of the Post journalists who wrote the story asked that his name not be attached to the article "because he had concerns over the article's credibility."Despite Trump's claim that the emails show Joe Biden has an inclination to use his political office for personal enrichment, Trump and his family have an extensive history of dubious business practices. The New York Times reports that Trump has leveraged the office of the presidency to drive business to his resorts and hotels.Trump's call to action to Barr is just his latest call for the neutral agency to delve into cases that would be politically advantageous to the president. Earlier this month, Trump said he was "disappointed" in Barr for his inaction on voter fraud investigations and his inability to recover emails deleted by Hillary Clinton prior to the 2016 election.Weeks ago, 1,600 former Department of Justice lawyers signed an open letter that claimed Barr was abusing the power of his office to help Trump win reelection. 2959
